3 Overview Animal resources constitute an important economic and livelihoods base in the economies of Africa countries Burundi s livestock sector suffered serious setbacks during the years of civil war, but is now on the path to recovery Livestock population - cattle: 596,000 - goats: million - sheep: 296,000 10% of the NGDP(2010) - pigs : 245,000 - poultry: million Challenges in Livestock Sector:- animal diseases - inadequate infrastructure & investments

5 1. a. Overview of the Preparations for the workshop The national multidisciplinary stakeholder consultative workshop was held between 11 th to 15 th March 2013 at the Sun Safari Club Hotel in Bujumbura This national workshop was conducted according to the recommendations of the National Technical Focal Points Inception Workshop held 29 October - 2 June 2012 in Naura Springs Hotel, Arusha, United Republic of Tanzania. At National Level, the preparation of the National stakeholders workshop involved the following activities: 1. The NLPFP and CVO have briefed the PS on the concept note and subsequent activities to request AU IBAR to release the funding to enable us to host the activities related to the National Multidisciplinary Stakeholder consultative workshop. 2. The Ministry through the PS had fully endorsed and own the process of establishing/strengthening of Livestock Policy Hubs to drive the VET-GOV Programme as stated in the VET-GOV Programme document and as confirmed in the National Livestock Policy Focal Point Orientation Workshop that was held in Arusha, United Republic of Tanzania.

Documentation of the training materials NLPFP in collaboration with the Regional Coordinator : EAC/AU-IBAR Office (January 2013) ; 5. Budget preparations for the workshop, Budget estimates for the workshop was done in accordance with the AU-IBAR guidelines 6. Venue arrangements in liaison with the EAC HQs, the Sun Safari Club Hotel was procured for the workshop for 3days.

Participants at the workshop Representatives from the Ministry responsible for livestock; Representatives from Provinces responsible for Livestock; Private sector players involved in livestock issues; Livestock Farmers; NGO and Regional Vet-Gov coordinator from AU-IBAR and VETGOV Project Accountant. After the Opening Ceremony there was a group photograph

8 C. Key remarks at the opening session The meeting was opened by Dr.Yves Nshimirimana on behalf of the Director General of Livestock. He observed that the workshop was a learning lesson for most of participants. He asked participants to take care during the tree days meeting and wished participants successful deliberations for prosperous AU-IBAR and VET-GOV Project

9 2. The process for the selection of (LPHM) The Burundi Policy Hub will be a Multidisciplinary group of technical people and will be composed by two levels of Hubs. 10 Summary of selected LPH members The LPH members will be composed by representatives from: - Ministries (Agriculture and Livestock with Departments responsible of livestock and Fisheries, Health and fight against AIDS, Environment, Trade, Finance); - Institutions ( Parliament, Research); - NGOs; - Private Sector; - Working Groups/Technical group; The Livestock Policy Hub is to be located in the Ministry of Agriculture and Livestock and it has two levels: - Hub Stakeholders and Hub Secretariat.

11 The membership representative The Burundi Livestock Policy Hub will include representatives from civil society and it will consider gender balance accordingly to the Constitution of Burundi as to include women in their groups, since they are the key players in the rural development of livestock sector.

12 Communication Strategy and the Way Forward for the Country Communication Strategy was presented by the Regional Vet-Gov Project coordinator ; As regards to the communication Strategy, it was felt that the national communication strategy is an important tool to facilitate the implementation of Vet-Gov and livestock policy hub activities National Level; and However, assistance will be required in terms of funds and expertise to formulate the national communication strategy for the Vet-Gov Programme.

13 Emerging gaps and Entry points Entry Points to Improve Policies and Legislations Harmonization of the policy documents with the existing panel of laws and preparation of implementation manuals for each livestock sector; Improvement of the infrastructure and facilities of service providers including animal production and health and white and red meat abattoirs facilities; The need to define the role, responsibly, obligations and quality requirements for the Animal Health professionals, laboratories (Public and private) and clinics; Quality control mechanisms for Veterinary products and laboratory reagents and chemicals;

14 Emerging gaps and Entry points Support the ongoing development of livestock policy; Support implementation of livestock policies and strategies; Support the OIE review and preparation of veterinary legislations; Review and make sure livestock is well considered in CAADP Compact and investment plan; Support follow up of PVS and Gap analysis and Veterinary legislation; Support a comprehensive national livestock Census; Need to address livestock Management along the value chain Need for the establishment of a documentation centre for all livestock information and data.

15 Strategies Make inventory and compilation of policy and legal documents Propose implementation Reactivate existing laws Produce manuals, and popular versions be translate into local language(kirundi) Rehabilitation of existing infrastructures: Vet. Centre, abattoirs, feed production units, Dairy factories; Create new ones e.g slaughter houses, abattoirs; Re-enforcing Livestock Product Processing factories Encourage PPP in infrastructure development; Advocate for separate Administration arrangements for the Livestock sector ; Establish good statistics and data for livestock; Capacity Re- enforcement of existing professionals; Recruit new staff;

16 Strategies Train Professionals in animal Health management; Recruit and train Laboratory Technicians; Create a Faculty of Vet. Medicine and Animal Science at the University; Restructure the organization and management of livestock for better monitoring; All Livestock training institutions should be brought under the supervision of MoA&L; Ensure Livestock professionals are well equipped and networked; Need for a New Law on quality control of Veterinary products; Enhance mechanism for inspection and enforcement of laws regarding veterinary Enhance mechanism for inspection and enforcement of laws regarding veterinary

17 Strategies Involve professionals and related stakeholders in livestock policy formulation programme; Ensure there required resources (financial, human and material) are in place; Sensitize decision makers; Baseline documentation of existing veterinary laws and regulations; Organize, collate, analyze and review to identify gaps; Prepare evidence to show the contribution of to the economy and livelihoods; Ensure Livestock professionals are part of the national CAADP Teams Advocacy and Lobbing the national CAADP Hold a workshop to internalize the recommendations of OIE PVS and GAP Analysis recommendations;

18 Strategies Develop the required Guidelines for livestock Census; Mobilize the necessary resources for livestock development Share the baseline information on value chain management; Carry out a livestock census; Create a website for thellivestock Hub Establish a reliable a National Animal Resources information system (ARIS II)

21 Recommendations/way forward Aware of the potential contribution of livestock and fisheries for the economy and livelihoods, there is a need to make special administrative arrangements in order to re-enforce the livestock sector. Aware that livestock statistics and information are not well documented in Burundi we request AU-IBAR and EAC to conduct more trainings for ARISII for more stakeholders in Burundi. Recognizing the need to popularize the Vet-Gov and the policy hub to the policy makers and stakeholders in Burundi, there is a need for a communication strategy to be developed. Government should create a service dealing with statistics, follow up and evaluation of activities in livestock sector

22 Recommendations/way forward Noting the need to well establish the national Livestock Policy HUB, the meeting recommended that an inauguration of the HUB be conducted Develop a work plan and a log frame for the future activities of the HUB A website be established for the HUB to strengthen linkages and communication needs of the HUB.
