INFORMATION ON EXPORT CREDITS Since 19J2 the on of Canadian cereals on credit terms have been insured by the Export Credits Insurance Corporation (a Government agency) under Section 21 of their Act. The Export Credits Insurance Corporation can insure cereal sales only with the specific authorization of the Government. The Government is currently authorizing such coverage for sales of wheat to Bulgaria, Czechoslovakia Hungary and Poland. The maximum credit terms offered are 10 per cent cash and the balance in twentyfour, thirty and thirtysix months. In addition, the Canadian Wheat Board sells grain to Mainland China and East Germany on credit terms. The terms currently offered are 25 per cent cash and the balance in eighteen months. These terms are made possible by a direct Canadian Government guarantee to chartered banks in Canada on loans made for this purpose to the Canadian Wheat Board. The table shows Canadian wheat on credit from 196o/6l to. Canada also sold 610,000 tons cf barley to Mainland China on credit in the i960 to 1963 period.

4 (XM.AG/W/8Vûdd.ll Page 4 II. LIVE ANIMALS. PIGMEAT. MUTTON MD.LMB AND POULTRY A. Observations (a) Cattle breeding stock have been shipped under Canada's international aid programme. (b) Hog quality premiums and lamb quality premiums have been paid under a programme designed to enoourage high quality production. However, these programmes were discontinued on 31 December. (c) Export subsidy for broiler chicken. Order in Council P.C of 8 February 1971 authorized the Agricultural Products Board to purchase up to 3 million pounds of broilers and broiler parts for shipment to approved destinations. The Agricultural Products Board was established under authority of the Emergency Powers Act by Order in Council P.C of 31 July 1951, to administer contracts with other countries to buy or sell, agricultural products, and to carry out other commodity operations as considered necessary. The Board was reestablished under the Agricultural Products Board Act in The Board was authorized to purchase these broilers and broiler parts at a price not exceeding 30 cents per pound for broilers, with an appropriate differential for parts, and to sell the product for shipment to approved destinations at a price not less than 16 cents per pound with an appropriate differential for parts. All of these purchases were made in the province of Quebec to help alleviate a severe supply/demand imbalance. The total loss to the Board was 1398,965 including 1,290 which was paid after 31 March The loss incurred by the Agricultural Products Board in the purchase and resale of broilers and broiler parts averaged 13.3 cents per pound. (b) Most of dairy products, with the major exception of those to the United States, have been subsidized through a system of "holdbacks" from the direct deficiency which are paid to producers of milk used for manufacturing. (c) Noncommercial transactions reflect food aid shipments made under Canada's bilateral food aid programmes or as part of Canada's contribution to the World Food Programme. Reference; 1/365 5/Add.17

Observations (a) Data is reported on a crop year basis (l August to 31 July) with the exception of noncommercial transactions which are reported on a fiscal year basis (l April to 31 March). (b) Mediumterm credit sales are reported under the heading of indirect. Mediumterm indicates credit sales under which the buyer has a period of three years or less within which to repay his debt. Prior to October, such sales were either insured under Section 27 of the Export Development Corporation Act or they were contracted under special credit guarantees extended by the Government of Canada. The responsibility for administering all new sales of Prairie grains under mediumterm credit was transferred to the Canadian Wheat Board in October. (c) Longterm credit sales are reported together with foodaid shipments under the heading of noncommercial transactions. Longterm credit sales involve repayment periods in excess of three years and are insured by the Government of Canada through the Export Development Corporation. Reference; L/3655/Add.l7
