3 General information 3 Why the ACP Fish II Programme? Across the ACP - n, Caribbean and Pacific Group of countries, some 3 million people are employed as fishers, traders and processors, 90% of which are operating in small scale artisanal fisheries. Millions of livelihoods rely directly on oceans and inland water bodies as their primary source of food. Weak and ineffective governance of fisheries combined with poor policies and unenforced legal frameworks and regional strategies, have led to the widespread degradation and depletion of the natural fish resource - resulting in poverty among fishing communities, a decline in food security and the sub-optimal use of fisheries resources which ultimately deprives ACP countries of substantial economic revenues. In an effort to address the issues, there is a need to strengthen fisheries management by promoting, establishing and implementing sound fisheries management measures on a local and regional level, to sustain local communities, fish processors and exporters but also to build on the existing legal framework, introduce controls, and promote research and networking while providing concrete solutions to the sustainable management of the fisheries in the ACP countries. What are the objectives of the ACP Fish II Programme? The overall objective of the Programme is to contribute to the sustainable and equitable management of fisheries in ACP regions, thus leading to poverty alleviation and improving food security in ACP States. Specifically, it focuses on strengthening fisheries sectoral policy development and implementation, thus ensuring sustainable and equitable management of fisheries. What is the ACP Fish II Programme? The ACP Fish II Programme, entitled Strengthening Fisheries Management in ACP Countries is funded under the 9th European Development Fund ( 30M) and has been operational since June 2009 with an expected duration of 4.5 years, until November The ACP Fish II Programme focuses on ensuring sustainable and equitable management of fisheries in the 78 ACP countries and is made up of a Coordination Unit in Brussels and 6 Regional Facilitation Units based in the regions, namely Western, Eastern, Central, Southern, the Caribbean and the Pacific. The Programme is built up around 5 components. A total of 182 capacity building projects have been envisaged to respond to the expected results with the bellow budget share allocated to Programme activities in the field. By the end of the first phase of the Programme on May 30th 2011, 44 projects had been already implemented. 5 Programme approach and results 5 Integrating regional and national approach Fish are not confined within political boundaries. Therefore in order to effectively manage fish stocks living and migrating between waters under the national jurisdiction of riparian and coastal states, there is the need for planning, co-ordination and co-operation between countries. For the first time in years, fisheries sector development in ACP countries, however different they may be, is proposed as an integrated exercise, under a joint regional and national angle. Fisheries management, including the policy framework, the technical and assessment instruments and the enforcement measures, is considered to be the critical factor to ensure fisheries sustainable development and the management of resources to become a regional concern, namely for shared stocks, along with a national concern, specifically where exploitation of local stocks must be regulated. To be implemented at regional level, the Programme is supporting the devising of 5 Fisheries Policies, 4 Fisheries Management Plans alongside with 24 projects to support implementation of Monitoring, Control and Surveillance (MCS). The Programme is also supporting the devising of 38 Fisheries Policies and 23 Fisheries Management Plans, to be implemented at national level. Demand driven programme The ACP Fish II Programme is a bottom-up, demand-driven initiative, that tries to respond to the requests and needs of the beneficiary states and their Regional Fisheries Bodies, through a participatory planning exercise. 6 Regional workshops gave the beneficiaries the opportunity to identify and agree on the needs to be covered and to define the priorities for the activities/projects to be developed. Approved action plans ensured their commitment, facilitated through the appointment of focal persons to liaise with each ACP Fish II Regional Facilitation Unit (RFU). Within the current monitoring phase, these genuine regional networks continue to show their commitment, and to follow up on the 182 projects selected while continuing to grow and improve building on the lessons learnt during the process. Participatory approach ACP Fish II has the clear understanding that the most effective way to involve all concerned entities in fisheries development and sustainable growth should be achieved through the ownership of the Programme by all actors: government departments responsible for marine and inland fisheries and related ecosystems, Regional Fisheries Bodies, universities and research facilities, fishers, fish processors and traders associations, civil society through professional associations and the local communities. As a consequence, more than 150 consultative and validation workshops ensure a participatory approach for all projects, through the active involvement of stakeholders. Throughout the Programme implementation, the outcome of the projects has resulted in committed fisheries officials and administrations, along with involved private stakeholders. Capacity building All projects of the Programme are building its stakeholders capacities, targeting regional and national fisheries administrations, in a process where Technical Assistance delivers formal or in-service training on the devising of fisheries policies and fisheries management. Management and Research institutions are targeted and the capacity building of staff is one of the projects main objectives and achieved results. The Programme also seeks to enforce the capacity of Regional Fisheries Bodies in knowledge-sharing of trade and management data for the collation and dissemination of data using on-line tools and website facilities. Private stakeholders are trained in trade and sanitary issues, aquaculture techniques and business management, through 15 projects. Through another component, over 23 projects have trained and will continue to train enforcement/mcs officials and observers. Some achievements during the first phase (June 2009 May 2011) First component (Improved fisheries policies and management plans): 4 fisheries policies and regulations have been devised in 4 regions; 15 fisheries policies and regulations have been devised in 15 countries; 6 fisheries management plans have been devised for 6 countries; 1 co-management plan devised and related training delivered. Second component (Reinforced control and enforcement capabilities): 42 MCS and enforcement of officers trained; 20 regional fish trade stakeholders trained in sustainable fish trade and management. Third component (Reinforced national and regional research strategies): 6 research institutes and agencies supported through studies and training; 83 trained aquaculture officials and private aquaculturists; 1 national research strategy developed. Fourth component (Improved business support and private sector investment) 24 Beach Management Units (BMU) staff were trained; 10 Lake Victoria BMU network officials were trained.
