5 About ACU IDENTITY: ACU is an NGO, non-political, non-profit organization working towards maximizing the impact of assistance provided to the Syrian people by coordinating donors, implementing agencies and local partners efforts. SCOPE OF WORK: Information Management: Production of needs assessment, monitoring, emergency, and case analysis reports besides mapping. Advocacy: To draw the attention of donors and implementers to the humanitarian and development needs, bringing effect to bear on the priorities and on planning. Project Coordination: The ACU acts as an intermediary between donors, implementers, government institutions and community-based organizations. Monitoring and evaluation: Evaluation of the performance of humanitarian projects and re-stabilization and development support projects. Capacity Building: Strengthening the capacity of partners in specialized, technical, administrative and financial skills. 10 Early Warning and Epidemiology Network (EWARN) PROGRAM DEFINITION EWARN is a simplified disease surveillance system created in the affected north of Syria after the collapse of the health system in mid Surveillance is a systematic and continuous collection of epidemiological health data within a specific time frame. And then to interpret and disseminate such information in the field of public health. Surveillance is essential in the planning, implementation and evaluation of public health practices. MAIN TASKS AND ACTIVITIES The disease surveillance system relies on accurate and complete data in a timely manner. These factors ultimately determine the system's ability to provide useful health information as to the community people served by the network. A mission effected through: Issuing reports. OBJECTIVES Bringing down morbidity and mortality rates associated with epidemic diseases in Syria. Strengthening capacity for surveillance activities: training staff at all levels to develop and implement action plans, advocacy and resource mobilization. Integration of multiple surveillance systems (environmental surveillance and nutrition surveillance) so that available resources can be used more efficiently. Improve the use of information in order to: rapidly detect suspicious outbreaks or epidemics and come up with response thereto; while monitoring the impact of intervention measures; and facilitating public health policy based on data and planning. Improve the flow of surveillance data across all levels of the health system. Enhance laboratory capabilities to detect pathogens. Increase participation of physicians in Syria in the epidemiological surveillance system. Training and capacity building. Operation of the network of epidemiological surveillance laboratories. Application of other supporting surveillance systems. Place emphasis on community involvement in the detection and response to public health problems. Launching an epidemiological surveillance and response to detecting public health threats in the areas covered by the network in Syria

In fact, the periodic reports have helped to plan appropriate health response. Furthermore, the training conducted helped to raise the scientific level of the medical cadres. Meanwhile, the epidemiological laboratories have provided a break through unprecedented quality service. 13

13 Food Security and Livelihoods PROGRAM DEFINITION A program aiming at fulfilling the food needs and secure employment opportunities by supporting the agricultural, livestock and productive projects in order to contribute to the sustainability and to create an added value through investing in and exploiting available resources. The ACU gives special attention and substantial parts of its efforts towards the food security and livelihoods sector. This is undertaken through needs assessment, information management, making coordination, monitoring, making evaluation and management of projects and sustainable solutions. Efforts that are further given impetus through advocacy and mobilization of efforts aiming at addressing the low cultivated areas problems, the deterioration in the livestock, shortage in basic food stuff as well as scarcity of employment opportunities and high rates of poverty and unemployment. MAIN TASKS AND ACTIVITIES Wheat purchasing project. Wheat Distribution Project. Wheat Cultivation Support Project, for the season of National campaign to combat the vole. National Campaign to Fight the sunn pest and puccinia graminis (stem rust). Provision of strategic reserve project in besieged and siege-threatened areas. Part of the local food security needs have been covered by supporting and encouraging the cultivation of wheat in liberated areas. 16 Nutritional surveillance program PROGRAM DEFINITION The nutrition surveillance system was established in mid-2017 to investigate and monitor the nutritional status of children under the age of 5 years on a regular basis and as part of the early warning network. It is an ongoing routine system to build up data that reflects the size, distribution and causes of malnutrition among the population at present and in the future, for policy formulation, program planning, management and evaluation. The proposed nutritional surveillance system is linked to the disease surveillance system in selected surveillance sites and is developed to enable community-based surveillance in areas highly threatened by malnutrition MAIN TASKS AND ACTIVITIES The nutritional surveillance program is implemented according to the following stages: extended to the communities, whereby other cues are incorporated to the process while continuing the follow-up work in the said centers. The program produces a monthly technical report, in addition to a monthly bulletin, both issued in English as well as in Arabic. OBJECTIVES Assessment of the severe, moderate and acute malnutrition and bilateral edema in children under 5 years of age. Reduce the rate of mortality due to acute malnutrition in children under five years of age. Follow-up the detected and referred cases, after two weeks of referral, to assess the adequacy and quality of case management services. Piloting stage: conducted in 15 health centers distributed over seven governorates. First routine stage: investigate edema among children aged 6-59 months, who are visiting 100 health centers in 7 governorates. These data are collected and analyzed to determine the nutritional status in each region. Second routine stage: at this stage, the scope of the nutritional surveillance is 23 24

19 Information Management Unit PROGRAM DEFINITION The Information Management Unit (IMU) was Established in late This units provides reliable and timely data that empowers better decision-making in Syria across the humanitarian, stabilization and development market. The IMU collects primary data and generates reports in a responsive, innovative and effective way. Various types of information products are published as Need Assessments, Thematic Reports, Situational Reports, Flash Reports and interactive maps. MAIN TASKS AND ACTIVITIES Issuing needs assessment reports within key humanitarian sectors within Syria, such as the reports of Dynamo and the northern Syrian camps and setting priorities within sectors. Issue objective reports focusing on specific sectors such as education, bakeries, etc. at the entire Syrian level. Issue status reports covering the needs and priorities of a specific geographic area. and emergency situations. Produce updated interactive maps of produced reports or independent interactive maps. A basic collection of data from the whole of Syria OBJECTIVES Maximizing the impact of assistance delivered through the provision of reliable and up-to-date data. Empowering better decision-making in Syria Empowering decision-makers and all actors in the Syrian cause to make better decisions across humanitarian, stabilization and development sectors. Issuing the monthly index of the prices of the market materials for the whole of Syria, which includes changes in the prices of basic foodstuffs, fuel prices and building materials over 12 months. Issue the monthly interactive report on monitoring the situation of camps in northern Syria within 180 camps in the governorates of Aleppo and Idleb. Issuing emergency reports to illuminate sudden humanitarian situations Leading the development of Syrian data warehouse. Developing the range of products and data that IMU produces and presenting it to the information management market. Increasing the effectiveness, reliability and quality of the IMU data that is presented annually

Displacement data are updated monthly, while the emergency reports predict imminent threats and shed lights on the needs that people may be in want for. An undertaking that aims at building up response and define the priorities across all sectors. It also highlights any possible gaps in the work of the humanitarian organizations in Syria. 31

22 Monitoring and Evaluation Program PROGRAM DEFINITION Monitoring: A nonstop pre-planned process, carried out throughout a project stages, with a view to furnish stakeholders at an early stage with detailed information about the progress or delay of project scheduled activities under implementation. The monitoring also aims to determine whether the delivery of the desired results have been completed in parallel with the scheduled timeframe; so that they can take necessary action and make amend in case of defaults ahead of time. Evaluation: is a systematic and objective examination as to the importance, effectiveness, efficiency and impact of activities undertaken to be measured in light of specific objectives. The idea behind projects evaluation is to enquire into the weaknesses, with a view to prevent their recurrence and at the same time, promote and strengthen successful mechanisms for current and future projects. Issuing progress and final reports on all projects approved by and through the ACU. OBJECTIVES Endorsing the Monitoring, Evaluation and Accountability Policy by all ACU s staff members. Issuing reports of unique quality. Develop monitoring and evaluation plans for projects undertaken by the ACU. Implement monitoring and verification contracts for various international and local bodies involved in the Syrian cause across all sectors. MAIN TASKS AND ACTIVITIES Follow-up development of project proposals with program managers in the unit. Follow-up the achievement of program objectives and data analysis. Development of indicators for measurement. Planning a schedule for data collection and analysis. Design a database containing the required information about the projects

25 Water and Environmental Sanitation Program PROGRAM DEFINITION OBJECTIVES The program provides support for access to safe drinking water, improved sanitation services and promotion of hygiene practices to ensure a health-free environment. MAIN TASKS AND ACTIVITIES Making needs assessment of the water and environmental sanitation sector. Monitoring the water quality and water sterilization process. Promoting awareness and health education. Monitoring, data collection, preparation of plans and programs to promote issues concerning the water and environmental sanitation. Study, design and follow-up of project implementation. Supervision and follow-up of all water and environmental sanitation services. Contribute to the reduction of environmental pollution in the inside of Syria through planning and implementation of projects in coordination with the concerned authorities. Represent the ACU in meetings and workshops on water issues and environmental sanitation Coordinate with concerned donors and work on attracting necessary support. Promoting awareness and health education

28 Immunization Program PROGRAM DEFINITION Immunization is the process whereby a person is made immune or resistant to an infectious disease, typically by the administration of a vaccine. Vaccines stimulate the body's own immune system to protect the person against subsequent infection or disease. The vaccine program in the ACU is important because of its relevance to the lives and health of children and to its close association with the Epidemiological Surveillance Program, which was instrumental in the discovery the first polio case during the humanitarian disaster Syria has been witnessing since the beginning The program operates in full coordination within the Syrian vaccine group, supervised by the WHO in addition to its full coordination with local health authorities and international organizations. Design, make print and distribute community mobilization materials, as well as putting relevant budgets in coordination with the UNICEF. Provide training to the members of the central stations in the governorates ahead of any campaign. Supervising and monitoring the implementation of vaccination campaigns and preparing final reports. Regular follow-up and administration of the Comprehensive Routine Vaccination Centers and preparation of required reports. OBJECTIVES Nurture and provide health care for a healthy generation by reaching out to the children across the board in Syria and provide immunization. MAIN TASKS AND ACTIVITIES Establishing central vaccine stations in the governorates in coordination with local partners. Rebuild and strengthen the existing comprehensive routine immunization program. Provide training and capacity building to the staff. Planning the implementation of vaccination campaigns. Draw up budgeting required to implement campaigns. Coordinate with UNICEF to receive required vaccines and logistics and deliver the same to the central warehouses in the governorates
