4 Biosecurity Bill 2014 Australian Government announced in July that the Biosecurity Bill 2014 will be progressed. Three broad topics: Operational chapters that support biosecurity business Stand-alone chapters that support specialised biosecurity situations Administrative chapters that apply across all of the legislation Department of Agriculture 22 October 4

5 Key aspects of the Biosecurity Bill 2014 First Points of Entry Improvements on the current first port scheme clearer powers to determine a first point. Ballast Water Ballast water management for domestic and international vessels to meet proposed international obligations. 7 Need for a Cost Recovery Review The structure of our import fees and charges does not align with the department s risk-based and intelligence led approach to biosecurity. Live animal exports processes are being reformed and cost recovery arrangements need to support this. The fee and charge structures for food and plant exports need to be sustainable and equitable. 8 The Cost Recovery Review Cost recovery frameworks review The review of cost recovery arrangements aims to streamline existing frameworks to reduce the complexity of our fees and charges. The current scope of the review includes fees and charges for all imports (including post entry quarantine) and live animal, plant and food exports. Joint border charging review The department is working with the ACBPS on the review of border-related taxes, fees and charges. The review aims to identify where border charging arrangements could be made more efficient for clients. Long term cost recovery strategy The review of the department s cost recovery frameworks is part of a long term strategy. The aim is to place the department s cost recovery arrangements on a more sustainable footing. Department of Agriculture 22 October 8

15 Risk Based Decision Making Machinery and Equipment All machinery is required to enter Australia free from biosecurity risk material. If machinery arrives in a heavily contaminated state, the department can order the machine to be exported from Australia at the importer s or owner s expense. The department is currently reviewing the import regulations on used machinery import pathways to ensure that they are commensurate with the identified risks, and to better regulate noncompliance with requirements Department of Agriculture 22 October 15

16 Risk Based Decision Making Machinery and Equipment Even new machinery can be contaminated through poor loading or by being field tested before shipment to Australia. Recent updates for the clearance of new machinery: Reclassification of high-risk new agricultural machinery -tariffs 8437 & 8701 to lower risk Removal of the term factory trialled in the definition of new and unused machinery and equipment. 18 Risk Based Decision Making TYRE HEAT TREATMENT Heat treatment requires the water temperature to exceed 70 degrees C. The water mark, and any concealed mosquito eggs, is treated by spraying with low volume, high temperature water. Department of Agriculture 22 October 18

27 Working in Partnership Offshore cleaning/inspections for used vehicles from Japan Japan Export Vehicle Inspection Centre Co Ltd (JEVIC) now a department approved provider for cleaning and pre-inspection services for used vehicles and parts exported from Japan to Australia System just starting and initially pre-cleaned and inspected vehicles still subject to monitoring for compliance with Australian biosecurity requirements on arrival The department s intervention will be reduced over time as required standards are met. 29 Fertiliser, a continuing success story Fertiliser protocols for bulk inorganic fertiliser consignments pioneered by, and introduced with industry in 2004 Resulted in fewer contaminated cargoes better for biosecurity, better for importers, better for farmers Bulk protocols was so successful, system was extended to containerised fertiliser in 2006 and recently updated in September 2013 in conjunction with Fertiliser Australia.
