CBARD- W aims to reduce opium cultivation and directly benefit an estimated 7,500 households (52,500 individuals). In addition to supporting local farmers with Farmers Field Schools (FFS), CBARD-West will develop, and strengthen existing public and private agro-business infrastructures in the strategic areas of irrigation, transportation, and agricultural value chain facilities. The Community-Based Agriculture and Rural Development-West Inception Phase started in January and ended in September The Project achieved stakeholder consensus on the objectives through the Inception Workshop. It also introduced modifications (e.g. change of Jojoba to Pomegranate) on high value crops selected and recommended the establishment of Farmers Learning Resource Centres. During the inception phase, CBARD identified 170 communities, conducted a field security assessment with UNODC and established contacts with local and regional input suppliers, farmer groups, co-operatives and producer groups to support the value chains identified by the. 1

2 Underneath, summarize in not more than 300 words the achievements of the quarter for which report is provided. In July 2107, the held a workshop where the participants endorsed the outputs and recommended to: (i) select pomegranate as a main crop, and jojoba initially a main crop as an intercrop, and (ii) establish Farmers Learning Resource Centres (FLRC) to deliver extension services. CBARD delivered a six-day Training of Trainers (ToT) on business development to 12 farmers (8 male and 4 female) from the target districts in Badghis and Farah provinces. The training taught the farmers, who had received it for the first time, how to apply sound business practices based on value chains and market analysis. To ensure sustainability of results, the lead farmers were certified as ToT to educate other famers in their communities. The training was also provided to 6 staff. To increase household income, create employment and provide business opportunities off-season (when crops sell for higher prices), the established 84 market greenhouses in Badghis. The also completed a review indicating that the annual turnover from a greenhouse is 5-6 times greater than that deriving from the same area of land under poppy cultivation. The completed an Area Production Yield (APY) data collection exercise in the districts in Badghis and Farah. The data provides a baseline to measure changes in productivity and income and compare the situation before and after activities. The data will also inform a cost-benefit analysis of the activities in support of area production as well as regular annual monitoring and evaluation. CBARD completed the tendering process for a Value Chain Study to identify gaps and opportunities in the value chains of the selected crops and the potential of the actors to support them. The study analyses the production rate, identifies required value chain infrastructure, and provides a market based assessment of the potential of the identified crops to contribute to economic livelihoods in the community. 1.2 GENDER SPECIFIC RESULTS During this quarter, based on the gender-sensitive selection criteria the number of lead farmers increased by 4 female reaching a total of 18 women lead farmers. Four female lead farmers participated in the ToT on business development. The training included learning new techniques in post-harvest production, sales, and bookkeeping that can be undertaken by women in women s home and in their communities also given women's legal and cultural status. Women lead farmers were also trained to transfer knowledge and skills in business monitoring and provide refresher trainings to other women until the end of the. The training served to identify women s potential to contribute to productive activities deemed essential to the household welfare. 2

10 3. Progress against Implementation Plan 3.1 Progress this quarter Project implementation against the annual allotment of $5,562,375 (US$) is: $838,841 (US$) including Project Support Costs. This delay is mainly caused due to the fact that January September 2017 was the inception phase of the with little or no implementation, hence the delay. Having said that, the has laid the foundation for implementation of the, identified and started implementation of infrastructure as well as put mechanisms to ensure quicker and robust procurement mechanisms to increase the delivery to 55%-65% by end of the year. 3.2 Staffing, management and coordination arrangements During the reporting period, two positions were filled as per approved HR plan. These are: the Inter- Ministerial Liaison Officer with Ministry of Counter Narcotics (MCN) in Kabul and the Design Engineer in Badghis. UNDP hired a Finance Analyst to work with the team in Kabul. The M&E Officer for Farah field office resigned. A new Monitoring and Evaluation Officer assumed duties in September Presently there are 34 male staff members and 4 female staff in the. 21 staff members are based in Kabul, 8 in Farah and the remaining 9 staff members in Badghis province. CBARD s two field offices in Farah and Badghis provinces were fully functional during this reporting period. During the reporting period, the PTWGs met 3 times in Badghis and 2 times in Farah to discuss progress and monitoring. The Provincial Technical Working Groups endorsed selection of villages, establishment of greenhouses, construction of irrigation structures and construction of 30 raisin houses in Farah and Badghis provinces. The PTWGs play an active role in strengthening the relationship among different stakeholders at provincial and district levels. Meetings minutes, attendance register and photos are available at CBARD provincial offices. 10

Any significant issues, problems or challenges (internal and external) encountered and action taken or required. 4.1 Key issues, problems and challenges Issue, problem or challenge The challenge to attract and retain staff continues. One field staff members resigned during this reporting period citing remoteness and difficulty accessing sites as the reason for his resignation.
