2 A. General Remarks The main objective of the Federal Ministry for Economic Cooperation Development (BMZ) in funding International Agricultural Research for Development is to provide a strategic instrument for enhancing research in organizational, methodological technical innovations concerning sustainable agricultural development, focusing on the impact of research on the poor population in developing countries. Achieving development outcomes through international agricultural research is of highest priority in the reformed CGIAR. This Small Grant Call aims at contributing to this. Research support addresses policy issues, the social, environmental technological dimensions of research, the training of professionals the out- up-scaling of information. Funding is provided to the 15 International Agricultural Research Centers (IARC) (members of the CGIAR Consortium), the two Non-CG International Agricultural Research Centers icipe AVRDC - The World Vegetable Center. Various funding mechanisms are applied, namely (i) Project Funding, (ii) Integrated Experts in collaboration with the Centrum für Internationale Migration und Entwicklung (CIM), (iii) The Small Grants Program. These guidelines are addressing Small Grants only. The Small Grants Program is aiming at: Funding innovative projects with high potential for development impact, Initiating new research in development-orientated partnerships between the International Agricultural Research Centers Development Cooperation, in particular between IARCs programs / projects of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in order to foster scaling-up activities their success (Note: It is stard that no budget allocation to GIZ projects / programs is possible), Promoting the development of research partnerships between International Agricultural Research Centers German agricultural research institutions. B. General Criteria Proposals should clearly state that the research approach is particularly innovative, e.g. new technologies, management, partnerships, products, benefits, results, or new delivery methods services. 2

3 Proposals should be linked to one of the CGIAR Research Programs (CRPs) (see Annex 1). Cooperation with German Development Cooperation (GIZ) /or German research institute; Proposals drawn up without involving German development cooperation will be considered if they are of great scientific importance. The project coordinator should preferably be an integrated or returning expert seconded to the IARC through the cooperation between BEAF the Centre for International Migration Development (Centrum für Internationale Migration und Entwicklung) - CIM. Whether or not a project proposal is particularly innovative or involves a new partnership is at the discretion of GIZ / BEAF. C. Procedures Only the 15 CGIAR Centers the two Non-CG-Centers icipe AVRDC are invited to submit proposals. Only one proposal per Center call may be submitted by the due date of April 30 st once a year. All required documents (proposal, budget table, logframe matrix, cover letter, letter of intent of the projects partner(s)) must be submitted no later than 15:00 h Central European Time (CET). Applications that are incomplete or received after the deadline will not be reviewed. All proposals will be assessed according to the criteria mentioned above. The decision about funding is made by the German Ministry for Economic Cooperation Development (BMZ). GIZ will inform applicants about the decision, in case of approval conclude a contract between GIZ the applicant, with the final budget proposal being part of contractual arrangements. Detailed instructions for the elaboration of proposals are set forth in the attached templates, likewise for the budget logframe (zip-file). The maximum amount of funding for a Small Grant Project is EUR 100,000 (including indirect costs) for a period of one, to a maximum of two years. Applications together with a cover letter signed by the Center's Director General should be sent by to petra.geissinger@giz.de. A letter of intent from each project partner must be submitted along with the proposal. 3

4 D. Intellectual Property Rights, Biosafety Genetic Engineering As a matter of principle, research results products are considered to be in the public domain. The IARC is required to indicate anticipated patentable research results in the proposal for project funding to take the necessary steps to avoid results being used by third parties in order to obtain patent registration. If a project is approved, the IARC is in charge of publishing the research results as soon as they have been generated, especially if such research developmental achievements appear likely to meet the patentability requirements of novelty, inventiveness industrial applicability (non-obviousness utility, respectively), in order to ensure their hling as part of the public domain by such third parties. In those cases in which techniques or products of a proprietary nature are being used in the research, any arrangements with the owner of the patent regarding the use of the research product by the center s target group should be indicated. In regard to the exchange of germplasm the centers recognize the authority of the Governing Body of the International Treaty on Plant Genetic Resources for Food Agriculture ('The Treaty') to provide policy guidance relating to their ex situ collections. All shipments will be accompanied by the Stard Material Transfer Agreement (SMTA) adopted by the Governing Body of the Treaty at its First Session in June BMZ cannot fund projects using transgenic /or genome editing methods. In case of doubt, please contact the BEAF team timely for advice. E. Protection of Personal Data GIZ assert the use of valid general terms of personal data protection IT security stards. All provided postal addresses addresses are used exclusively for correspondence or for information processing in the context of calls for proposals administrated by GIZ/BEAF. Information concerning any project proposals submitted to GIZ/BEAF is collected in GIZ s data processing (name, profession contact details of project coordinator, partner institutions, name, profession contact details of co-coordinators) for administration, monitoring financial transactions. The IARCs will ensure that their staff members are informed about the acquisition of data by GIZ, that everybody has consented. The IARCs also consent to the sharing of information from this database (personal data as well project-related data results) with other CGIAR research centres, GIZ projects interested persons, as well as publication on the GIZ website. 4

5 F. Principals for Publications: Indication of German Support Open Access Scientific other material published as a result of German funding must indicate the Federal Republic of Germany as donor. Regardless of whether the funds were made available by BMZ directly or through GIZ on behalf of the BMZ, funding should be acknowledged as "With the financial support of the Federal Ministry for Economic Cooperation Development, Germany". Scientific other material published as a result of German funding must be made available by Open Access, in accordance with the CGIAR Open Access Data Management Policy, approved on October 2, 2013 by the CGIAR Consortium (click here). G. Reporting A short progress report as electronic version shall be submitted by the end of February of each year for the previous calendar year. A final report shall be submitted after the end of the funding period at the latest 3 months subsequent to termination. Divergent deadlines could be stated by GIZ in case of contract amendment.
