12 [In the fight against hunger] we need all partners: fashion experts, diplomats, business leaders, rock stars and global world leaders, and cities mayors, governors and most of all we need local communities. Presidents, prime ministers and ministers they make good policies of the government but it is mainly community leaders, mayors and governors who work and implement. 14 After the signing The City of Milan designed a proposal based on two main ideas: 1.continue working on the issues of the Pact but, from now on, with the support of cities' networks 2.a MUFPP Award to the best food policy project implemented by MUFPP signatory cities

17 The Food Neworks Alliance The MUFPP will work together with existing cities networks such as: Eurocities, C40, etc. In doing this, networks will become the platforms where the signatory and non signatory signatory cities will work together in order to achieve the Milan Urban Food Policy Pact objectives This governance model will help to create synergies and to avoid duplication of networks and efforts

19 The Award The awards are designed in the spirit of the overarching statement in the Pact itself to support: sustainable food systems that are inclusive, resilient, safe and diverse, that provide healthy and affordable food to all people in a human rights-based framework, that minimize waste and conserve biodiversity while adapting to and mitigating impacts of climate change The purpose of Milan Pact Awards is to stimulate Mayors action on food policy and practice from learning and exchange between signatory cities to the Pact. The recognition and profile that comes with conferring awards for good practice has been shown to help catalyse change between cities that are more experienced and cities that are just beginning to work in the area of food The Milan Pact Awards will be presented at annual gatherings of mayors, beginning with the October, 2016 Mayors Summit in Rome hosted by the Food and Agriculture Organization (FAO)

20 The Award Good practices and policy experiences to be presented by mayors for awards consideration must be related to the Pact and Framework for Action with its six thematic categories of food systems related work: Governance or ensuring an enabling environment for effective action Sustainable diets and nutrition Social and economic equity Food production including urban rural linkages Food supply and distribution Food waste prevention, reduction and management

21 The Award There will be two monetary awards (EUR per award to be used for peer-to-peer technical assistance and knowledge exchange between cities) and six memorial plaques, for the best project in each category of the Framework for Action of the MUFPP. The two monetary awards will be assigned to: The submission from the city with the highest score (combining five selected criteria) The submission from the city that achieved the highest score from a disadvantaged starting point. (Demonstration of a disadvantaged starting point will be determined from both chosen criteria and accompanying documentation from the city in its submission for a Milan Pact Award.)

22 The Award For the 2016 programme there will be specific ways different actors will be invited to participate including: A Drafting Committee of signatory cities will decide on the makeup of the Awards Committee. Signatory cities will have an opportunity to respond to draft award criteria before they are adopted. Adaptability Integration Innovation Mandatory Criteria Optional Criteria to be chosen by Cities Overcoming adversity Social and economic equity Cross-jurisdiction collaboration Food system metrics Inclusion of civil society or local business? work in progress, open to signatory cities suggestions!!

24 The Monitoring Framework (MF) building process Outcome: To monitor the progresses made by cities in the implementation of the MUFPP; Cities commit to measurable targets connected to the MUFPP Output: MUFPP Indicators; MUFPP targets Timeframe: March 2016 October 2017 Start of work Questionnaire to cities Workshop: selection of indicators Call for pilot cities New committment: quantitative target MARCH 2016 MAY OCTOBER 2016 NOVEMBER 2016 OCTOBER 2017

25 The MF building process Aim: Create a monitoring framework which intersects the formal PA monitoring mechanism - thus avoiding parallel structures (e.g. survey teams) to work on a separate track (e.g. build an ad hoc data collection process) 3 core principles: 1) Capacity building activity where cities food focal points might learn by doing (Each focal point together with his/her city Management Control System team and technical support by FAO 2) The sustainability of the data collection mechanism and the data collection processes which if the MUFPP indicators will then be embedded- might turn into a formal yearly-based routine 3) The measurability (accountability?) of the efforts put in place and the results achieved that might inform decision making process thus eventually trigger new political investments on food projects/programmes.

26 MUFPP MF: Description of the process in 6 steps Step1: Assessment Assessment of existing set of indicators linked to food systems (ongoing with FAO) Assessment of existing monitoring mechanism in place in cities (via QUESTIONNAIRE) Step2: Selection of preliminary set of indicators Feasibility study (what s in place in cities what cities d like to measure) Compilation of a list of MUFPP potential indicators connected to the MUFPP and its Framework of actions MUFPP cities agree on a set of MUFPP indicators (WORKSHOP 13 OCT)

29 The lobbying strategy on EU Objectives food systems play a key role and are recognized as an integral part of urban agenda and urban policies for sustainable development; foster a community of practice on urban sustainable food systems involving public authorities, academia, CSOs/NGOs, enterprises; ensure recognition and adequate funding to progress food policies initiatives and reserach.

30 The lobbying strategy on EU Vision: Empowerment of cities in a regional and global context; Securing an enabling environment for effective action; Securing healthy, nutrient, resilient, safe, divers, culturally appropriate and affordable food to people; Minimize waste, enhancing prevention, recovery and redistribution of food while promoting recycling and new technologies (eg for packaging); Limiting impacts (socio-economic and environmental) of food production, supply and distribution favoring adaptation and resilience practices, social and economic equity.

31 The lobbying strategy on EU Actions: Draft a calendar of the most important EC/EP initiatives (legislative and nonlegislative) Align lobby and advocacy actions with EU Commission and EU parliament work programme Participate and promote relevant food initiative in Brussels, at national, regional and local level
