3 Office in Kyrgyzstan Double accreditation in Number of staff under the Representation: AFAOR (Programme) Administrative Clerk, and Driver The FAO Representation is sharing premises with the Emergency unit and some GCP and TCP projects

4 Projects There are 9 ongoing national projects in Kyrgyzstan (5 TCP, 1 UNJP and 3 GCP), 7 regional projects and 2 emergency projects The total portfolio is around USD6,500,000

8 UNJP/KYR/005/UNJ - Small-scale community based agriculture to enhance and diversify agricultural production and rural livelihoods GCP/RER/026/AUS Increasing resilience of small scale farmers to the impacts of soaring food prices by improving capacity and institutional environment for seed production and the use of irrigation technologies

9 UNJP/KYR/005/UNJ US$411,008: engineers trained on irrigation modernization systems, based on FAO methodology; FAO methodology «MASSCOTE» - Express Assessment introduced for the first time on the selected irrigation system Pravaya Vetka of Jalal-Abad region. Engineers of the Kyrgyz Republic learned about implementation of express assessment and development plans for modernization of irrigation systems;

10 UNJP/KYR/005/UNJ Based on the modernization plan developed by the project, construction works performed on installations of modern water distribution and water-measuring structures for an amount of USD (off farm system), 32 portable and wireless phones for engineers, who are engaged in operation and maintenance of irrigation system purchased; 24 Farmer Field Schools (FFS) created to strengthen the farmer organizations and improve their skills in irrigated agriculture. They operate independently; 25 local farmers trainers were trained on the skills of agricultural education and advisory

11 GCP/RER/026/AUS US$459,543, Training of 21 Specialists of water district departments of 3 southern provinces on installation of irrigation technique parameters for efficient crop irrigation regimes by using "CROPWAT" programme; Training for 23 engineers of irrigation system of WUA Federation from all seven provinces of the country using the Issykul WUA Federation irrigation system as an example;

14 During FAO annual Central Asia consultations in October 2010 in Almaty, Kazakhstan the Kyrgyz Delegation presented the idea to organize an Investment Forum in Kyrgyzstan Bring together both public and private sectors, potential private investors, and other stakeholders to a table to discuss future perspectives to increase investments in agriculture sector. EBRD was called for cooperation as KAIF falls under country s priority for FAO and EBRD s support to promote investments in agriculture.

18 Visit by Forum participants to the exposition of Agricultural Products and Equipment at the VII International Exhibition and Trade Fair AgroExpo at the Sport Palace Opportunity to see and try the variety of food products produced in Kyrgyzstan, Contacts between national and international producers and development/investment partners Through information sharing and partnership, awareness created on significance of investing in agricultural sector, stakeholders prioritized areas of intervention and investment in the ARD area

19 Main international partners of Kyrgyzstan have: had opportunity to emphasize their strong assurance to development of the Kyrgyz agricultural sector; had an opportunity to discuss proirity areas for investment in the sector; made commitments to invest into the sector;

20 Following the forum, Ministry of Agriculture has prepared an action plan for the agrobusiness sector with priority development areas: improvement of access to finance for farmers and agri-processors; expansion of the land market; strengthening of cooperation among farmers; development of the leasing system for agricultural machinery; and the improvement of rural infrastructures using public-private partnerships whenever possible.

21 The Government, private sector, international development and investments organizations proposed to hold similar events on annual basis. The organizers have supported the proposal and few donor agencies expressed interest to sponsor the event in 2012 (EU, EBRD). Recent discussion with international community based in Tajikistan on organization of similar event took place. Few donors have expressed interest to co-sponsor similar event in Tajikistan in FAO has been requested to lead the organization and develop a Concept Note.

26 Support the Government of the Kyrgyz Republic in identifying and formulating GEF-5 priority projects GEF - 5 allocation in the amount of US$6.5 million. A government-led prioritization process to identify and agree on Kyrgyzstan's priority projects in GEF-5. Request to FAO from the Government to support in formulating priorities

27 TCPf allocated in the FO GEF-5 formulation mission : TCI (David Colbert, on-line support - Barbara Cooney and Giovanni Munoz) and SEC (Ekrem Yazici) Priority areas: climate change, biodiversity and land degradation issues. The mission identified the project development areas and outlined the draft Project Identification Form (PIF) in close cooperation with a national consultant. Draft PIF on behalf of FAO submitted to GEF Secretariat on time (30 November 2011)

28 Continue close cooperation between TCI and the decentralized office on GEF-5 process Coordinate Government s timely responses to GEF-5 Secretariat Ensure prompt feedbacks to Government s request for support in revising/amending/updating the draft PIF All the above will strengthen the National Government s trust and confidence in FAO = FAO visibility increased = More RM
