CAPACITY BUILDING FOR CLIMATE CHANGE MITIGATION IN THE MARITIME SHIPPING INDUSTRY International Cooperation Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH 1 st MTCC-Africa Regional Workshop December 2017 Mombasa, Kenya Presented by Carol Mutiso carol.mutiso@giz.de The Global MTCC Network (GMN) project is funded by the European Union and implemented by IMO The views expressed in this presentation can in no way be taken to reflect the views of the European Union

International cooperation Supporting reducing fuel emissions from maritime shipping industry in developing countries MTTC Africa First Regional Workshop Sarova Whitesands Hotel, Mombasa Kenya Nairobi, 15 December 2017 Page 2

How GIZ works Capacity development: Technical trainings, cooperative strategy development, joint studies, trainings International dialogue: Exchange between government officials, workshops, conferences, study tours Localised solutions: Decision making tools, databases, emission models Access to climate finance: Project identification and preparation (e.g. TRANSfer project on the development of transport NAMAs) Page 5

GIZ works example: Advancing transport climate strategies (TraCS) project Funding: International Climate Initiative of the German Ministry for Environment Implementation: The German Development Cooperation (GIZ) on behalf of the German Federal Environment Ministry (BMUB) Objective: supporting emerging and developing countries in systematically recording and reducing emissions in the transport sector in order to support the implementation of Nationally Determined Contributions (NDCs). Countries: Kenya and Vietnam Kenya Leading executing agency: Ministry of Transport, Infrastructure, Housing and Urban Development - State department of Transport Page 6

Why focus on domestic actions? Most emissions in the maritime are in the international transport! Page 7

GHG Emissions MTCO2e Projected emissions The Second National Communication determined that Kenya s projected emissions for 2030 are 143 MTCO 2 e. Kenya has potential to reduce projected emissions by 86 MTCO 2 e. The NDC mitigation target is half this potential or 43 MTCO 2 e Waste Industrial Processes Composite abatement potential for all sectors for Kenya (technical potential) in MTCO 2 eq Source: Government of Kenya (2015), Second National Communication, page 172. 11 Kenya work packages for the project 1. Establishing a Climate Change Coordination Unit in SDoT as per the Climate Change Act This unit is expected to coordinate mainstreaming Climate Change functions. Focal persons nominated are from: State department of transport, Kenya Ports Authority, Kenya Airports Authority, Kenya Civil Aviation Authority and LAPSSET 2. Sectoral climate change strategy and capacity development (NCCAP works) 3. Monitoring and reporting progress and impacts of the implementation of a sectoral climate change strategy and measures 4. Scenario development (Reassessing assumptions) Page 12

Role of the maritime sector in a national transport climate change strategy Inclusion of domestic shipping/port activities into National Climate Change Action Plan Reporting climate change related activities Reporting domestic shipping emissions for Kenya s GHG inventory Page 13

Capacity development Capacity development in data collection, management and analysis, as well as institutional support. Page 14
