1 EXECUTIVE SUMMARY 1. District characteristics: Bangalore Rural District came into existence on 1 st August 1986, which was further bifurcated into Bangalore Rural and Ramanagara in The district occupies 16 th place in size and has a geographical area of 2,295 sq.km. In the absence of any major rivers, irrigation facilities are also limited, rain-fed farming is the characteristic feature of the district. The district is blessed with salubrious climate. Ragi is the main crop and horticulture sector also contributes significantly to the economy of the district. Kempegowda International Airport is located at Devanahalli in the district. 2. Sectoral trends in credit flow: The banks in the district had comfortably surpassed the ACP targets continuously during the last 3 years ended 31 March 2015, by disbursing `75,818 lakh, `94,461 lakh and `1,24,999 lakh under Priority Sector, there by exceeding the target by 26%, 27% and 35% respectively during these years. The agri term lending in was 17.50% leaving scope for improvement for facilitating capital formation. Term lending to agriculture needs more focus to enhance capital formation and sustainability of the sector in the long run. The CD ratio in the district was 74% in March 2015, which needs to be improved further. 3. Theme of the PLP: Considering the need for increasing investment credit for asset creation and sustainability of agriculture sector, the theme of this document continues to be accelerating the pace of capital formation in agriculture and allied sectors 4. Sector/sub-sector wise PLP projections for : The exploitable potential in the Base PLP for was projected at `1,18,870 lakh has been revised to ` 1,69, lakh. Broad sectorwise projections are furnished in the table given in next page. The realization of potential would depend on the removal of various constraints and developing critical infrastructure. 5. Thrust areas for Mainstreaming the financially excluded :The past year has seen a number of steps taken towards promoting financial inclusion in a big way viz., the Pradan Mantri Jan Dhan Yojana (PMJDY), Prime Minister s Social Security Schemes, Mudra Yojana, etc. Mainstreaming these account holders into the banking fold with these new schemes would continue to be the thrust area for Water Conservation by focusing on financing activities like creation of water harvesting structures, popularising water conserving measures such as DRIP, sprinkler, micro irrigation as all the blocks in the district fall under over exploited category. Promotion of JLGs: Banks need to adopt to JLG mode of lending, at least where lending to individual is not possible due to land title/security related issues. De-risking farm income: Given the uncertainties in yield due to vagaries of nature, there is a need to de-risk the farm incomes. Banks may explore financing dairy units/poultry (broiler) units to supplement farm income, especially in view of declaring 3 out of 4 taluks in the district as drought affected during Area Development Plan (ADP): Considering the forward and backward linkages and potential, poly houses for vegetable and floriculture have been identified as Area Development Plan for the district. Banks may consider financing these activates for increased income generation opportunities for farmers. 7. The way forward: A coordinated approach by all stakeholders viz., Banks, Government departments, extension agencies, etc, is required accomplish the thrust areas identified and to tap 2

2 the potential projected in the PLP for , which in turn, is expected to enhance capital formation in agriculture, leading to sustainability of the sector in the long run. Banks need to ensure timely reporting of credit flow data to the Lead Bank for ensuring purposeful review in DCC/DLRC meetings and initiating timely corrective action. Though the tributaries of the Arkavati and the Dakshin Pinakini flow through the district, in the absence of any major rivers, irrigation facility is limited and farming is mainly rainfed and dry farming. Kempegowda International Airport is located at Devanahalli in the district. 21. Pre dominant economic activities Agriculture continues to be a pre dominant economic activity, though the district is witnessing rapid urbanization due to its proximity to the state capital and resulted advantages. The district also has major industrial parks. Ragi, maize and paddy are the principal cereals. Tur, horse gram are principal pulses. Plantation and Horticulture also occupies an important place in the agriculture activities of the district. 22. District Income and per capita income The NDDP was ` 6,19,709 lakh, Per capita income Rs.1,09,380 (third highest in the state) in at constant prices ( ). The Gross District Domestic product at constant price ( ) and per capita NDDP at constant price ( ) were at ` 67,496 lakh and `.59,225 against State figures `41,

As per the Financial Inclusion Plan, 161 Sub Services Areas (SSA) in 98 Gram Panchayats in the district are allotted among 17 commercial banks to extend financial services population less than There are 147 villages with population above 1000 and less than All the villages in the districted are covered by banking facilities in either through brick and mortar model or through BC model. Under PMJDY, 1,00,671 accounts were opened in the district, of which 50,508 are still having zero balance. Banks need to develop banking habits in the newly added accounts, so as retain them in the formal banking fold. Banks in the district actively involved in implementation social security schemes. Canara bank, Syndicate Bank and Kaveri Gramin Bank have established one FLC each in Nelmangala, Hoskote and Devanahalli taluk of the district, thus covering 3 out of the 4 blocks. Efforts are on to establish FLC in Doddaballapur taluk. 8
