FAO Approaches and Adaptation Toolboxes Audun Lem, PhD Deputy Director, Fisheries and Aquaculture, FAO, Rome

Outline Fish, nutrition and food security impact COP21 Paris agreement of 2015 and national commitments Mitigation Adaptation FAO responses Adaptation tool box/field work/normative/finance

Hunger Poverty Sustainability FAO The future of food. Number of people living in extreme poverty Prevalence of undernourishment in developing countries (%) By 2050 we will need 50% more food than today 50 million new mouths to feed per year

EXPECTATIONS Large-scale redistribution of global catch potential: - Significant increase in high-latitude regions - Significant drop in the tropics Impacts will differ significantly regionally there will be winners and losers Adaptations are needed to maximize opportunities and minimize risks

Fish Rich food for poor, undernourished people

Nationally Determined Contributions (NDCs) - basis for negotiations COP21 Paris Agreement on climate change 190 parties have submitted their NDCs. All of them refer to mitigation commitments; 70% include an adaptationcommitments. Most of the countries favouringadaptations are in the South. 60 countries include Fisheries and Aquaculture in their adaptation strategies.

Action is needed to reduce risks and maximize opportunities How is FAO assisting member countries in facing the challenge of climate change?

FAO Corporate responses Strategic programmes Cross-cutting Irrigation Finance Integration etc Sectoral Agriculture FISHERIES etc

FAO Fisheries Adaptation field projects Increasing knowledge base Compiling local information Developing management plans Capacity building Pacific SIDS Eastern Caribbean Chile Benguela Current Lake Malawi Bangladesh Myanmar Timor Leste Current GEF projects Canary Current Large Marine Ecosystem Project EAF Nansen Other projects under development

FAO Fisheries Adaptation toolboxes Institutional Adaptations Incorporating uncertainty in management frameworks Flexible seasonal rights Redistribution of rights among neighboring municipalities Temporal and spatial planning Transboundary stock management Angola Livelihood Adaptations Diversify patterns of fishing Diversify livelihoods Improve quality: ecolabelling, post-harvest losses. Investing in aquaculture Sharing of property and risks among members of communities Resilience/ Risk reduction Reinforcing natural barriers Improving safety at sea Integrating fisheries in disaster risk management frameworks Designing coast zones that permit movement of fish along with SLR Enhance insurance provision

FAO Fisheries Normative work edition in revision - Over 40 authors - Includes National, regional, Global outlooks for marine fisheries, inland fisheries and aquaculture - Adaptation and Mitigation toolboxes - Release expected July (COFI)

Fisheries Abundance, distribution and stock dynamics Biology of main species Vulnerable marine habitats Biodiversity Oil/Gas, pollution, including microplastics Environmental assessment Fish safety Microplastics and other marine debris FAO / Norway EAF Nansen field programme From fish to oceans Climate variability and change Trends in climate-change Effect of climate change on ecosystems - New vessel R/V Dr F. Nansen launched in March 2017 (built in Spain!) - A 43 year FAO-Norway collaboration - Next phase include significant climate change research and monitoring w/dedicated laboratories

Areas surveyed so far FAO / Norway EAF Nansen field programme - Phase 5 started in Morocco, moving along the East and then West African continent until Tanzania, then Seychelles, Sri Lanka, Bangladesh, Myanmar, Thailand before returning to Africa in December 2018.

FAO supporting Financing of Climate Change responses African Package for Ocean Resilience ocean-based economies implement Natl. Determined Contributions develop climate-resilient pathways resilient coastlines and communities food security decent employment opportunities policy reforms for those most affected by climate change

Conclusions on climate change Large impact on vulnerable coastal/insular communities (SIDS) Responses at global, regional and national level Adaption and mitigation Fisheries sector integrated in overall policy responses Adaptation (and sustainable fisheries management) a prerequisite for achieving SDG 14 targets on fisheries
