3 Environmental Services for community survival It is all about Climate Change, not about money! Unknown climate changes will affect rural communities Environmental services from land essential with uncertain climate changes Communities need to prepare : Sustainable Land Use Plan One of the income generating options: manage forest for Payment for Environmental Services

4 Why is PNG Government promoting REDD? It is all about money, not about Climate Change! REDD/PES should be part of overall plan to assist communities in climate change adaptation Land use planning only sustainable when bottom up: communities decide themselves on long term land use No permanence unless higher level Land Use Plans based on Community Land Use Plans Government should show it is serious about promoting REDD/PES: stop all large scale logging & agricultural projects

5 Payment for Environmental Service (PES) Service comes from the forest: Forest grows on the land: Who owns the land? PES will only work with maximum involvement and ownership of local communities Do the people of PNG trust their government to handle income from PES on their behalf? Transparent management & payment system needed Shortest possible link financer to service provider Maximum benefit to service provider: local communities

12 Conclusion To make potential long term income from Payment for Environmental Services a reality we need: Transparent PES system for PNG with all stakeholders involved Guarantee of maximum long term benefits reaching actual providers environmental services: the local communities Community Land Use Planning by genuine landowners Maximum involvement & ownership PES management by local communities

13 Stop talking Carbon Trade & start assisting communities in Sustainable Land Use Planning with PES as one of their resource management options improved livelihood prepared for climate change impacts contribute to global climate change mitigation effort
