With reference to the recent visit to the Council by Dr Black and knowledge that the rock wall can and should be made redundant by installing Groynes or Reefs combined with Sand By Passing to rehabilitate the beaches. We need to ensure any proposal from Yumbah does not impact on the holistic future plans to rehabilitate the area and make the rock wall redundant and hence safer. For example, if the plan was to sand bypass all the 2.5 million cubic meters of sand that have been banked up, would Yumbah object to this as the beach would become shallower and their pipes would become buried? The whales have also just come back into the area and Yumbah's proposed site is a whale nursery. How can we be assured that the volume of water pumped, noise, exposed pipes etc. will not affect the whale nursery?

19 RE: PROPOSED ABALONE FARM To whom it may concern, We are writing this letter to council as an objection to the proposed abalone farm that is to be directly across from the Henty Bay Beachfront Holiday Park. The council has already approved an abalone farm in Narrawong which has created a foul smell in the air and an increase in seagulls within the area. With the knowledge that the proposed abalone farm is to be 4-5 times larger than the farm in Narrawong, we can only imagine the devasting effects it will carry. Please reject the proposal of the abalone farm as the community at Henty Bay enjoy the peaceful, aesthetic environment that we have all fallen in love with.

The site should not be considered for so many obvious reasons I just don t know where to start. But I will touch on the subject nearest and dearest to my heart. Our fragile coastline: leave our ocean alone. Learn from past mistakes, the altering of the coast years ago affected Dutton Way In a very negative way resulting in an ugly, expensive rock wall. A few years back there was a case won by the Narrawong abalone farm for coastal erosion against the Port of Portland. Do we just keep suing one another as coastal problems occur? Or do we grow up and learn from past mistakes. Please listen Cheers

28 From: To: Planning Subject: Re Planning Application P Dutton Way Bolwarra 3305 Date: Friday, 30 November :42:48 PM I wanted to state that I feel positive about the proposed growth of the Abalone Farm already in existence in our fabulous city of Portland. Recently I was watching some old footage of Portland in the late 60 s and had a giggle when they said Portland s Growth in the future should reach, or exceed 20,000! In my opinion Portland should soldier on. Without Alcoa, we would not perhaps have seen so much change to our local hospital & sporting facilities etc. Surely new businesses are an asset to our region. Why should we push away an opportunity to put Portland on the map even more? I see more jobs which create an on flow of money into other businesses in town. I believe once the development is finished that it wouldn t be terribly unsightly with the proposed planting of greenery etc. I also feel if we shut this down and they find a site elsewhere, we may end up realising that we have missed a great opportunity! There has undoubtedly been an incredible amount of research done in order to prove that the development will not disturb our great ocean & wonderful whales, seals & fishing. I would hope that the under water pipes will, in time create an underworld home for many sea creatures to make their home. A new snorkelling venue! I wish we could all rally around to grow Portland. I truly love living here & welcome new business, new people, new opportunities & great future adventures. Kind Regards

37 Glenelg Shire Council Planning Department Submission for Proposed Abalone Farm Application No I write in support of the proposal by Yumbah Aquaculture to build a new abalone farm at Bolwarra. Having had all my questions answered on November 12 at the information session at the Civic Hall Supper Room, I support the submission for the following reasons: Yumbah have a proven track record for providing a quality product using sustainable processes The proponents will ensure that the project is green with processes that promote minimal discharge to the atmosphere, minimum noise pollution and minimum impact on the ocean. I believe this is due to their proven record of doing so at their present Narrawong location by using proven processes including settlement ponds and removal of suspended sediment ensuring clean water is then fed back out to the ocean. Farmed abalone is the way of the future relieving the pressure on the wild abalone resource. It will provide approximately 150 jobs, mainly for unskilled workers which Portland needs. It will have a positive economic benefit to Portland and the Shire. I understand that it will have visual impact to those up on the hill but this might be minimised by the homeowners fencing or hedging on the edge to ensure their outlook is straight out to sea and not down. It will not interfere with their ocean view. Once completed and with the plantings in place around the perimeter, the only people who will see it visually will be those on the hill. I note that world renowned whale expert Peter Gill said he believes that the proposal will not have a negative impact on whales gathering in the Dutton Way area. This is based on his observations of whale activity in Yumbah s current Narrawong location.

Yumbah is a good corporate and community citizen. Its existing site at Narrawong is a good example of a business that has had good economic advantage for the shire, created jobs, a positive impact in the surrounding communities and no negative environmental impact. : Advantages of Project Sustainable job creation = 170 temporary construction jobs and 160 permanent post-construction roles in; management, biology, farm labour, maintenance and food science. Economic diversity for the shire creating an alternative to heavy industry. A business that compliments the town. Great company track record 20 years of operation no evidence of any negative environmental impact in the receiving waters at the Narrawong farm. This low-lying site is protected by an existing rock wall and, as such, is ideally suited to pumpashore aquaculture. It is one of only a handful of available locations across the country which meet these requirements. o Using this land for aquaculture aligns with and is supported by the following State policy documents encouraging land-based aquaculture in south-west Victoria: o Planning Guidelines for Land Based Aquaculture in Victoria 2005 (Department of Primary Industries) o Victorian Aquaculture Strategy (Victorian Fisheries Authority) o South West Regional Coastal Action Plan 2002 (Western Coastal Board)

47 Date 22 nd November 2018 Proposal To Council- Abalone Farm To whom it may concern: would be to this: we are writing to oppose the development of the Abalone Farm that There are many concerns with regards -We are concerned about the size of the farm- considering that there is one located in Narrawong and has negatively impacted the area- covered in bugs/increase in seagulls - yet the one proposed near Henty Bay will be at least 4 times larger. Have you thought of the impact this has on the environment but also the untouched/beautiful spot that Henty Bay is located? We can assure you this was the reason that we - the view and location is untouched and full of natural beauty that will be no longer if this abalone farm is to go ahead. -Why has the application proposed to council not included that a the proposed abalone farm location? This is misleading, and has not allowed council full disclosure to what it is exactly they are agreeing to. We suggest that the application be amended to include the fact that it will be opposite a tourist location. Surely, this would have an impact on the council s decision on the matter. -The length of construction time; if the proposed farm is taking up to 4 years to complete- this is 4 years that a tourist location will be directly opposite construction. -Will there be a possibility that bore water will be contaminated? What is the impact of this? -Will the trucks access point be directly you think this will have We can assure you not a positive one. If so, what kind of impact do -Installation of pipes; where will these be located? -Henty Bay is a haven to approximately 7,000 people each year- have you taken into account why? The environment is one of the top reasons, we are directly opposite the beauty of the beach, and the serene surroundings is what makes this place special. The smell of the beach air and the beauty of the outlook. We would be concerned that not only will this be compromised- but

As a long time resident of Portland with continued strong links to the Portland area I wish to offer my support to the proposal having reviewed the planned expansion and associated works. I believe the property is suited to well-planned aquaculture development. I note the technical reports indicate that the development will have a low-impact on neighbouring properties and traffic on Dutton way. I believe that for Portland to prosper and grow into the future, sensible developments like these should be actively encouraged by Council. I can think of no use of the site that could provide greater benefit to the Portland economy and the vitality of the region especially given that this project will have such a low impact on the environment and the broader community.
