2 Agri-Hub Tanzania, Annual Plan 2013 The Agri-ProFocus Agri-Hub Tanzania believes that primary producers are the key to local economic growth and sustainable agri-food systems. The Agri-Hub is a network consisting of multiple stakeholders who are dedicated to supporting farmers who have the ambition and entrepreneurial spirit to make their resources and social capital more productive and sustainable. The mission of the Agri-Hub is to create spaces and opportunities for business, multi stakeholder action, and learning to enhance entrepreneurship among organised farmers in order for them to improve their livelihoods and food security. 1. Introduction The Agri-Hub Tanzania has been launched in October The town of Arusha centred in a major agricultural zone in North Tanzania has been selected as the first seat for an Agri-Hub Tanzania. Over 30 organisations have co-created the Agri-Hub annual plan for 2013 during the Multi-Stakeholder Workshop and work group meetings afterwards. The Country Synthesis Report which has been approved during the Multi-Stakeholder Workshop shows that there are a number of national and regional oriented support initiatives to promote the Tanzania agricultural sector. Kilimo Kwanza (Agriculture First) and Tanzania Agriculture and Food Security Investment Plan (TAFSIP) are example of initiatives respectively initiated by the private sector and the Tanzanian government. The Context Paper furthermore analyses the opportunities which are specific for the region of Arusha. The horticulture sector in the Northern region of Tanzania is better developed and is a key provider for horticulture products in Tanzania and the sub region, across the borders with neighbouring countries. In addition, the tourism sector offers opportunities for producers to enter a high-end market within the country s borders. Within the framework of a new 4 year strategy which is to be consolidated in the first quarter of 2013, the Agri-Hub Tanzania has developed this annual plan This plan is based on the premise that the Agri-Hub Tanzania network is an open network with a low threshold to become a member and access information. At the same time the Agri-Hub only functions based on members commitment and willingness to share and work together. In short the Agri-Hub mode of operation is for and through its members. The Agri-Hub coordination facilitates the members to perform. From that perspective, the Agri-Hub Tanzania works through sharing and co-creating. Our results which we call market triggers are effectively aimed to improve the support system for farmer entrepreneurship. Those improvements we call the market uptake : in other words how is the market of stakeholders responding, are the results of the network actually been put to good use. Further down the line, the improved support system should contribute to strong farmer entrepreneurs who are able to make better informed

3 choices for their business. The results of the Agri-Hub Tanzania are broken down in four areas broadly explained in the table below. Network development and coordination Business and partnership brokering Innovation communities Platform for debate and learning The Agri-Hub will serve as the port of call in Tanzania for all stakeholders to create linkages and potential synergies with regard to farmer entrepreneurship and food security With member cooperation the Agri-Hub establishes a pre-competitive environment to increase deal making in the agro- and food business, and facilitates joint resource mobilization Groups of members cooperate thematically or sector wise to develop knowledge and solve practical issues The Agri-Hub provides a neutral platform for members to debate, learn from each other and exchange information 2. Network priorities for 2013 The year 2013 will be an important year for the Agri-Hub to put the ideas and plans developed during the start-up phase in practice and to extend the Agri-Hubs outreach both in the number of members and the results achieved. Network development and coordination Aim: to increase the outreach of the Agri-Hub Extent the outreach of the agri-hub by pro-actively approaching and involving potential members, The organisation of overall network events and dissemination of a Agri-Hub news brief. Business and partnership brokering Aim: Create a pre-competitive environment for deal making among chain actors by: Establishment of an inducing business climate for farmer entrepreneurship Create a platform and facilitation for increased business deals among value chain national and international stakeholders Innovation communities Aim: Facilitate groups of members to work together around specific themes to solve issues and develop knowledge they cannot solve or develop independently. The themes are: Access to Finance Access to inputs Smallholder access to land Access to markets Farmer entrepreneurship mindset group As Agri-Hub in its start-up phase, most work groups initiate their activities by mapping of the current actors and their activities under the specific themes. Platform for debate and learning Aim: to serve as a neutral platform for debate, mutual learning and information exchange. Establishing an open culture of peer support and learning

4 3. Management and governance The Host Organisation for the Agri-Hub Tanzania is SNV Tanzania. The SNV office in Arusha serves as a hosting office for the Agri-Hub. This arrangement is settled in an Assignment Agreement between SNV Tanzania and Agri-ProFocus. The Agri-Hub Tanzania has five work groups focusing on a specific topic. The coordination of the Agri-Hub is in the hands of the Agri-Hub Coordinator in cooperation with the Network Facilitator in the Netherlands. In 2013, Agri-Hub will hire a fulltime Agri-Hub Assistant, responsible for the online platform, support for the coordination and for event support. The Agri-Hub Tanzania is in the process of setting up a Steering Committee. The aim is a balanced participation and a firm link to working groups and topics. 4. Budget Agri-Hub Tanzania is assured about its financial base with the core support from SNV and contributions from the other members and partners as depicted in the table below. Member contributions are matched with DGIS DDE funds.
