4 Biosecurity Bill 2014 Australian Government announced in July that the Biosecurity Bill 2014 will be progressed. Three broad topics: Operational chapters that support biosecurity business Stand-alone chapters that support specialised biosecurity situations Administrative chapters that apply across all of the legislation Department of Agriculture 29 October 4

5 Key aspects of the Biosecurity Bill 2014 First Points of Entry Improvements on the current first port scheme clearer powers to determine a first point. Ballast Water Ballast water management for domestic and international vessels to meet proposed international obligations. 11 Risk Based Decision Making Machinery and Equipment All machinery is required to enter Australia free from biosecurity risk material. If machinery arrives in a heavily contaminated state, the department can order the machine to be exported from Australia at the importer s or owner s expense. The department is currently reviewing the import regulations on used machinery import pathways to ensure that they are commensurate with the identified risks, and to better regulate noncompliance with requirements Department of Agriculture 29 October 11

12 Risk Based Decision Making Machinery and Equipment Even new machinery can be contaminated through poor loading or by being field tested before shipment to Australia. Recent updates for the clearance of new machinery: Reclassification of high-risk new agricultural machinery - tariffs 8437 & 8701 to lower risk Removal of the term factory trialled in the definition of new and unused machinery and equipment. 13 Risk Based Decision Making TYRE HEAT TREATMENT Heat treatment requires the water temperature to exceed 70 degrees C. The water mark, and any concealed mosquito eggs, is treated by spraying with low volume, high temperature water. Department of Agriculture 29 October 13

15 ecerts for imports How it works ecert for imports is an electronic system that enables the department to receive overseas government generated certificates for food and agricultural commodities being exported to Australia. Certificates generated by exporting government agencies provide assurance to the department that exported commodities comply with food safety, animal and plant health requirements. 20 Working in Partnership Offshore cleaning/inspections for used vehicles from Japan Japan Export Vehicle Inspection Centre Co Ltd (JEVIC) now a department approved provider for cleaning and pre-inspection services for used vehicles and parts exported from Japan to Australia System just starting and initially pre-cleaned and inspected vehicles still subject to monitoring for compliance with Australian biosecurity requirements on arrival The department s intervention will be reduced over time as required standards are met. 22 Identifying and Responding to Breaches The department responds to identified cases of biosecurity risk goods that have been imported. Industry and public reporting of possible breaches enables the department to respond quickly to contain and minimise further risk.
