NATIONAL INSTITUTE OF RESEARCH AND DEVELOPMENT FOR BIOLOGICAL SCIENCES under the authority of Ministry of Science and Education of Romania National Authority for Scientific Research of Romania Address: Splaiul Independentei, no. 296, sector 6, postal code , C.P Bucharest, Romania Phone: Fax:

Organizational structure The institute was founded in 1996 when the following research institutes The Biological Research Institute Cluj (founded 1948), The Biological Research Institute Iasi (founded 1956). The Biological Research Centre STEJARUL Piatra Neamt (founded in 1956) were brought together under the same umbrella.

The main task of the institute is the fundamental and applicative research in the vast field of life sciences. To promote excellent quality research and development, advanced education and technology transfer, ensuring national and international competitiveness in the domains of Biology, Biotechnology, Cellular and Molecular Biology, Microbiology and Ecology. To develop and transfer technologies in bioproducts. The Institute works in close cooperation with universities from all over the country and abroad, with hospitals, other research centers and economical agents working in the field of pharmacology.

Main activities of INCDSB Topics Departments of the Institute Biology and medicine (health, medical biotechnology); Agriculture and food supply (food and food safety issues, fisheries, agricultural biotechnology); Environment and climate (environmental protection); Information and communication technology (key words: discrete models, proteins, health). -Cellular and Molecular Biology -Biotechnologies -Biomaterials and Bioproducts -Bioanalysis and Bioinformatics -Microbiology -Eco toxicology -Ecology, Taxonomy, Biological Control, Resources and Environment

MedPlaNet Project Medical plant network for enhancement of the comparative advantage of Calarasi Silistra crossborder area Priority Axis 3 Social and economic development Area of Intervention 1 Support for cross-border business cooperation and promotion of regional image and identity Non-refundable eligible value from ERDF: Euro Co-financing from State Budget: ,80 Euros Partners own contribution: ,40 Euro Total value of the project: Euro

Project is implemented by: The National Institute of Research and Development for Biological Sciences (INCDSB) in partnership with: The National Institute for Chemical Pharmaceutical Research and Development (ICCF) The National Institute of Research-Development for Machines and Installations Designed to Agriculture and Food Industry in Romania (INMA) Alliance for Regional and Civic Initiatives (ARCI) Silistra New Century Foundation Alfatar, Bulgaria The project is implemented in Calarasi County - Romania and Silistra District - Bulgaria. Project duration: 18 months (October 22, April 22, 2012)

Why this project? Ro and Bg have tradition in cultivating medicinal and aromatic plants - around 3500 plants have been identified in both countries Current situation Plots were scattered due to restitution of land property rights and equipment has not been modernized. Small farmers have not been stimulated to continue their work and, nowadays, the production that provided a large part of exports of both countries has disappeared. The genetic database of national institutes from both countries was lost. Private producers cannot compete with dumped prices from China and Egypt. Private producers have to sell products at prices offered by large purchasers.

The project aims to create an identity for the Calarasi - Silistra area

SPECIFIC OBJECTIVES OF THE PROJECT Creating a network of farmers and processors of medicinal and aromatic plants; Increase public awareness about the importance of local natural resources for economic development

MAIN ACTIVITIES OF THE PROJECT An inventory of medicinal and aromatic plants, technologies and soil characteristics; Phyto-chemical analysis of medicinal plants in the area; The health status of the population in the area; Comparative analysis of the technologies used to cultivate medicinal plants; A marketing strategy.

Creating a database ( created in Romanian, English and Bulgarian) with information regarding medicinal plants and their active principles, their terapeutical indications and cultivation technologies. Knowledge transfer from research institutes to the MedPlaNet network members by: Editing courses and guidelines; Working visits to the research institutes in Bucharest and Sofia.

Demonstrate how to cultivate and process medicinal and aromatic plants by developing two pilot cultures in cross-border region. Obtaining products from these pilot cultures; Establishment of information centers in the Calarasi - Silistra crossborder area (for providing information on cultivation techniques and technologies and processing of medicinal plants) Increase awareness and involvement of local authorities (through conferences and meetings about including the cultivation and processing of medicinal plants in regional development strategies)

Obtaining products in the laboratories of the research institutes Natural products from medicinal plants: Volatile oils Tea Tinctures and soaked products Cosmetic products Products for bodycare and spa are produced and analized in order to demonstrate their quality.

Volatile oils

Dried herbs for teas

Cross-border nature of the project The project encourages local communities on both sides of the Danube to address two strategies: Transfer of knowledge and technologies between the two countries and between research institutes and business communities (farmers and processors); Encourage the creation of links between the Bulgarian and Romanian businessmen and researchers from both countries.

Tinctures

Plant extracts

Body care products

Information and publicity using: educational video program; Internet Campaign; Organizing conferences with the project beneficiaries; Seminars with local authorities; Create an internet portal (in Romanian, Bulgarian and English) in order to inform and promote producers and processors from both countries. Information materials (leaflets, brochures, posters).

Results of the project Study on the cultivation and use of medicinal and aromatic plants Database of potential farmers and processors in the region Network of farmers and processors of medicinal and aromatic plants (MedPlaNet network) e-training program Products obtained from the pilot crops Training and guidance for farmers and processors Internet Portal ( Information centers in the cross-border region Educational video program

Target groups of the project: Local business community - existing and potential farmers; Local public administration; Vocational agricultural schools; Industrial processing units; Health System; Citizens they will have the opportunity to find in the local market products based on medicinal and aromatic plants.
