2 TAS THAI AGRICULTURAL STANDARD GOOD AQUACULTURE PRACTICES FOR MARINE SHRIMP FARM 1. SCOPE 1.1 This Thai Agricultural Standard applies to good aquaculture practices (GAP) at all stages of farm practices in marine shrimp culture including culturing, harvesting and post-harvest handlings prior to transportation in order to produce good quality and safety for consumption. The farming system considers health and welfare of the animal as well as environmental integrity and social responsibility. 1.2 This standard does not cover the practices at the stage of hatching and nursing. 2. DEFINITIONS For the purpose of this standard: 2.1 Marine shrimp means shrimp in genus Penaeus (Penaeus spp.), Litopenaeus (Litopenaeus spp.) and Metapenaeus (Metapenaeus spp.) such as Black tiger shrimp (Penaeus monodon), White shrimp (Litopenaeus vannamei), Jinga shrimp (Metapenaeus affinis) 2.2 Veterinary drug means any substance applied to animal of which are used for human food or administered to any food-producing animal, whether used for therapeutic, prophylactic, or diagnostic purposes or for modification of physiological functions or behaviour. 2.3 Residues of veterinary drugs mean the veterinary drugs as in 2.2 including parent drug, metabolites and associated impurities that are retained in the animal tissue, produce and products of animal of which are used for human food. 2.4 Code of Conduct for Responsible Fisheries (CCRF) mean principles and international standard established by The Food and Agriculture Organization of the United Nations (FAO) applicable to behaviour for responsible practices with a view to ensuring the effective conservation, management and development of living aquatic resources, with due respect for the ecosystem and biodiversity. 2.5 World Organization for Animal Health or Office International des Epizooties (OIE) mean the intergovernmental organization responsible to co-ordinate the prevention and control of important animal diseases in order to avoid high losses of animal and human s lives caused by the animal diseases, sufficient to have an impact on the world economic. 2.6 Aquatic Animal Health Code mean requirements that are established by the OIE to be used as criteria for trade relevant to the aquatic animal health and the safety of their produces or products. The code that is common reference criteria for member countries aims to prevent disease transfer to importing countries via the trade on aquatic animals produces or products as well as to avoid implementing unjustified sanitary measures as barriers to trade.

3 TAS REQUIREMENTS Good Aquaculture Practices for marine shrimp farm requirements are as Table 1. Table 1 Items and Requirements Items 1. Farm site and registration 2. Farm management Requirements 1.1 Farm shall not be located in the environment that has a risk of contamination which affects shrimp health and safety of consumer or availability of contamination preventive measures. 1.2 Farm shall be located outside mangrove and/or conserved wetland areas regarding to laws. 1.3 Closely located to quality water suitable for shrimp culture. 1.4 Conveniently access to transportation both outside and inside the farm, in order to provide a convenient operation and rapid transportation of shrimp. 1.5 Farm shall be registered with the Department of Fisheries as well as legally land rights or other land use permits. 2.1 Manual of Farm Management shall be made available and implemented. 2.2 Water testing from sources according to the specified time intervals in the manual 2.3 Vacating and/or preparing pond between crops. 2.4 Stocking density of shrimp larvae shall be appropriate. 2.5 Availability of record/ certificate/ health test report Inlet water shall be infiltrated to prevent the entering of exotic species to pond. 2.7 Aerator or other aeration system shall be adequately placed in the pond. 2.8 Use of registered, good quality and not expired formulated feed. 2.9 In case the feed is prepared on the farm, feed ingredients shall be clearly stated, and legally prohibited ingredients shall not be used Efficient feeding management shall be provided according to the requirements of shrimp Feed shall be stored in secured place to prevent the contamination and maintain its quality.

Use of veterinary drugs, chemicals, and probiotics used in aquaculture Requirements 2.12 Analysis of water quality in shrimp pond on a regular basis Preventive measures for predators and disease carriers to enter the ponds during pond, water preparation and shrimp culturing shall be in place Shrimp health shall be monitored regularly Shrimp health management programme should be implemented in compliance with relevant national legislations taking into account the FAO CCRF Technical Guidelines on Health Management for Responsible Movement of Live Aquatic Animals and relevant OIE Standards Movement of live shrimp and shrimp product should take place in accordance with the relevant provisions in the OIE Aquatic Animal Health Code to prevent introduction or transfer of disease and infectious agents pathogenic to shrimp while avoiding unwarranted sanitary measures In case of disease outbreak, farmer shall inform the competent authority immediately In case where shrimp shows any sign of poor health and/or symptom, diagnosis, causation analysis and corrective actions shall be carried out Preventive measure and control of disease outbreak shall be in place Where polyculture is conducted, effective measures should be taken to reduce potential disease transmission between culture species Worker should be trained on good aquatic animal health and welfare management practices to ensure they are aware of their roles and responsibilities in maintaining shrimp health and welfare. 3.1 Veterinary drugs, chemicals and probiotics as prohibited by law shall not be used. Veterinary drugs, chemicals and probiotics used in aquaculture shall be registered with the competent authority and prudently used. 3.2 In case authorized veterinary drugs or chemicals are applied prior to harvesting, withdrawal period shall be strictly followed or used according to the label instruction. 3.3 Veterinary drugs, chemicals and probiotics shall be appropriately stored to prevent deterioration and danger.

Harvest and post harvest handlings prior to distribution 4.1 Quality of effluent shall be complied with relevant laws and regulations. 4.2 Preventing of saline water discharged into freshwater area shall be in place for environmental protection. 4.3 Sediment shall not be disposed into public or non-permitted area. 5.1 Fuel and lubricant shall be stored properly and securely. 5.2 Machine used on farm shall be in good condition without any fuel or lubricant leakage to water source. 5.3 Used lubricant shall be disposed of in container and properly eliminated. 5.4 There shall be safe electricity system on farm. 5.5 Save use of energy and/or renewable energy sources. 6.1 Garbage, refuse, veterinary drug and chemical containers shall be separately managed to prevent contamination to shrimp. 6.2 Keep in order the production inputs, materials and equipment so as not to harbour other animals/pest. 6.3 Bathroom and toilet shall be hygienicly designed to prevent contamination to culture pond, canal and/or water sources. 6.4 Manure shall not be used. 6.5 Pets are not allowed in the production area. 6.6 Worker should be trained in good hygienic practices to ensure they are aware of their roles and responsibilities for protecting shrimp from contamination and deterioration. 7.1 Prohibited chemicals shall not be used during harvesting as well as post harvest. 7.2 If chemicals are used, it shall be properly used in terms of type and quantity. 7.3 Select buyer/collector that has been certified in good hygienic practices of the post-harvest handling and transportation or registered with the Department of Fisheries. 7.4 Availability of good hygienic practices on harvesting to prevent contamination

6 5 TAS Labour and welfare 9. Social and environmental responsibilities 8.1 Farm workers shall be legally employed. 8.2 Wages shall be abided by law. 8.3 Welfare for workers shall be appropriately provided. 8.4 Provide precautions and working equipment for safe operation. 8.5 Workers shall be trained on safety of operation. 9.1 Farm site shall not obstruct the customary access and/or interfere with the living condition and activities of the local community. 9.2 Priority should be given to hire workers from the local community. 9.3 Benefits to the local community should be considered at all stages of shrimp farming. 9.4 Having good relationship with local community. 9.5 Having mechanisms for communication and engagement with the local community and take positive actions to respond to complaints. 9.6 Join and participate in shrimp farm organizations or other related professional organizations. 9.7 Use of hatchery seed preferably, natural seed should be avoided. 9.8 Use of exotic species only after positive assessment of Import Risk Analysis followed by appropriate quarantine measures. 9.9 Shrimp whose genetic material has been altered in a way that does not occur naturally shall not be use Appropriate measures to minimize escape of shrimp should be in place Damage caused by previous shrimp farming operation should be rehabilitated on or close to the farm site Effective mitigation measures should be taken if the current practices are effected to habitat/environment such as leakaging pond On-farm and off-farm environmental quality indicators should be monitored routinely including with the community participation Participate in conference, seminar, or training on issues related to environmentally friendly shrimp culture, shrimp health and animal welfare and food safety.

7 TAS Document and record keeping 10.1 Fry movement document (FMD) and Movement Document (MD) shall be present upon request Use of veterinary drugs, chemicals, hazardous substances and probiotics shall be records Use of chemicals during harvesting shall be records Records on the shrimp culture data and other necessary information such as diseases prevention and water quality shall be kept for further inspection.

10 (3) The Ministry of Agriculture and Cooperatives issue the Notification on Establishment of Thai agricultural standard entitled Good Aquaculture Practices for Marine Shrimp Farm (TAS ). In order to revise this standard to the changing situation and scientific information, The Committee of Agricultural Standards therefore deems it necessary to amend such standard. This standard is based on the following documents: National Bureau of Agricultural Commodity and Food Standard Good Aquaculture Practices for Marine Shrimp Farm. TAS Bangkok. Standard on ASEAN Good Aquaculture Practices for Shrimp Farming (ASEAN Shrimp GAP), 2012.

11 NOTIFICATION OF THE MINISTRY OF AGRICULTURE AND COOPERATIVES SUBJECT: THAI AGRICULTURAL STANDARD: GOOD AQUACULTURE PRACTICES FOR MARINE SHRIMP FARM UNDER THE AGRICULTURAL STANDARDS ACT B.E (2008) Whereas the Agricultural Standards Committee deems necessary to establish an agricultural standard on Good Aquaculture Practices for Marine Shrimp Farm in accordance with the Agricultural Standards Act B.E (2008) as a voluntary standard suitable for current situation. By virtue of Article 5, Article 15 and Article 16 of the Agricultural Standards Act B.E (2008), the Minister of Agriculture and Cooperatives, hereby issue Notification as follows: 1. The Notification of the Ministry of Agriculture and Cooperatives Subject on Thai agricultural standard entitled Good Aquaculture Practices for marine shrimp farm In accordance with the Agricultural Standards Act B.E (2008) dated 29 September B.E.2552 (2009) is repealed. 2. The Thai Agricultural Standard on Good Aquaculture Practices for marine shrimp (TAS ) is established as voluntary standard, details of which are attached herewith. This Notification shall come into force after the date of publication in the Royal Gazette.
