2 1. A brief description of all activities conducted, with overview of the results and the deliverables provided 1.1. Executive summary of the Action The major purpose of the action was the recognition of available administrative sources in agriculture and assessing their values for use in statistics. The topics were focused on evaluation of available administrative sources and its use in agricultural statistics, methodology for updating the statistical farm register (SRAH) with available administrative sources and the compilation of data from administrative sources, practice and experiences in the different EU Member State in this field and preparation of action plan for the future activities in the project. The analysis of variables from various administrative sources and the evaluation of administrative sources were performed on the bases of information and foreign expert knowledge about the register content, as well as their accuracy and timeliness of updates. The major owner of the register for agricultural statistics is Ministry of Agriculture and Rural Development (IACS, Unique Register of domestic animals). However, other sources such as business register, territorial name register and phone list were also investigated. The basic approach in analysing methodology was to standardize obtained administrative files/registers and then use them to update the statistical farm register or to compute statistics. The experiences of the other countries were used in way to find the appropriate model for administrative data use in statistics. Nevertheless, the model should be adapted to situation of Croatia e.g. register content, quality and availability. The purpose of the action plan was to describe the major issues coming from discussions and conclusions of two expert missions (July and October 2014) as well from study visit to Poland in October Results and Activities Activity 1: Analysis of the current situation in the available administrative sources Within this activity the screening of the existing administrative databases was performed. Reason for modification of the activity: None In Croatian Bureau of Statistics, the Statistical Farm Register (SRAH) has been established on the base of the data from Census of Agriculture 2003 and updated with the data from the following sources: Statistical business register Register of agricultural holdings of Ministry of Agriculture, Fisheries and Rural development (IACS) Page 2 of 20

3 Regular statistical surveys (crop statistics, livestock surveys and FSS) Wine register The structure of the SRAH provides the data concerning identification of the farm as well as wide scope of the agricultural variables. Furthermore, the possibility of direct use of agricultural administrative registers as the statistical information needs to be investigated. The Croatian paying agency includes crops in the application for single payments, so crops can be available for all farms. Additionally, there is also possibility to include crops in LPIS in the nearest future. Thus, the more extensive exploration of IACS data for statistical purposes is expected. The second important admin source is Unique Register of domestic animals. Data from cattle, sheep and goat registers are updated on current basis by veterinary service. However, the definitions should be compromised between statistics and the registers. Thus, the potential for statistical use of the above-mentioned register is immense, namely update of SRAH and direct use as statistical data substitution. However, the situation with pig register is more complicated because the frequency of updating should be additionally improved. Nevertheless, the data from this register may be used for update of SRAH. It has to be clearly stated that the access to all administrative registers is free of charge and legally justified on basis of the Statistical Annual Program. Furthermore, data from registers are available few years back. This situation gives opportunity for more precise data validation, either. Activity 2: Quality analysis of the existing administrative sources Within this activity, it was to analyse the quality of the all available administrative data sources for the purpose of updating SRAH and eventual possibility of replacing related existing surveys in the field of agriculture. Reason for modification of the activity: Due to workload caused by very comprehensive methodology and changes in the records of the administrative sources, work on this activity had to be postponed to June The primary results show that all available registers, especially Unique Register of domestic animals, can be used for updating SRAH. The use of the register data to substitute agricultural surveys can be considered in the case of Bovine Register, Sheep and Goat Register, and after redesigning Equidae Register. The use of Pig Register to substitute the survey data is rather impossible due to lack of sufficient update and appropriate aggregations. The lot of time was spent on mapping the variables from the registers on the structures of SRAH. The mapping enables to link the data from the administrative registers with SRAH on the level of variables. Each variable is treated separately and one variable from SRAH can consist of one or more Page 3 of 20

4 variable from the administrative data source. The current state of the art is presented in the separate documents. The detailed mapping will be the basis for the update of SRAH. Further agreement with the register owners are necessary to obtain variables that can be easier facilitated as survey data. Furthermore, there is the description of the IACS databases including short description of the content of database, frequency of updating and format of database (annex of the final report). Additionally, the database of organic producers should also be included. Furthermore, in later perspective, the other registers i.e. Business Register, Population Register, Tax Register can become the source of update for the statistical farm register. Activity 3: Analysis of the available methodologies on using administrative sources Within this activity, it was to analyse available methodologies on using administrative sources. Reason for modification of the activity: Due to workload caused by very comprehensive methodology and changes in the records of the administrative sources, work on this activity had to be postponed to June 2015 The available methodologies in administrative sources, especially in the Unique Register of domestic animals should be a little bit adapted in order to obtain requested variables before starting with updating of SRAH. It is important to improve available methodology at the level of variables (for instance in Cattle register). Activity 4: Study visit to an EU Member State Within this activity the following tasks was foreseen: - Arranging one study visits to EU Member State for three CBS staff, in order to enable first-hand sharing of experiences on using administrative data for updating SRAH and possible replacing some of existing surveys. Reasons for modification of the activity: Due to technical difficulties related to arranging the study visit, the study visit was postponed for October 2014 instead of February Page 4 of 20

5 During the study visit, the following topics were covered: - Updating of statistical farm register in Poland (variable of interest from administrative registers, standardization and validation) - IT solutions and consolidation of procedures for taking over data from administrative data sources (algorithms, validation rules, the imputation) - Taking over the data instead of conducting surveys in the field of organic farming and rural development. Activity 5: Methodology for updating SRAH Within this activity, the methodology for updating SRAH is prepared. Reasons for modification for the activity: Due to workload caused by very comprehensive methodology and changes in the records of the administrative sources, this activity was postponed to July The draft methodology for updating SRAH is prepared. The methodology for updating SRAH with data from administrative registers consists of the list of rules for standardization of address list of administrative register and rules of updating of SRAH. The administrative register standardization should contain several procedures, which could be universally applied to all administrative registers, which serve the purpose of updating. The procedure of data standardization should include facilitation of appropriate file format, correction of identification information variables (especially addresses) and data formatting. For this purpose, as one of the steps in the procedure, CBS used the Register of territorial names for coding name of streets. The advantage of SRAH is that it contains the unique identifier, also used in other administrative registers and in this way, the updating of SRAH is simplified. The updating of SRAH should be performed exclusively with administrative data. Page 5 of 20

6 Activity 6: IT application for updating SRAH Within this activity, establishing of initial IT application for updating SRAH with data coming from Unique Register of domestic animals was foreseen. Reasons for modification for the activity: Due to workload caused by very comprehensive methodology and changes in the records of the administrative sources, work on this activity had to be postponed to July The initial application for updating SRAH with livestock data is set up according to the written short manual, which was created for this purpose. This activity was finished in September Activity 7: The consideration of the possibility of establishing link to Unique Register of domestic animals Within this activity was foreseen to establish initial link with Unique Register of domestic animals Reasons for modification for the activity: Due to inconsistency in the records of the administrative sources, work on this activity has to be postponed until September The Croatian administration uses the uniform system for identification of legal and private persons. Therefore, the possibility of mismatches of identifiers such as the personal number with name or address is minimal, except for those units who do not have this identifier. The identifiers are the basis for performing update of the statistical farm register. Although, the problem concerning disaggregation of certain variables exists. Further contact with the register owner is necessary. Nevertheless, the basic concept of standardization and variable mapping has to be applied in this situation as well. Page 6 of 20

7 Activity 8: The initial application for taking over the data from administrative registers created Within this activity, the application for taking over data from Unique Register of domestic animals is created. Reasons for modification for the activity: Due to lack of IT resources and complexity in the receiving data from Unique Register of domestic animals, the activity was postponed to September The application for taking over data from Unique Register of domestic animals was created. Activity 9: The initial application for taking over the data from administrative registers tested Within this activity, the application for taking over data from Unique Register of domestic animals needed to be tested. Reasons for modification for the activity: Due the lack of IT resources and complexity in receiving data from Unique Register of domestic animals, the activity was postponed to September The application for taking over data from Unique Register of domestic animals was fully tested. 8 Interim report delivered to Eurostat on 21 July Activity 11: Updating of SRAH with data from available administrative sources Tasks concerning this activity were to be carried out close to the end of project. Reasons for modification for the activity: None The updating of SRAH with data from all available administrative sources carried out as. SRAH was updated with data from the Unique Register of domestic animals, according to the drafted methodology. The problems during the execution of the updating: 1. Inconsistent terminology and coding places, towns, streets and house numbers. 2. Inconsistent definition of the terms of owners, owners and farm. The methodology for updating of SRAH with data from the Unique Register of domestic animals: 1. The data are updated by grouping the holder and state the number of animals for cattle, sheep, goats, pigs, poultry and ungulates. 2. All holders are included regardless of active status and added to unique identifier if any. Page 8 of 20

11 Annex I: Reports of the changes made to the information structures and how these changes have improved the data transfer and other results The result show that all presented registers (see in attachment 1), especially Register of Livestock Farms, can be used for updating the SRAH. The use of the register data to substitute agricultural surveys can be considered in the case of Bovine Register, Sheep and Goat Register, and after redesigning (currently, the Register is in the process of redesigning) Equidae Register. The use of Pig Register to substitute the survey data is rather impossible due to lack of sufficient update and appropriate aggregations. A lot of work was focused on mapping the variables from the registers on the structures of the SRAH. The concept of the detailed mapping table of variables is presented in attachment 2. The mapping enables to link the data from the administrative register with the SRAH on the level of variables. Each variable is treated separately and one variable from the SRAH can consist of one or more variables from the administrative registers. Page 11 of 20

12 Annex II: Reports of the methodologies tested, the results achieved and lessons learned and plans for implementing the results in practice. The methodology for updating the statistical farm register with data from the administrative registers consists of two stages: Administrative register standardization Update of the SRAH Administrative register standardization The administrative register standardization contains several procedures, which are universally applied for all administrative registers, which are used for updating. As a result of step procedure, a statistical file is created that can be used for different purposes. The standardized file contains appropriate data formats without errors concerning especially farm identification variables. The standardization procedure includes several steps e.g. formatting, mapping, and cell splitting. The steps and their number are adjusted in relation to the particular register. In order to obtain the standardized administrative data, file the following procedures are established: Data standardization Use of official territorial names Use of identifiers The procedure of data standardization The use of multiple registers to update the SRAH imposes the need for establishing the consistent standardization procedure of administrative registers/files. Due the fact that CBS has used several administrative registers, the procedure of standardization has been carried out before updating SRAH, by substituting the survey data with administrative sources or performing analyses. The procedures of data standardization include correction of identification information variables (especially addresses) and data formatting. Use of official territorial names In the statistical file the addresses are coded according to the official territorial register in the full extent, including names of streets and numbers of possessions. So far, the street names and possession numbers are not coded in the administrative files and variability of address notations exist. After addresses coding, the x,y coordinates can then be matched. Obtaining x,y coordinates enables use of GIS for analytical purposes as well as a better management of surveys. Furthermore, the correct addresses are essential in preparing for representative surveys or censuses. Use of identifiers The Croatian administration uses the uniform system for identification of legal and private persons. Therefore, the possibility of mismatches of identifiers such as the personal number with name or address is minimal. The identifiers are the basis for performing the update of the SRAH. 13 Use of non-agricultural registers e.g. Business register is performed in the same way as agricultural registers. The same or equivalent standardization procedure should be applied to other administrative registers in order to obtain files that could be effectively used. Update of the SRAH The SRAH is updated with standardized administrative files. The selection of files to update is preceded with the appropriate assessment. In the frame of the project, the registers coming from Ministry of Agriculture and Rural Development were investigated. The mentioned files appeared to be useful because they contain proper farm identification variables and reliable agricultural information. The mapping of file variables on the statistical farm register variables is presented in the table 1 (attachment 2). The updating is performed with administrative data as well as data from regular surveys. Update with telephone numbers coming from the phone list, from the phone list coming from survey as well as phone list from available data sources. The linking administrative data with livestock statistics is also done. Although, a problem concerning disaggregation of certain variables exists and further contact with the register owner is necessary. Nevertheless, the basic concept of standardization and variable mapping is applied in this situation as well. Page 13 of 20

14 Annex III: Reports of how the project has changed the way statisticians and officials from agricultural administration cooperate. Within this project, the systemic approach to the administrative source assessment was developed. The standard approach to use data from various sources was also established. A Lot of efforts been invested in establishing standardisation. The issue of standardisation is essential when multiple administrative data sources are used. The methodology of the SRAH update has been reconsidered because of periodic update with data, which are not fully consistent with statistical definitions. Thus, the appropriate decisions about mapping are taken considering each variable separately. The Croatian administration possesses a number of registers that could be very useful for different statistical purposes. However, use of such multiple sources requires establishing appropriate standards or standardisation procedures, which should be worked out mainly by statisticians. In addition, the procedure of standardization of administrative files was established by correction and coding of identification variables (street codes) and automatically the way of cooperation between statisticians and agricultural administration. The statistics is coded identification variables and such corrected file is sent back to agricultural administration. Page 14 of 20

15 Annex IV: A description of the farm registers and how they are maintained, including the link to the administrative registers. Content of Statistical Register of Agricultural Holdings (SRAH) 1. The basic unit of SRAH is agricultural holding. 2. Definition of unit/s in SRAH: Farm consists of all production units, which perform agricultural activities and are managed by one natural or legal person, is located on the Croatian territory, and is either: - Private family farms - Craftsman registered for agricultural activities - Company or cooperative registered for agricultural activities and - Other legal entity, The family farm with agricultural production is any economy that is engaged in agriculture, which has a single management, jointly use the means of production (machinery, buildings, land) and labour force. 3. Threshold (s) over which the units included in the SRAH - At least 0,40 hectares of utilized agricultural area (UAA) and 0.5 LSU, or O the KPP> or = 0,4 ha orchards> = 0,1 ha or vineyards> = 0,1 ha or olives> = 0,1 ha or nurseries> 0 or vegetables> 0 or flowers> 0 or hive> 0 or mushrooms> 0 4.
