3 PLP NADA EXECUTVE SUMMARY ntroduction: n tune with its mandate and msson, NABARD had initiated several steps for promotion of sustainable and equitable agriculture and rural prosperity during last three decades. One of the most important initiatives was to prepare Potential Linked Credit Plans (PLPs) which is being updated every year highlighting the credit absorption / demand of each sub-sector of the district economy based on the latest position and need of the economy. The task of attaining more than 4% growth in agriculture and allied sector needs capital formation in private sector through institutional credit as highlighted by GO and NABARD is considered as the thrust / theme of credit planning and credit dispensation for While preparing the document and arriving at projected credit flow as also strategies to achieve it, the following six missions on Agriculture as declared by GO have been considered. National Mission for Sustainable Agriculture including Micro rrigation National Mission on Agriculture Extension Technology Mission for ntegrated Development of Horticulture (subsumes ntervention under NHM) National Food security Mission National Mission on Oil Seeds and Oil Palm and National Mission for Protein Supplement About the District: Agricultural Scenario in Nadia District Agriculture is the primary occupation in the district and about 70 per cent of the rural population depends on agriculture for their livelihood. Within six agro-climatic zones, namely "Hill zone", "Terai zone", "Old Alluvial Zones", "New Alluvial zones", "Laterite zone" and "Saline Coastal zone", Nadia District falls in "New Alluvial zones" and the distribution of major crops is as under. There are 323 Primary Agriculture Credit Societies and number of ATMs are 371. As on 31 March 2015, the total KCCs were having increased by during current year. The CD ratio of the district has increased by 16% during to 52.32%. There has been a growth of 28% in deposit during last two years, whereas there has been a growth of 95% in credit disbursement during the same period enhancing CD Ratio from 34% during 2013 to 52% during Average recovery of all the banks in the district is at 62.95% The estimated exploitable potential of the district for keeping in view the credit absorption capacity of various sub-sectors, trend in credit flow and lendable funds in the hands of banks stands at ~ Lakhs.

Govt's initiatives in making available digital land record data to banks may facilitate in extending crop loan to SFjMF. Banks: The district is suffering from low CD Ratio for last few years. Keeping in view the very good cropping intensity, irrigation coverage, presence of a good number of progressive farmers with various cash crops including high value horticulture crops, presence of SAU and other training institute, the banks need to take further initiatives in increasing their lending under promising sectors viz horticulture, fisheries, ARD, MSME and OPS which will increase CDR of the District and create healthy credit portfolios of the banks as also satisfy national goal. New area based scheme: There is a need to develop and support agri and allied activities through area based approach as detailed in Chapter The area approach may help in aggregation, increasing credit flow, minimizing risk, ensuring extension and marketing support. Under area based scheme, traditional agri and allied activities may also be taken up with involvement of local institutions like SHGs, JLGs, and Producers' Organisation leading to faster commercialization of agriculture practices which may ensure increased GLC. Critical nfrastructure: While emphasizing on commercialization of agriculture with increased credit flow through new entrepreneurs, there needs to be initiatives to ensure improved connectivity, storage, marketing and creation of value chain with focus on institutional credit in various phases of the chain.

6 PLP NADA Thrust Areas for : Thrust areas for next year need to address the basic problems of SF/MF, SHGs, and JLGs, creating their capacity to enhance farmers' income and district GDP, encouraging existing and new entrepreneurs in promising sectors of the district economy i.e Horticulture, Fisheries, ARD and MSME, post-harvest infrastructure, food processing, producer's organization, area evelopment plans/schemes, etc. as applicable to the district. Monitoring system and review mechanism: The lead Bank office has been organising block and district level meeting to review the progress of banking plan and implementation of various govt sponsored banking programmes. There is a need to improve the monitoring system within lead bank scheme in the areas Reporting system and generation of lead bank return under SAMS The meetings need to be organized on data generated under SAMS. Quarterly BLBCs need to review critically the progress and resolve constrains. The progress under F. needs to be discussed thoroughly in all banking forums and the schemes like SHG, KCC, JLG, Artisan Cards, Weavers' card etc need to be made more accessible to target population with ultimate impact on Financial nclusion.
