2 The Amazon Region The Amazon Region the context: One of the most biologically diverse regions in the world Represents more than half of tropical rainforest in the world Approximately 38.7 people live in the region (11% of the population of ACTO Member Countries) 420 diferentes indigenous peoples speaking 86 languages and 650 dialects The Amazon Region In summary: A unique ecosystem with ¼ of all known species in the world Between 5 to 30 million species of which only 1.4 million are described 2

3 Amazonian Strategic Cooperation Agenda Vision for the Amazon Region: Achieve sustainable development in the Amazon region reconciling use, protection and conservation of its resources, with equitable conditions that ensure integral sustainable development, effective presence of the State in its different levels of Government and Amazonian populations that fully exercise their rights and obligations in the framework of the national laws in force and international agreements. An Organization that is internationally recognized within the Member Countries and in the international environment as a reference in regional cooperation, discussions and positions on topics of the international agenda related to the Amazon 3

4 Amazonian Strategic Cooperation Agenda is anchored by the Agenda: A. Topic: Conservation, protection and sustainable use of renewable natural resources. Objective: Contribute to sustainable development and sustainable livelihoods and to keeping the environment clean and healthy. Amazonian Strategic Cooperation Agenda is anchored by the Agenda: A.3 Subtopic: Management, monitoring and control of wild flora and fauna species endangered by trade Objective: Strengthen institutional and technical capacity in the Amazon countries from a regional perspective to manage, monitor and control wild flora and fauna species endangered by trade. 4

5 Amazonian Strategic Cooperation Agenda In the Agenda some activities of relevance Line 1: Inter institutional coordination in the regional Amazonian context Line 2: Develop technical and institutional capacities Line 3: Information management to manage, monitor and control wild flora and fauna species endangered by trade. Regional Project to Manage, Monitor and Control Wild Fauna and Flora Species Endangered By Trade Superior objective: Contribute to conserving Amazonian biodiversity, particularly CITES listed species. 5

6 The Superior Objective is expected to: Reduce illegal trade in species through joint action between ACTO Member Countries. Reduce the impact of trade on Amazonian biodiversity, particularly on CITES listed plant and animal species The result of a commitment between the ACTO and the German Government to finance a regional project in the area of biodiversity conservation, forest protection and climate change through non reimbursable financial cooperation of 10 million Euros through the German Development Bank (KfW) 6

7 The overall objective is to: Increase the efficiency and effectiveness of management, monitoring and control of wild fauna and flora species endangered by trade With the indicators: Reduction in the time and number of procedures required to issue permits Increase in the number of chains monitored through traceability tools The project is structured using 3 components: Component 1: National and regional information and knowledge management systems Component 2: Regional harmonization and strengthening of national electronic permitting systems/mechanisms/processes 7

8 The project is structured using 3 components: Component 3: Strengthening sustainable management initiatives and traceability mechanisms for Amazonian species Peruvian Single Window Environment The Components are expect to result in: Result 1: Interoperable national and regional information and knowledge management systems related to biodiversity conservation, management, monitoring and control of CITES species and others endangered by trade in the Amazon region strengthened and operating. 8

9 The Components are expect to result in: Result 2: National electronic permitting mechanisms, systems and processes in operation, regionally compatible, strengthened and harmonized with the CITES toolkit and others that the countries consider relevant. The Components are expect to result in: Result 3: Existing and prioritized sustainable species management initiatives strengthened through investments requested by ACTO Member Countries 9

10 Some selected activities under the project: Result 1: Conduct a prior conceptual and operational study to improve information management in Member Countries. Improve the information systems' physical spaces, purchase computer equipment and IT tools for the systems in the countries Build the physical space and infrastructure within the PS/ACTO Some selected activities under the project: Result 2: Update the baseline and develop a concept for the configuration and future operation of electronic permits using the CITES methodology. Measures and guides to develop processes and operate the systems in the countries Deploy infrastructure for simultaneous connections, distance courses and virtual exchange 10

12 Conclusions Many opportunities for the application of new information and communication technologies in the enhancement or development of regional/national information systems Need close links with developments in the international trade world, especially with regard to the establishment of Single Window systems Need to monitor ongoing discussions among CITES Parties on issues related to traceability and standards Conclusions Opportunities for collaboration with other regions that have progressed in the development of national and regional e permitting systems Development of more effective communication systems among ACTO technical persons working on information systems, e permitting, traceability, etc. Leeway to invest in subprojects to strengthen local stewardship and information management 12

13 Conclusions The Amazon region, with a few exceptions, has excellent knowledge of information systems and the elements necessary for the development or enhancement of e permitting systems. What is needed is more work to make compatible and interoperable information systems when possible and ensure that national e permitting systems are harmonized with international standards and norms. Conclusions Investment in infrastructure is also needed, including computer and network equipment Emphasis on adherence to global data and information standards and promotion on their use is also needed 13
