2 PRODUCT AND MARKET DEVELOPMENT PROGRAM Prgram Plicy: Supprting targeted market access and market develpment actins, which will supprt the grwth and cmpetitiveness f the Sectr in rder t expand dmestic and internatinal markets. CAP Outcme: Expand dmestic and internatinal markets. CAP Pririty Area: Markets and Trade. PROGRAM DESCRIPTION The Prduct and Market Develpment Prgram is designed t expand dmestic and internatinal cmpetitiveness by supprting small and medium-sized agricultural prducers, agri-businesses and agri-prcessrs t expand their prduct base r markets thrugh: i. Value-added and agri-fd prcessing prjects; and ii. Market develpment activities n PEI and thrugh intra-jurisdictinal prjects. Special cnsideratin will be given t prjects, which include knwledge adptin, and clean technlgies that will upscale innvatin. This prgram will assist the individual needs f small and medium-sized sized enterprises, rather than serve t implement brad strategic initiatives. ELIGIBLE APPLICANTS Mi kmaq First Natins and ther Indigenus Organizatins; Agriculture industry rganizatins and assciatins; Agricultural Prducers; Prvincial/Territrial Gvernments; Small and medium-sized Agri-Businesses and Agri-Prcessrs; and Other applicants may be cnsidered upn request. PROGRAM ELIGIBLE ACTIVITIES Purchase f machinery and equipment; Attending (but nt exhibiting at) a trade shw nce fr a new market; Explring new r emerging markets; Investigative travel t new r emerging markets; Incming buyer missins f new buyers frm exprt markets fr the purpse f gathering market intelligence; Research fr the purpse f explring new and emerging markets; Feasibility studies related t delivery f prducts; Translatin and legal cnsultatin related t marketing a prduct in a new market; Cnsulting r business caching n applied market research and value chain develpment; Hands-n mentring and training t understand the lgistics f delivery f PEI prducts frm the farm gate t the market; Cmmercializatin and adptin f new prducts, technlgies, practices r prcesses; Marketing plan develpment activities; Cnsulting services which analyze new and emerging market trends and pprtunities; dmestically and/r abrad; Develpment f new prducts including: Page 1 f 4

3 Prfessinal services; Prcess develpment; Recipe develpment (i.e. fd trials, testing and cnsultant fees); Purchase f equipment t prcess packages and labels (including nutritinal labelling) fr a new prduct; Design and first printing f packaging; Brand develpment; Fcus grups fr purpses f develping prject attributes; Analytical and quality testing; Travel and transprtatin csts; and Design and first printing f prmtinal materials. Nte: Supprt fr capital equipment csts fr the Prduct and Market Develpment Prgram are at the discretin f the PEI Department f Agriculture and Fisheries prvided they meet criteria cntained within the bilateral agreement. CAP INELIGIBLE ACTIVITIES Business Risk Management-type activities (e.g. activities which are cvered by AgriStability, AgriInvest, AgriInsurance, AgriRecvery and AgriRisk); Nrmal and n-ging perating and maintenance csts incurred by recipients, except as therwise specified; Purchase f cmmn items that can be used fr multiple purpses (e.g. digital cameras, GPS, smartphnes, etc.), except as therwise specified; Activities which d nt prvide a direct benefit t the Sectr (e.g. csts assciated with freight); Activities related t aquapnics fd prductin, and t aquaculture, seaweed, fish and seafd prductin and prcessing (exceptin: internatinal marketing and traceability activities fr fish and seafd); Tax credits r rebates; and Develpment and/r enfrcement f regulatins. PROGRAM INELIGIBLE EXPENSES Meal expenses; Replacement f ld equipment; Freight; In-kind services (including wages) and supplies. FUNDING Travel 50% f assistance up t $5,000 fr eligible investigative travel expenses is available fr agricultural prducers, agri-businesses, and agri-prcessrs ver the life f the CAP Framewrk Agreement ( ); and 75% f assistance up t $10,000 fr eligible investigative travel expenses is available fr prvincial agriculture industry rganizatins ver the life f the CAP Framewrk Agreement ( ); All ther expenses 50% f assistance up t $30,000 fr eligible expenses is available per year fr agricultural prducers, agri-businesses, and agri-prcessrs ver the life f the CAP Framewrk Agreement ( ); and Page 2 f 4

4 75% f assistance up t $30,000 fr eligible expenses is available per year fr prvincial agriculture industry rganizatins ver the life f the CAP Framewrk Agreement ( ). PUBLIC TRUST Prjects apprved fr funding under the Canadian Agricultural Partnership which have demnstrable links t increasing public trust may be eligible fr additinal prject funding. REGIONAL COLLABORATION Prjects that are assessed t demnstrate benefits and impacts t mre than ne Atlantic prvince may be eligible fr funding n reginal basis. EVALUATION AND CONTROL A cmplete evaluatin f this prgram is planned t ensure that the bjectives and results are achieved and t assess the relevance f its renewal. Prgram metrics are cllected and reprted n an n-ging basis. GUIDING PRINCIPLE CAP prgrams are available t all Canadians wh are eligible t participate in thse prgrams. Wherever pssible, the needs f under-represented grups, including Indigenus Peples, wmen, yuth, and persns with disabilities, were cnsidered during prgram develpment. 5 Agri-business Small and medium-sized enterprise that cnducts a significant level f its business n PEI and is engaged in prductin peratins f a farm, the manufacture and distributin f farm equipment and supplies, and the prcessing, strage, and distributin f farm equipment and supplies, and the prcessing, strage, and distributin f farm cmmdities (CAP Finance and Perfrmance Measurement Wrking Grup). Agricultural Prducer An individual wh is actively engaged in cmmercial agriculture prductin and has a minimum f $15,000 in annual grss farm sales (CAP Finance and Perfrmance Measurement Wrking Grup). Annual Grss Farm Sales Any sales eligible fr cverage under AgriStability and AgriInvest Prgrams, including Prductin Insurance, crp and livestck sales (CAP Finance and Perfrmance Measurement Wrking Grup). Agri-Prcessr Small and medium-sized enterprise that cnducts a significant level f its business n PEI and is invlved in prcessing agricultural prducts and fd (CAP Finance and Perfrmance Measurement Wrking Grup).
