1 2018 ATPC OECD ICTSD FAO Workshop Policies, Challenges and Opportunities for Agriculture and Food Systems Development Nanjing, 24 October 2018 WHO S WHO Agricultural Trade Promotion Center (ATPC), Ministry of Agriculture and Rural Affairs Zhang Lubiao, Director General Mr. Zhang Lubiao is the Director General of Agricultural Trade Promotion Center, the Ministry of Agriculture and Rural Affairs of China. Preceding that, he was the Deputy Director General at the Department of International Cooperation, as well as the Executive Director of the Office of Agricultural Overseas Operation of the Ministry of Agriculture China since February Prior to this, Mr. Zhang was appointed as Deputy Mayor of Chuzhou City of Anhui Province, and was the Director General for International Cooperation of the Chinese Academy of Agricultural Sciences (CAAS) between He was also authorized by the Ministry of Agriculture to be in charge of bilateral investment treaty (BIT) affairs with the United States and Europe. As a professor of CAAS, Mr. Zhang has over 20 years of professional and academic experience in a wide range of food security, rural development and poverty reduction issues in China, as well as in many countries of Africa and Southeast Asia. He has broad working experiences at WB, FAO, AFDB, IFAD, WFP, UNEP as a consultant. Mr. Zhang won the Robert S. McNamara Fellowships of the World Bank Institute in 2001, and he remarkably won in 2004 two Spot Awards by the World Bank in recognition of his contribution to the success of the Shanghai Global Conference on Scaling Up Poverty Reduction. Mr. Zhang has a M.A. in agricultural economics and a PhD in agricultural economics from Nanjing Agricultural University. He was a visiting Professor of Wageningen University and Resources for the Future (RFF) of USA.

2 Xu Hongyuan, Deputy Director General Zhang Xiaowan, Deputy Director General Mr. Xu Hongyuan graduated from Huazhong Agricultural University with a degree in Land Use Planning and Management in He has been working in China s Ministry of Agriculture in different departments, including the Department of Agricultural Regional Planning ( ), the Department of Development Planning ( ) and the Department of International Cooperation ( ), with his main responsibility on agricultural regional development strategies, agricultural trade policy coordination, WTO agricultural negotiations and regional trade agreement negotiation. In recent years, Mr. Xu Hongyuan s research areas cover agricultural trade policy and rural development, WTO multilateral agricultural trade negotiation and bilateral trade negotiation. Mrs. Zhang Xiaowan is the Deputy Director General of Agricultural Trade Promotion Center of Ministry of Agriculture and Rural Affairs, P. R. China, Deputy Secretary General of CCPIT- Specialized Sub Council of Agriculture, and a Senior Research Fellow (Professor). Mrs. Zhang began her career in 1984, and has worked in the Ministry of Agriculture (MOA) in the Department of Foreign Affairs, the Foreign Economic Cooperation Center and the Agricultural Trade Promotion Center. A unifying theme across Mrs. Zhang s work is international cooperation in agriculture, including research on agriculture and trade policy, trade agreements negotiation, agricultural trade analysis, trade remedy, foreign capital and overseas investments in agriculture. She has conducted in depth research on China s agricultural trade policy and global agriculture and has accomplished several key agriculture sectoral development strategy programs and studies organized by MOA, in addition to being fully engaged in China s multilateral and bilateral agricultural trade negotiations. She has accumulated a wealth of relevant work experience.

3 Zhang Junping, Division Director, Trade Remedy Division Mr. Zhang Junping is the Division Director of the Trade Remedy Division, Senior Researcher in the Agricultural Trade Promotion Center of MARA, China. Mr. Zhang graduated from the Department of Biology, Beijing Normal University in He was engaged in Agricultural Trade Remedy research and agricultural trade damage risk monitoring and analysis, in addition to bein involved in organizing the investigation of some agricultural trade remedy cases of China. Xie Jianmin, Counsel-Director General, Department of International Cooperation Ministry of Agriculture and Rural Affairs Mr. Xie Jianmin graduated from the Renmin University of China with a major in National Economic Management. He served as Director of the Development Planning Department of the Ministry of Agriculture, Counselor of the Chinese Permanent Mission to the World Trade Organization, and Deputy Permanent Representative of China to the United Nations Food and Agriculture Organization, among other positions. He is currently Counsel- Director General of the Department of International Cooperation within the Ministry of Agriculture and Rural Affairs and the Deputy Director of the Office of the Inter-Ministerial Joint Conference on Agricultural Foreign Cooperation. Wang Xiaobing, Information Center, Director General Mr. Wang Xiaobing is currently the Director General of the Information Center of China s Ministry of Agriculture and Rural Affairs and has successively served in the Ministry as Deputy Director General in the General Office and the Department of Market and Economic Information. Mr. Wang has long been engaged in work on rural policy research, crop industry management, reform of administrative approval system, performance management, and the use of information technology for agriculture and rural areas, with in-depth research in marketing and information technology for agriculture.

4 Cheng Guoqiang, Distinguished Professor, Tongji University Other Chinese speakers Before Dr. Cheng Guoqiang joined Tongji University in January 2018, he worked in the Development Research Center of the State Council (DRC) of China and served as the Secretary General of the Academic Committee, and the Director General of Department of International Cooperation of DRC. He also serves as Adviser for the Ministry of Commerce, the Ministry of Agriculture and the National Grain Administration. He completed 6 distinguished years in the mission of China for the WTO accession negotiation as a special agricultural advisor to Chinese Chief Negotiator during 1997 to He Xiurong, Professor, Counsellor of the State Council, China Agriculture University Li Xiande, Professor, Chinese Academy of Agriculture Science Dr. He Xiurong is a Distinguished Professor of Agricultural Economics with China Agricultural University, a Doctoral Supervisor in the School of Economics and Management, State Council Counselor, as well as Director of the Library of China Agricultural University. In 1991, he received his Ph.D. from the University of Hohenheim. He has a long time engagement in agricultural economics teaching, scientific research and policy consulting. His main research areas are agricultural economic theory and policy, agricultural products economy, and international trade in agricultural products. He also served as Dean of the School of Economics and Management of China Agricultural University and as member of the Review Committee of the Agricultural and Forestry Economic Management Discipline of the Academic Degrees Committee of the State Council. He is currently also an expert of the National Social Science Discipline Planning Review Group, the Vice President of the China Agricultural Economics Association, the Vice President of the China Foreign Agricultural Economics Association. He also held positions as visiting professor in many universities. Dr. Li Xiande is a Professor at the Chinese Academy of Agricultural Sciences (CAAS), Member of the Steering Committee of High Level Panel Experts (HLPE) of the Committee on World Food Security (CFS) of the United Nations ( ). Dr. Li received his Ph.D. in development economics from the Ecole des Hautes Etudes en Sciences Sociales (EHESS) in 2000 (with mention) in Paris and then served as a consultant in OECD (Organization for Economic Co-operation and Development) in Paris from 2000 to 2001, subsequently as Post-Doc Researcher in the Institut National de la Recherche

5 Agronomique (INRA) until November He joined CAAS through its internationally competitive Outstanding Talent Recruitment Program in late Dr. Li has conducted numerous research works as a principal investigator, including projects funded by the Chinese Ministry of Agriculture (MOA), Ministry of Science and Technology (MOST), the Ministry of Commerce (MOFCOM), and by the National Natural Science Foundation of China and the National Social Science Foundation of China. His research focuses mainly on food security, land management and trade issues. He has published five books and more than 100 academic papers in Chinese and international journals such as Land Use Policy and The Journal of Peasant Studies. Dr. Li has been long involved in the food and agricultural policy formulation process, in particular, as a government delegate in the negotiation and consultation of two international instruments (Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT- CFS) and The Principles for Responsible Investment in Agriculture and Food Systems (RAI-CFS)). Since 2007, Dr. Li has been involved intensively in the activities related to Sino-African Agricultural Cooperation. Dr. Li is also a frequent commentator on food security and rural development with China Central Television (CCTV) and China Radio International (CRI). Tian Weiming, Professor, China Agricultural University Mr. Tian Weiming worked at state farms for eight years before entering to Beijing Agricultural University in October He completed his studies in agricultural economics and received a bachelor degree from Beijing Agricultural University in 1982 and master degree from University of the Philippines at Los Baños in He was a research staff in the Institute of Agricultural Economics, Chinese Academy of Agricultural Sciences during and then transferred to China Agricultural University in 1995 as a professor with the College of Economics and Management. He has managed over 70 research projects funded by both domestic and international institutions with a special focus on agricultural policy and trade issues in recent years. After retiring in 2013, he continues to serve as associate editor for the journal China Agricultural Economic Review and consulting expert for China Agricultural Trade Promotion Center under the Ministry of Agriculture.

6 International Centre for Trade and Sustainable Development (ICTSD) Jonathan Hepburn, Senior Programme Manager for Agriculture, ICTSD Jonathan Hepburn is Senior Programme Manager for Agriculture at the International Centre for Trade and Sustainable Development in Geneva. He joined ICTSD in 2006, where he is responsible for the organisation's work on how farm trade policy and rules affect food security, equity and the environment. He has previously worked on development financing as Oxfam International s representative to the World Bank and IMF in Washington, D.C.; and on trade, development and human rights issues with the Quaker United Nations Office, Geneva. He has written on a range of public policy and trade issues, including on development financing, intellectual property rules, climate change, and food, agriculture and biodiversity. United Nations Food and Agriculture Organization (FAO) Georgios Mermikgas, Economist, Trade and Markets Division, FAO Georgios Mermikgas joined the FAO Trade and Markets Division in May 2016, as a member of the trade team, dealing with issues related to trade and food security and trade agreements. He has a long experience as he was previously working for the FAO Geneva Office as a trade and food security officer. Previously, he served the Greek administration both in Athens, working for the Ministry of Rural Development and Food and in Geneva, working for the Greek Permanent Mission. Additionally, he has supported the Cyprus Presidency of the EU as a trade officer at the Permanent Mission of Cyprus in Geneva. He is involved in the implementation of the FAO capacity development activities in Eastern and Southern Africa focusing on efforts to align policy-making processes related to trade and agriculture. Georgios holds a BA in the field Agricultural Economics and an MSc in the field of Rural and Regional development, both obtained in Greece.

7 Josef Schmidhuber, Deputy Director, Trade and Markets Division, FAO Josef Schmidhuber is the Deputy Director in the Trade and Markets Division of the UN s Food and Agricultural Organization (FAO). He started his professional career as a consultant with the World Food Council, worked as an econometrician and economist with the FAO, as a senior economist with the Organization for Economic Co-operation and Development (OECD), and as head of FAO s Global Perspectives Studies Unit. He has assumed short-term assignments with other international institutions, including The World Bank and the European Investment Bank. His work has been published in numerous books, peer-reviewed journals, or as documents of international organizations such as the OECD, the IPCC, and the FAO. His areas of interest include commodity market analysis and outlook; trade and investment in agriculture; global food and nutrition issues; climate change, as well as links between bioenergy and agricultural markets. He holds a M.Sc. degree in agricultural economics and a Ph.D. in economics from the Technical University of Munich. Mischa Tripoli, Economist, Trade and Markets Division, FAO Mischa Tripoli is an Economist in the Trade and Markets Division of the United Nations Food and Agriculture Organization (FAO). Prior to joining the Trade and Markets Division, he worked in FAO s Regional Office for Europe and Central Asia in Hungary, and as an economist in the United Nations World Food Programme. His areas of interest include trade and investment in agriculture; innovation and technology in agriculture; international trade policy; trade facilitation; export promotion; and value chain development. His academic background is in development economics and environmental studies, and he holds both Master s and Bachelor s degrees from Clark University in Massachusetts, USA.

8 Organisation for Economic Co-operation and Development (OECD) Jonathan Brooks, Head of Division, Agro-Food Trade and Markets Division, Trade and Agriculture Directorate, OECD Jonathan Brooks is Head of the Agri-Frood Trade and Markets Division in the OECD s Trade and Agriculture Directorate, which produces with FAO the annual OECD-FAO Agricultural Outlook and undertakes a range of analysis of the links between policies and markets. His own research has focused on the areas of agricultural policy, trade and development. Before joining OECD in 1999, Jonathan was a Lecturer at the University of Reading and worked on a range of consultancy projects. He has a Ph.D. in Agricultural Economics from the University of California, Davis, an M.S. in Economics from Purdue University, and a B.Sc. in Economics from the London School of Economics. Shingo Kimura, Agricultural Policy Analyst, Policies in Trade and Agriculture Division, Trade and Agriculture Directorate, OECD Shingo Kimura is an Agricultural Policy Analyst at the OECD Trade and Agriculture Directorate, where he covers agriculture, food security and agricultural innovation policy in China and Southeast Asia. Before joining the OECD in 2007, he had a number of posts in Ministry of Agriculture, Forestry and Fisheries of Japan. He has a Ph.D. in Development Economics from National Graduate Institute for Policy Studies in Japan and Master of Public Administration in International Development from Harvard Kennedy School of Government in the United States.

9 Silvia Sorescu, Policy Analyst, Emerging Policy Issues Division, Trade and Agriculture Directorate, OECD Silvia Sorescu joined the OECD in 2010 and is currently a Policy Analyst in the Emerging Policy Issues Division of the OECD s Trade and Agriculture Directorate. She has been working on a wide range of international trade and agricultural policy issues. In the context of her work on trade facilitation, she has been a core part of the team elaborating the OECD Trade Facilitation Indicators for more than 160 countries, as well as identifying and analysing good governance practices adopted by OECD and non-oecd economies in implementing trade facilitation reforms. Ms. Sorescu also co authored OECD reviews of agricultural policies in Indonesia and Colombia and is currently working on evaluating agricultural policy developments in China and India. Prior to joining the OECD, she worked as a Research Associate for the World Economy Group, an academic research center at the Paris Institute of Political Studies (Sciences Po Paris), on various trade policy and European Union policy issues. Marcelo Elizondo, Group of Producers of the Southern Cone (Grupo de Paises Productores del Sur) network Other international speakers Marcelo Elizondo is an international economic advisor, analyst and consultant in Buenos Aires, Argentina. He is currently working as an advisor for many international and local companies in South America. He is the president of the Argentine Chapter of International Society for Performance Improvement, as well as a researcher and professor of international economy and systemic competitiveness at the Instituto Tecnológico de Buenos Aires (ITBA). Previously, Mr. Elizondo was the CEO of Fundación ExportAr (the official Trade Promotion Agency in Argentina). Mr. Elizondo is a lawyer with a degree from the Universidad de Buenos Aires and also holds a Master s degree in Business Administration from the Universidad Politécnica de Madrid. He is the author of several publications, including La Argentina Estructural. La Inserción Económica Internacional, Consorcios de Exportación. La experiencia latinoamericana y española, and Argentina 2020, propuestas para profundizar la transformación.
