8 Farm Livelihoods Expand farm livelihoods interventions in all intensive blocks --- (i) Sustainable agriculture; (ii) NTFP; (iii) Livestock integration; and (iv) Setting up Custom Hiring Centre SRLMs to start organic farming interventions in at least 25% of the selected village clusters. - Regional Councils to be taken on board for support in implementation of organic certification* States to adhere to MKSP conditions as per the sanction order - Inception Report and DPR is yet to be received from Assam, Gujarat, Kerala, Rajasthan, Tamil Nadu, Jammu & Kashmir, & Puducherry. - DPR is yet to received from Odisha, Arunachal Pradesh, Nagaland, Tamil Nadu, Jammu & Kashmir and Puducherry - QPR to be submitted by 15 th of the succeeding month of the quarter. States to develop new proposals under MKSP AAP for organic and value chain development interventions. NMMU support may be availed Technical Support from 6 enlisted Agencies may be accessed for implementing value chain interventions.

9 Farm Livelihoods The SRLM should ensure that the Producer Enterprise staff are placed at the earliest. Large number of SRPs trained by National Resource Persons (NRPs) must start CRP training. CRP detail must be uploaded in the MIS. DAY-NRLM farm livelihoods web-based MIS need to be rolled out in the state. Link: Profiles of all Mahila kisan, farm livelihoods CRPs and Producers Groups must be uploaded in the MIS (for MKSP, Special Fund, State AAP livelihoods component). Convergence to be initiated with department - PRI, Agriculture, Animal Husbandry, Pisciculture, Forestry etc.* - MGNREGA and other govt schemes: especially Farm Pond, Cattle shed (goat, poultry), compost pits and grainage house for Tasar, Custom hiring center - State should initiate convergence with PKVY for implementation of organic village clusters Professional staff with relevant qualification and experience are to be placed at all Mission levels

All blocks to be covered under Intensive strategy by DAY-NRLM should cover areas which have the poorest of poor and vulnerable groups Promotion and registration of Cluster, block and district level SHG federations should be initiated. External expertise should be brought in to diversify livelihoods and enhancement of income 2. Focus on inclusion and saturation (at least 80%) of the existing blocks > 3 years old. 3. States can submit special proposals under Innovation Funds for addressing the needs of the most vulnerable groups 1. 15 Response on CRM Recommendations DAY-NRLM S. No Recommendations Response 4 5 The Department of Financial Services, GoI, needs to send clear directions to the banking system to develop feasible lending norms for SHGs including the provisioning of bulk loans. Strong backward and forward linkages for marketing needs to be encouraged. 1. Necessary protocols for lending to SHGs has been established through Master circular from RBI* 2. Discussions have been held with the DFS and the banks to ensure that individual SHGs members have smooth access to finance for setting up of enterprises 3. MoRD is exploring the feasibility of establishing specialized institutions for delivery of financial services Producer Enterprises have been set up under the Mission to promote backward and forward market linkage. The scope of MKSP has also been enhanced to include value chain development. 2. An additional 40 large scale farm based producer enterprises are proposed to be set up under NRETP. 3. The Value Chain Development Centre set up in partnership with TATA Trust is envisaged to provide high quality technical assistance in designing and supporting value chain interventions

16 Other Activities PM Awards for excellence in public administration DAY-NRLM has been considered for the prestigious award for the first time DAY-NRLM All intensive districts are encouraged to apply for the same on the online portal ( The progress furnished on the portal will be validated against the numbers indicated on the NRLM MIS portals. Annual Workshop The annual workshop will be held on - 21 st and 22 nd Jan NRLP States, AP, TS, KER in New Delhi - 23 rd and 25 th Jan 19 - North Western States, Goa and UTs in New Delhi - 29 th Jan 19 to 1 st Feb 19 North East States (except Assam) in Guwahati.

17 National Rural Economic Transformation Project NRETP to be implemented in select blocks of 125 districts spread across 13 NRLP States Key Activities proposed under the project are - Promotion of Model CLFs - Promotion of farm based producer groups and large scale producer enterprises - Supporting individual and group based non-farm enterprises - Promotion of Clusters to support rural artisans/ enterprises - Establishing a challenge fund for high performing non-farm enterprises - Promotion of digital finance in the SHG ecosystem - Enabling access of finance for enterprising SHG members - Coverage of SHGs members under insurance and pension schemes The NRETP proposal is currently being reviewed by the competent authorities, however, all 13 NRLP States are required to initiate preparatory steps.
