4 Context and Key Issues in 2015 The unprecedented massive displacement in Darfur in 2014 (missed the 2014 crop season and hardly benefited from the winter season). The recent displacement in January cereal production deficit areas revealed by the post harvest assessments due to various challenges: Floods Pests Lack of labour. Destruction of crops by livestock. Inaccessibility to land due to insecurity. CHF st Round Defense FSL Sector 4

5 Context and Key Issues Disease, grazing and watering challenges facing livestock of the pastoralist tribes in the states bordering South Sudan, CAR and Chad(South and West Kordofan, East Darfur, White Nile, Blue Nile, West and Central Darfur states); Localized disease outbreaks in high risk areas. Climate change. High prices of agricultural inputs. Inflation. Inconsistent policy environment CHF st Round Defense FSL Sector 5

Total budget requirement for reviewed and approved projects: USD 357,000,165 USD 291,318,389 for food assistance component (82%) USD 65,683,776 for food production and livelihoods component (18%). 9 Ensuring Coordinated, Neutral, Impartial Response Strong Sector Advisory Group [SAG] mechanisms of the FSL sector: Represents all levels FSL sector partners: 3 INGOs, 3NNGOs, 3 UN agencies, and 3 government Line Ministries, FEWSNET. Strategic decision-making process: all strategic decisions taken with SAG consultation and endorsed by the partners via regular and ad-hoc coordination meetings. Monitoring and Reporting: quality sector plan and projects to be funded will be monitored at all stages and at all levels. 9

10 Limiting Projects and Partners We do not intend to use new partners as existing partners have already proven capable of catering to the humanitarian need (access, technical capacities, experience in the area) FAO Sub granting the line ministries particularly for animal health, extension training and control of pests on crops. The recommended funding for each project is USD 200, ,000. Selection among best performing partners.

11 Ensuring Value For Money - Projects & Partners selection The FSL Sector will abide by the requirements set by HAC which encourages INGOs to have partnership agreements with national NGO/CBOs. Where INGOS/NGOS have no access to gap areas in prioritized HNO areas, FAO will sub grant State Ministry of Animal Resources in Sudan for critical and livelihood saving activities. FAO will sub grant the State Ministry of Agriculture for the Integrated Pest Management (IPM) and extension training to improve crop performance. 11

12 Ensuring Value For Money Return of Core pipeline inputs Value for money will be ensured via: Bulk procurement with certified suppliers, resulting in reduced costs of procurement, transport and distribution. Certified agricultural inputs suppliers with high quality standards and technical specification. Local procurement at national level & not imported from overseas in support of local economy recovery, appropriateness and sustainability of inputs, plus reduces costs. 12

13 Promoting a Multi-Sector Approach Structure (Inter-institutional) and role of FSL sector (coordination, joint assessments, information sharing & management tools) creates an environment favorable to collaboration and creation of synergies. Collaboration between sector lead agencies (e.g. SRP 2015) to nurture and create synergies between projects in different sectors (FS, nutrition, health, education ) Multi-sectorial collaboration/info sharing is key to: Identify/prevent gaps, prevent duplication of efforts. Create synergies and strengthen the projects impact. Improve coordination of response. Evidence base response to multi-sectorial needs especially where different sectors targeting same or proxy localities. 13

14 Mainstreaming Environment and Gender Markers FSL sector partner project sheet review process: Gender and Environment Markers as key criteria applied by PRG (10 points). Gender sensitive response will be ensured at all stages of the projects through needs assessment, planning, implementation, monitoring and reporting. Sector projects are required to identify potential environmental impacts, both negative and positive, at project planning stage. Projects should integrate impact mitigation strategies to address potential negative impacts identified. 14

15 Request for Core Pipeline For the Core Pipeline: USD 2.5 million. For the CHF Standard Allocation : USD 4 million. All the agricultural inputs of the core pipeline will be distributed to the CHF recipient organizations while the livestock inputs will be distributed to the CHF recipient organizations and the state ministries of animal resources. 16 Core Pipeline Items All Items procured locally. Agricultural inputs (seeds, tools and equipment) for the newly displaced persons and the extremely vulnerable households to enable them cover part of their food requirements by their own means to improve their food and nutrition security. Veterinary inputs (vaccines, drugs and equipment) for control of livestock diseases in HNO prioritized areas to prevent the spread of disease among livestock so as to reduce morbidity and mortality rates for people dependent on the livestock. 17 Core Pipeline consultation Consultations were held with partners on the need and value addition of inputs procured through the CHF core pipeline. Sector partners underlined the importance of core-pipeline [ref. Minutes of FSL Coordination meetings held on 21 Oct. 2014; and 08 January 2015]. Sector partners expressed support by confirming that core-pipeline inputs shown over 95% germination rate. CHF st Round Defense FSL Sector 17

18 Why Request for Core Pipeline Allocation FSL sector role: leads and coordinates all food security and livelihoodrelated humanitarian activities in Sudan. Time is everything: FSL sector activities are dependent on agricultural seasonality. Timely procurement and distribution of inputs is critical to life-saving and acute food insecurity activities : can take up to 3 months. FSL partners have no secured funding for early procurement of Agricultural inputs. Bulky procurement. Quality declared inputs. 18

19 Supporting the Strategic Response Plan (SRP) 2015 Focus on top and high priority & underserved geographic localities with greatest needs. Address the needs of populations suffering from acute food insecurity with emphasis on saving-lives of most vulnerable groups. Core-pipeline allocation will facilitate timely FSL sector response: procurement and delivery of time-sensitive inputs to most vulnerable population. 19

20 Feed back from M&R The FSL sector achieved 100 percent monitoring coverage (15 projects implemented by 15 organizations). Better assurance of project implementation and performance of partners. Better understanding of the contribution of the CHF funded projects to the overall humanitarian response. Identification of eight high-performing organizations that were prioritized for the 2014 CHF Standard Allocation Core pipe line inputs distributed earlier compared with Standard allocation inputs. Improved seeds through the core pipe line performed better than traditional varieties. CHF st Round Defense FSL Sector 20

21 In line with the FSL Humanitarian Needs Overview (HNO) 2015 Coordinated, evidence based approach FSL sector involved in collaborative process of HNO 2015 FSL-HNO 2015 identified target geographic localities and most vulnerable populations Rigorous projects selection process Partners prepared project sheets based on FSL-SRP 2015/HNO Sector-PRG considered rigorous criteria in reviewing partners project sheets. Project sheets scoring top (5/5) and high (4/5) within the HNO-2015 priority boundaries will be eligible to compete in line with CHF 2015 guidelines and strategy. Based on current ranking order (top priority downwards), further rationalization and re-prioritization for eligible projects/partners based on available resources will be carried out. 21

23 Encouraging Innovation Whenever possible, creative and innovative project approaches will be highly encouraged and given priority eligibility for CHF funding. These include (but not limited to): Accountability to Affected Populations (AAP) SMART Emergency Food Security, Resilience Building, Dryland Agriculture Approaches. 23
