INSTITUTIONALIZING INNOVATIONS: CASCAPE S FORSEEN CHALLENGES EKN Learning Event November 15, 2016

Scaling of agricultural best fit technologies Research and extension systems are effectively able to generate demand-driven best fit technologies & practices, to put in place conditions for uptake by farmers Develop Best fit agricultural practices and make available for dissemination Methodology development Testing & validation of BFTs Enhance capacity of RARI s Prepare and disseminate BFTs Strengthening and establishment of platforms Soil characterization & mapping Enhance the capacity of Woredas to develop and implement agricultural development plans, including strategies for scaling Develop innovative scaling strategy TOT PED; pilot scaling Recommendation mapping Support the preparation of bottom-up Woreda development plans Backstopping and monitoring Improve nutrition through diversified agricultural production Capacity building to DA s & health extension workers Model home gardens in each cluster Strengthen the enabling institutional environment for the agricultural sector Provide & share evidence through in-depth studies and project results Engage in evidence-based policy dialogues

Intervention areas and geographical spread Operates in 10 intensity; 55 scaling Woredas of high potential AGP Woredas in 4 main regions Network of five Ethiopian Universities (5 clusters) CASCAPE-Map of intervention Woredas.docx

CASCAPE s innovation flow

Why Scaling? Several model farmers who have adopted these technologies have doubled production Scaling model farmers experiences to all farmers is the agenda for GTP1&2 Scaling requires research support -evidence on what works where, why, etc

CASCAPE in Scaling Scaling definitions Best fit agricultural technologies (Teff, Wheat, potato; malt barley, soybean and fruits) Defining domains and pathways Recommendation mapping Pilot scaling Reached about 50,000 farmers; 600,000 farmers by 2019

Capacity building Conducted capacity gap assessment of Woreda SMS and kebele level DAs CASCAPE has enough budget to train SMS with in the ten intensive Woredas of its intervention areas. Cascading TOTs to experts in other Woredas and DAs

Challenges in scaling The need to accelerate the delivery of improved technologies to more people Building ownership of scaling process by stakeholders Supply of inputs (seed) and market linkage is a key scaling challenge Ownership of scaling of BFTs by farmers (dependency syndrome)

Division of responsibilities and challenges CASCAPE BoANR/AGP Farmers Challenges Testing and validation On-filed training and provision of inputs Selection of farmers, follow up of trial management Provision of land and labour Pre-extension demonstration (PEDs) Training & improved seeds for 20% of farmers Training and improved seeds for 80% of farmers Land, labour, other inputs Payment for labour; free input such as fertilizers and fungicides Supporting scaling of BFPs Training (ToTs) and backstopping Cascading ToTs and implement scaling Land, labour and inputs Payment for labour; and free inputs Trainings and surveys Conduct training and survey Co-facilitates Attend training and provide information Perdiem for training and interviews
