1 EXECUTIVE SUMMARY 1.Specific characteristics of Gadchiroli district The total population of the district as per the 2011 Census is lakh; of which 92 % resides in rural area. The literacy rate is 72% (Male- 85% and female-62%). The average rainfall is 1305 mm. The area under cultivation during the year was about 7.65 lakh ha in Kharif and about 0.83 lakh ha in Rabi season. The soil is clay, sandy loam, deep black soil, reddish and yellowish brown soil. The main occupation of the people of the district is agriculture and the main crop is paddy in Kharif and other crops are soybeans, cotton, jowar, pulses, oilseeds etc. Majority of the rural population is dependent directly or indirectly on agriculture, agroindustries and the allied activities. The district is industrially backward. Total Geographical area of Gadchiroli district is Sq. Km. The land use pattern comprises of sq. km forest, 1028 sq.km inhabited area, 1960 sq. km agriculture area, 2 sq. km of industrial area and 231 sq. km of wasteland. Term loans Total Agri Non Farm Sector Other Priority Sector Total Priority Sector Keeping in view the exploitable potential available, credit absorption capacity of the farmers entrepreneurs, financial health of the credit institutions in the district, trend in GLC flow etc. an amount of ` lakh has been projected for priority sector for the year In Gadchiroli district, 7 Commercial Banks (BoI, SBI, Canara Bank, UBI, BoM, CBI and IDBI Bank Ltd) having 43 branches, Gadchiroli DCCB is having 50 branches and VKGB is having 18 branches. Only 111 bank/branches are in the district. The banking network in the district is poor. 89 out of 111 branches are in rural and semi-urban area. Bankers are arranged credit support to all type of borrowers in the district. Total deposits of the district was ` lakh as on and deposit growth was 9.00%. Total disbursement of the bank during was ` and growth was not satisfactory. As per data available, disbursement under NFS was ` lakh during increased to ` lakh during The submission of LBR returns has not been stabilized. Regular and error free submission of LBRs by all branches will help in generating reports for reviewing progress at various levels. Further, some banks are not submitting LBRs regularly. Overall, the Achievement of Annual Credit Plan of the district was satisfactory. The CD Ratio of the banks in the district is less than the minimum required. The share of Govt. deposits in total deposits is high due to flow of funds for implementation of various subsidy based programs implemented by Govt. Departments. Though these funds are deposited in the banks these are not available to banks for lending purpose. Further due to single cropping pattern 1

2 in agriculture, the entire area of the district is naxal infested and lack of industries in the district the demand for credit is also low. The banks have been advised in different forums to improve the position. Comments on the estimated total potential for the priority sector: A. Short Term Credit for Production and Marketing: Crop Loan: During the year , crop loan of ` lakh was disbursed against the target of ` lakh. The projection for year is ` lakh. B. Agriculture Term Credit: 1) Water Resources : The district is in heavy rainfall zone with ground water potential of 1.09 lakh ha.m. However, the area under irrigation is only ha. as against the net sown area of ha. There is a need to increase investments in various irrigation systems. As per the good ground water availability, wells are feasible in the district. As against the target of ` lakh for the year , banks have financed ` lakh. A projection of ` lakh is estimated for the year ) Land Development and Dryland Agriculture: Agriculture Department and Soil and Water Conservation Deptts. are implementing land development programs. Therefore, demand for bank credit for this sector is limited. As against the target of ` lakh, banks disbursed ` lakh in Projection of ` lakh has been made for ) Farm Mechanization: The pace of Farm Mechanization in the district was very slow. This was due to pre dominance of SF/MF. During the year banks have disbursed ` lakh as against target of ` lakh. NABARD has launched 3 TDF-Wadi projects with financial out lay of ` lakh, for plantation of Mango, Guava and Lemon with forestry species plants on boundary covering 3500 tribal families from 70 villages of Kurkheda and Korchi blocks. Plantation and other works for 3500 wadis in 3500 acre area is being done during The projection of ` lakh is estimated for the year ) Forestry and Waste Land Development: In TDF-wadi project of NABARD forestry species plantation of about 60 plants per acre will be done in 3500 acre of waste land. The projection of ` 7.29 lakh is made for the year Animal Husbandry - Dairy development: There is need to create awareness among farmers about dairy activity on commercial basis. The Dairy Entrepreneurs Development Scheme (DEDS) formulated by GoI envisages support for modern dairy farms as well as processing and marketing units. There is good scope for improvement in quality of milch animals in the district. Projection of` ` lakh as bank credit is made for the year ) Poultry development: High temperature, high rainfall coupled with lack of awareness among farmers brought in negligible investment in this sector. It is necessary to guide/train the farmers/ entrepreneurs. Small-scale poultry and duck units could also be promoted. The projection of ` lakh is made for the year ) Sheep, Goat and Pig rearing: Sheep and Goat rearing is a traditional activity for small and marginal farmers and landless labourers. The district is one of the major districts for piggery activity. However, commercial ventures of piggery activity are yet to take place in the 2

Banks should come forward for financing the sector. As the activity is being carried on in traditional way by the fishermen community, the demand for bank finance is limited. Banks should consider providing credit for bullock, bullock carts and other draught animals to small and marginal farmers as well. The district has good scope for NFS activities based on forest produce and Agro Processing. The projection of ` lakh is made for the year D. A Projection of ` lakh is made for the year ii). Micro-finance: - The pace of providing credit to SHGs/JLKGs has picked up momentum in the district. During more than 2000 SHGs specially Women Self Help Groups were provided fresh finance of ` lakh and repeat finance of ` lakh was released to more than 3000 SHGs by various banks in the district. The cumulative number of SHGs formed by MAVIM, DRDA, NABARD and MSRLM etc credit linked as on 31 March 2015 are With a view to help banks in providing larger credit to this segment, NABARD has encouraged banks and NGOs to function as SHPIs for formation of SHGs and JLGs. As per targets for formation and credit linkage of 2600 WSHGs in the district, 2500 WSHGs have been saving linked and out of them more than 2000 WSHGs have been credit linked so far. E. Infrastructure Development : The status of infrastructure in the district under the components like transport vehicles, telephone lines, secondary schools, number of 3

4 dispensaries and hospitals, agri. markets, etc. are below the satisfactory level and needs to be developed. In infrastructure development irrigation sector is lagging behind. Due to large area under forest no major irrigation projects are coming up in the district. Due to nonavailability of irrigation facility it is virtually a mono crop i.e. paddy district. The thrust area /sector: Paddy is the main crop of the district. Increasing productivity of paddy is the thrust area for the district. The efforts include promotion of 4 steps paddy cultivation, use of protective irrigation, promoting System of Rice Intensification (SRI) and utilizing other developmental programs for improvement in productivity of paddy in the district. NABARD has also launched a project on promoting SRI among Small and marginal farmers in Armori block of Gadchiroli district during Efforts may be made to bring these farmers under banking fold. Facilities like, trainings, improved farm implements, irrigation facilities, storage and warehousing, etc. are required to be provided to these farmers on priority. The other thrust area for the district is forest based Non Farm Sector activities. The district has more than 78 % area under forest. The forest is rich with different minor forest produce which can be utilized as raw material for setting up small processing units to produce food products and medicinal value products. The district does not have any major industry and hence there are limited employment opportunities to the rural youth. Systematic development in this sector with market tie up arrangements will generate vast employment in rural area. 4
