LPIS CONDITIONS FOR PERMANENT GRASSLANDS PROTECTION Croatian experience ino Vujaklija LPIS Department - Croatian Paying Agency 1

OVERVIEW General Environmentally sensitive permanent grasslands Permanent grassland ratio High nature value grasslands Permanent grasslands for pilot measure for the protection of Corn crake and butterflies 2

PG- CROATIA- GENERAL LPIS- farmer s block PG- 3 codes- LPIS: 310- meadow 320- pasture 321- karst pasture Pro rata system for pastures LPIS codes= DOP + farmer during LPIS meeting 3

ENVIRONMENTALLY SESNSITIVE PG Article 45 Regulation (EU) No 1307/ & old layer new layer 4

ENVIRONMENTALLY SENSITIVE PG 2015&2016 Based on site-codes from Natura 2000 and LPIS parcels (PG) LPIS parcels with PG codes into layer Not finished detailed map of habitats Lots of mistakes: wrong codes from LPIS, wrong photo interpretation or farmer s statement, clover grass mixture (arable land or meadow)/ crop rotation 5

2017- new layer ENVIRONMENTALLY SENSITIVE PG Provided by State Institute for Nature Protection Detailed map of habitats grasslands area (not only LPIS PG) Based on DOP 2012 (old?) Excluded area within parcels other than PG (from LPIS) 6

ENVIRONMENTALLY SENSITIVE PG Automatic spatial analysis Overlap ES layer with LPIS attributes 7

Attributes : ENVIRONMENTALLY SENSITIVE PG 1- parcel with PG LPIS codes 2- not allowed conversion other codes than PG and/or overlap >500 m² 3- allowed conversion due to Decision of authorized bodies (e.g. Ministry of Environment and Energy) 4- administrative error due to wrong given LPIS codes, photo interpretation or old DOP 2 parcel has to convert to PG again 8

ENVIRONMENTALLY SENSITIVE PG Overlap with ES layer attributes OT_NAT (null,1,2,3,4) and area Warning for farmersduring meetings (popup) and on the Minutes of meeting 9

PERMANENT GRASSLANDS RATIO Article 45 Regulation (EU) No 1307/2013 PG (for Croatia)- Regulation (EC) No 73/2009, not as other MS Sum of area RP with land use codes: 310,320,321 Eligibility coefficient was taken into account Area after applying results of OTSC 11

PERMANENT GRASSLANDS RATIO Spatial analysis and calculation PG 2013 and the same spatial surface & New PG area in 2015 Minus area of: PG 2015 small farmer scheme PG 2015 organic farms PG 2013 converted into other agriculture land in 2015 PG 2013 converted into non agricultural land (after OTSC results) In ratio to all agriculture reference parcels: 2015 declared from GSAA ha, RP (or parts of RP) with pro rata Minus area of small farmers scheme & organic farms The calculated reference ratio of PG is 0,1276= 12,76% 12

PERMANENT GRASSLANDS RATIO Body 2013 text layer and attributes 13

PERMANENT GRASSLANDS RATIO Body text new layer according to PG 2015 ratio 14

EXAMPLE: PERMANENT GRASSLANDS RATIO meadow arable land Spatial area PG 2015 layer

PERMANENT GRASSLANDS RATIO Overlap with PG 2015 layer attributes (0,1) and area Warning for farmers- during meetings (pop-up) and on the Minutes of meeting If the ratio decreases, the Ministry will prescribe the measures to be reached 16

PERMANENT GRASSLANDS RATIO information for Payment Entitlements ( ) different payments based on 2011 PG area 18

IAKS RURAL DEVELOPMENT MEASURES AND PERMANENT GRASSLANDS Part of the Rural Development Plan Art. 28 Regulation (EU) No 1305/2013 M10.1. Payment for agri-environment-climate commitments 1.3. Preservation of high nature value grasslands 1.4. Pilot measure for the protection of corncrake (Crex crex) 1.5. Pilot measure for the protection of butterflies 19

PRESERVATION ON HIGH NATURE VALUE GRASSLANDS Defined by municipalities Divided into three regions: 1. Continental lowland region 2. Hill and mountain region 3. Mediterranean region The rule for spatial overlap- min 50% of RP in defined municipalities areas Beneficiaries on the Natura 2000 sites have priority in the allocation of funds Rules for mowing/grazing 20

PRESERVATION ON HIGH NATURE VALUE GRASSLANDS 21

PRESERVATION ON HIGH NATURE VALUE GRASSLANDS The rule for spatial overlap- minimum 50% of RP in defined municipalities areas LPIS attributes: HNV=0,1,2,3 only for codes 310/320/321- PG On the Minutes of meeting- information for farmer and through the Aid application form 22

HIGH VALUE GRASSLANDS & AREAS FOR PROTECTION OF CORNCRAKE (CREX CREX) AND BUTTERFLIES 23

PILOT MEASURE FOR THE PROTECTION OF CORNCRAKE (CREX CREX) AND BUTTERFLIES The rule for spatial overlapminimum 30% of RP in defined site-codes Natura 2000 areas LPIS attributes: NATURA2000_OK= null,1,2,3,4,5 Only for codes- PG- 310/320/321 On the Minutes of meetinginformation for farmer and through the Aid application form Rules for mowing/grazing 24
