2 Implementation Status and Key Decisions The project makes good progress with almost project activities being completed and set project targets are met or exceeded. The area of multifunction plantations established and rehabilitated under the project had reached 132,300 ha or 99.8% of the PAD target of 132,600 ha. The quality check confirmed that the quality of field work is up to standards, with planting survival rates of more than 92% and timely plantation management conducted in majority of sites. These plantations and restored forests would provide environmental and economic benefits/public services such as wind and sand breaks, soil and water conservation, farmland protection and biodiversity conservation. For instance, the monitoring results show that vegetative cover in selected, environmentally degraded land targeted by the project has increased from 10 percent to about 50 percent, and vegetative cover in existing forest plantations increased from 26 percent to 57 percent, along with the largely increased diversified tree species. In addition, the planted economic crop has started to generate income to local farmers. Technical services and monitoring programs have also implemented effectively with the number of training courses exceeding that planned by 33%. The sound performance is demonstrating sustainable, multifunction forest plantation management with combining environmental benefits and income generation to local people, which is highly supportive of project objective. Although there have been some setbacks during the project period, such as insufficient counterpart funding provision by Hebei Government and slow loan disbursement in early stage in Liaoning, which have been caught up, the overall project implementation is considered satisfactory. 12/21/2016 Page 2 of 10

The designed mixed planting and forest management models are adopted with 3 or species planted or interplanted in each sub-compartment and set quality criterial met, as well as set targets in increase of vegetation cover, and reductions of soil erosion, wind erosion and pest/diseases incidence reached. As the project adapted new technologies and planting models, in particular it brought the new concept of transferring monoculture plantation to mixed forest structure, and large numbers of farmers participated in the project activities, very intensive trainings were needed and were provided to local project staff and farmers, which ensured that the new concept was accepted and technical design was implemented appropriately.
