1 EXECUTIVE SUMMARY 1. Characteristics of the district: Shivamogga district with a geographical area of 8,477 Sq. kms comprises 7 taluks of which Tirthahalli, Hosanagar, Sagar and Sorab are Malnad and Shimoga, Bhadravathi and Shikaripura taluks are Semi-Malnad area. Normal rainfall is 1,811 mm. Tunga, Bhadra, Sharavathi, Kumudvathi and Varada rivers flow through the district. Agriculture is the predominant economic activity. Net Sown Area (NSA) and Gross Cropped Area (GCA) are 2.30 lakh ha. and 2.65 lakh ha. respectively. As on 31 March 2014, there were 16,240 registered small enterprises in the district providing employment to 67,616 persons. 2. Sectoral trends in credit flow: The banks in the district have shown impressive progress under the District Credit Plan in the previous three years. The ground level credit flow under Priority Sector during , and stood at `2, crore, `2, crore and `3, crore respectively showing an achievement of 95%, 86% and 92% of the target. The CD ratio of the district has been hovering around the 64% - 67%. 3. Sector/sub-sector wise projections for : The exploitable potential for was estimated at `5, crore in the base PLP. The same has since been revised to `5, crore. Agriculture sector accounts for a major share of 64% of the total projections. The realization of potential would however, largely depend on the removal of various constraints and developing the critical infrastructure as discussed below. 4. Major constraints: Last mile road infrastructure requires to be developed in many villages to enable farmers to have easy access/connectivity to nearby markets. Harnessing runoff rainwater for irrigation purposes is imperative to bring more land under irrigation. Enabling provisions needs to be put in place to permit farmers to cultivate on vacant/leased lands without affecting the rights of the landowner and to avail crop loans from banks. Lack of post harvest infrastructure like cold chains, grading and packing houses and erratic power supply are the other bottlenecks which needs to be addressed. 5. Suggested Action points/issues to be addressed State Government a. Strengthening the extension network and training on soil, water conservation. b. Creation of model horticulture farm/ strengthening of post harvest infrastructure c. Strengthening the infrastructure of veterinary institutions for providing breeding/ health services to farmers at door-step and setting up of disease diagnostic labs. d. Ensure regular & assured power supply to existing and prospective industrial units-promote use of solar irrigation pump sets and solar roof-tops. Banks a. Need to resort to alternative modes of lending including JLGs b. To lend to farmers on the strength of negotiable warehouse receipts c. Finance construction of artificial recharge structures of bore wells for irrigation, rain water harvesting structures, farm ponds, roof water harvesting system, etc. 6. Thrust areas for a. Mainstreaming the financially excluded :The past year has seen a number of steps taken towards promoting financial inclusion in a big way viz., the PradanMantri Jan Dhan Yojana (PMJDY), Prime Ministers Social Security Schemes, Mudra Yojana etc. Mainstreaming these account holders into the banking fold would continue to be a thrust area for b. Accelerating the pace of capital formation in agriculture and allied sector : Banks to give thrust for agriculture term loans with focus on loans for land development and farm mechanization activities. This would create farm assets that in turn would lead to capital formation in agriculture. c. Promotion of JLGs : Banks need to switch to JLG mode of lending, at least when lending to individual farmers is not possible due to land title/other related issues. 2

2 d. De-risking farm income : Given the uncertainties in yield due to vagaries of nature, there is a need to de-risk the farm incomes. Banks may explore financing allied activities like mini-dairy /poultry etc. e. Area Development Plan and Developmental Thrust Areas for the district: Two taluks in the district, for vegetable cultivation and subsurface drainage in areca gardens, are identified by NABARD for further development. f. NABARD & Department of Horticulture are in the process of promoting FPOs/crop specific clusters in all the taluks. Bankers, on their own are encouraged to adopt such models and extend cluster based financing to farmers. 7. The way forward : The projections made in the PLP for call for coordinated approach by all stakeholders viz., Government, Banks, Government departments, extension agencies, NGOs etc, which in turn are expected to significantly enhance capital formation in agriculture. Performance of banks under different parameters: The total achievement of the banks under Priority Sector in Annual Credit Plan (ACP) for the year was ` crore which was 92% of the target. The deposit of all banks put together as on was ` crore which recorded an increase of 12.86% during On the other hand the advances outstanding figure for all the banks put together had increased by 16.52% during and was ` crore as on However, the CD ratio for the district increased marginally to 67% as on Financial Inclusion& Financial Literacy : There are 20 villages with a population of more than 5000 in Shivamogga district. Out of these banking services have been provided in 17 villages with a combination of branches, USBs and BCAs/ CSPs.There are 119 villages in the district with population between 2000 and Most of these villages have now been covered with banking facility with the help of BCAs/ CSPs.As on 31 March 2015, 164,240 accounts have been opened in Shivamogga district under the Pradhan Mantri Jan Dhan Yojna (PMJDY) scheme.total number of new RuPay Cards (KCC) issued during was 121,480. There are 7 Financial Literacy Centres (FLCs) in the district sponsored by all 03 types of agencies viz., Commercial Banks, RRB and Cooperative bank. 06 of the 07 taluks are covered by FLCs. 02 FLCs are supported by NABARD. There is one Rural Self Employment Training Institute in the district managed by the Lead Bank (Canara Bank). 12. Progress under Social Security Schemes : As on 31 March 2015, 64,548 accounts have been enrolled under Pradhan Mantri Jeevan Jyoti Yojna. On the other hand 92,250 accounts have been enrolled for Pradhan Mantri Suraksh BimaYojna. The number of people opting for Atal Pension Yojna stood at 568 as on 31 March
