2 THE BLUE GROWTH STRATEGY Key components: development of sectors with high potential for sustainable growth and jobs; instruments of maritime policies that provide knowledge, appropriate legal bases and comprehensive controls; regional strategies with area-adapted measures that arise with the participation of countries and regions

4 METHOD OF WORK WITHIN THE BLUE GROWTH PILLAR 1. Coordination of the pillar by Montenegro and Greece; 2. Representatives from all eight countries (one or more) participate in the pillar/croatia, Greece, Italy, Slovenia (EU); Albania, Bosnia and Herzegovina, Montenegro and Serbia; 3. Meetings are organized up to 2x annually; otherwise communication via ; 4. Main topics in the past: determining the pillar's priorities; design criteria for project evaluation; project prioritization with the award of the EUSAIR label; coordination with other pillars of priorities and projects

8 BLUE GROWTH Guiding principles for the identification (labelling) of projects General criterion 1: Address priorities and well-substantiated needs expressed by countries, regions and stakeholders or Commission services and be widely supported. General criterion 2. Demonstrate a transnational, if not a macro-regional, scope or impact General criterion 3. Be realistic and credible General criterion 4. Build on existing initiatives and have reached a fair degree of maturity (not compulsory)

10 BLUE GROWTH fisheries and aquaculture The Thematic Steering Group Blue Growth has identified the following priorities in the field of fisheries and aquaculture: 1. Scientific cooperation on fisheries and fishery resources; 2. Diversification and profitability of fisheries and aquaculture; 3. The platform of the research and development of the seafood

11 BLUE GROWTH fisheries and aquaculture The work done in the area of fisheries and aquaculture within the EUASIR TSG 1: 1. Detection of stakeholder interest in projects in the aforementioned areas - providing assistance in the organization of meetings; - providing assistance in finding partners for the project; - cooperation in acquiring EUSAIR project labels at the thematic steering group meetings 2. Participation in the allocation of funds from the European Maritime and Fisheries Fund for the purposes of fisheries and aquaculture development

12 3. BLUE GROWTH fisheries and aquaculture The European Maritime and Fisheries Fund (EMFF) will be able to cofinance projects under the measure INNOVATION IN AQUACULTURE aimed at: 1. Developing technical, scientific or organizational knowledge in aquaculture facilities, which in particular reduces environmental impact and reduces dependence on fishmeal and fish oil, promotes the sustainable exploitation of resources in aquaculture, contributes to the welfare of animals or facilitates new sustainable production methods; 2. developing or introducing new types of aquaculture with good market potential, new or significantly improved products, new or improved processes and new or improved management systems and organizational systems; or 3. study the technical or economic feasibility of innovative products or processes. * The condition for co-financing is cooperation between aquaculture operators and research organizations. * One of the criteria is whether the project has an Adriatic-Ionian label.

BLUE GROWTH fisheries and aquaculture It is very hard to include EMFF into the financing of the major macroregional project Reasons: complications in submission of the project proposal as a whole (public tender of the EMFF may or may not match in time with other public calls; plus there is no guarantee that the proposer will be selected) lack of knowledge on how to combine funds for one major macroregional project from the administrative side of EMFF other A big challenge for the future for everybody is how to incorporate macroregional concept into Structural and Investment Funds all over the region.

14 BLUE GROWTH & HEALTH The role of the Ministry of Health: - inclusion of health topics in EUSAIR documents and projects, - promoting of the preparation of projects which includes health topics, - support in finding partners, - support of projects in the Thematic Working Group meetings. Conclusion of the workshop in Izola, September 23, 2016: Long-term integrated (between pillars) development vision of the Adriatic and Ionian Sea: Health is a horizontal priority - connecting different sectors and policies.

15 MATRIX CROSSING 4 PILLARS - Developed by the TSG3 environment - Very useful and important planning tool for reaching the balance between pillars/activities and for striving towards the common goal which is: healthy sea, good status of fish stocks and healthy people.

16 Indicative targets Pillar3/Pillar 1 (from the Action Plan) % increase in R&D&I investment in blue technology domain by Multiannual fisheries management plans for the stocks adopted and implemented at sea basin level Number of joint marketing initiatives aiming at establishing an AI brand for seafood products Creation of a shared system of major macro-regional DBs (i.e. AI Cloud) % of the water under national jurisdiction and 100% of coast lines covered by MSP & ICM and their implementing mechanisms fully in place 3.1a - Establishment of a common infrastructure platform with participation of all countries for data collection, research, laboratory analysis by end a - 10% surface coverage of Adriatic and Ionian Seas by Marine Protected areas Verify sustainability of blue technology activities Analysis required: foresee special zoning and/or regulation. Aquaculture farms could work as recolonization areas for other species. 3.1a - Adoption of MSP and ICM strategies by EU Member State by 2017 and for coastal candidate & potential candidate by 2018 Verify sustainability of blue technology activities Verify the coherence among fishery and ICM/MSP strategies 3.1a - Achieving Good Ecological Status of the AI Seas by a - Enhancement of a marine NATURA 2000 network and a coherent & representative network of MPAs under MSFD by 2020 Verify sustainability of blue technology activities Verify sustainability of blue technology activities Verify the coherence among fishery plans and GES targets Commercial fishing (esp. trawling & dredge) impact negatively on ecosystems: analysis required. Aquaculture farms could work as recolonization areas for other species: analysis required. 3.1b - Reduction of marine litter in line with MSFD and7th Environment Action Programme targets by 2020 Verify sustainability of blue technology activities Include in Fishery Plans specific measures to: reduce littering, enhance recycle/reuse practices, enhance use of new materials 3.1b - Reduction of anthropogenic nutrient flows to the AI seas to ensure that by 2021 eutrophication is minimised Eutrophication has a strongly negative impact on fisheries 3.1b - Joint contingency plan for oil spills and other large scale pollution events adopted by 2016 and measures to enable joint and coordinated emergency response implemented by 2020 Blue technologies could help to find solutions against pollution Take into consideration Fishery impacts on risk management but also the possible contribution of fishermen to monitoring activities Establishment of transnational management plans for all terrestrial eco-regions, shared by two or more participating countries Take into consideration land/sea interface Enhancement of NATURA 2000 and Emerald networks in the Region Take into consideration land/sea interface

17 COOPERATION IN THE REGION TO ACHIEVE PRECONDITIONS FOR BLUE GROWTH - Healthy waters are pre-condition for cultivation of marine organisms in the sea - However no country is able to achieve it by itself (there is a strong need for cooperation between countries) - Slovenia did enormous contribution to better ecosystem conditions in the Adriatic Sea: cleaning devices on Soča river, decommissioning of a large amount of Slovenian fishing fleet etc. - There is a big challenge why - fish funds in the Adriatic Sea are still overfished and why a lot of fish funds which in the past were present in the North Adriatic are nowadays not there (tuna for example)

18 - Marine Spatial Planning is very important tool and an opportunity to reach for common goals COOPERATION IN THE REGION IS NEEDED - Matrix could be the tool for maritime spatial planning - We need to establish the corridors which would enable transitability for fish stocks - Matrix (point 1.2): Multiannual fisheries management plans for the stocks adopted and implemented at sea basin level should be considered within the recommendations from General Fisheries Committee for Mediterranean (GFCM) - The work of the GFCM should be incorporated: Mid-term strategy ( ) towards the sustainability of Mediterranean and Black Sea Fisheries (Target 1: Reverse the declining trend of fish stocks through strengthened scientific advise in support of management; Target 4: Minimize and mitigate unwanted interactions between fisheries and marine ecosystems and environment)

19 Current emphasis of the TSG 1 work (last meeting took place in Athens,7&8 May 2018): - We are in the expectation of the Stakeholder s Platform, which is running late (it will provide transparency for labelling, even though the number of proposals will be quite high, as soon as the platform is operational) - The Facility Point Plus tool is available to support the projects development ( EUR for financing of cross-pillar project development ideas) - The BlueMED Initiative a representative from Pillar 1 was nominated to act as liaison between the EUSAIR and the Initiative - A detailed presentation of projects by each country representative took place (summing up to five proposals by Italy and one proposal each by B&H, Greece and Slovenia for MFM project funding possibilities are Adrion 2nd call and Horizon); received a letter of recommendation from TSG1 - The FP Lead Partner organised a capacity building event on EUSAIR, designed and prepared for National Coordinators (Kobarid, March 2018) the pillar representatives participated

20 BLUE GROWTH future plans PROMOTING INNOVATIVE MARINE AND MARITIME GROWTH Key projected activities will continue to focus on collecting conceptual proposals for preparing projects that can be submitted for evaluation at TSG1 in 2018 and At TSG meetings, our efforts will be focused on the labelling process. From Slovenia perspective of especially important will be Slovenian projects and projects proposed from other states which are interesting and positive for Slovenia or entire region.

21 Heritage for Health: Mussels for Muscles H4H2M4M INTERREG Adriatic-Ionian ADRION WP Quality Standardisation of Aquacultured Shellfish To validate and ensure that aquacultured shellfish are safe, sustainable and of high nutritional quality A cross-border platform of marine food production entrepreneurs, marine biology and safety surveillance organisations, will exchange industry knowledge on good production practice, innovative techniques, and contaminant detection and promote exchange of solutions for local production problems and new forms of environment-friendly sustainable culturing, WP Evidence-based Health and Sports Studies, the detailed biochemical composition of the aquacultured shellfish and the health of the cultured organism will be investigated. The latter to mark the health of the organism due to effects of pollutants in the neighbouring environment and its ecological quality. Evaluated will be macroregional certification and branding possibilities.

22 Heritage for Health: Mussels for Muscles H4H2M4M INTERREG Adriatic-Ionian ADRION WP Evidence-based Health and Sports Studies To provide evidence that the consumption of aquacultured shellfish as a food, benefits health and sports performance Elaborate on the general assumption that the consumption of marine fish has health benefits, by starting evidence-based population studies and executing randomized controlled trials that investigate whether consumption of aquacultured shellfish in combination with a physical active lifestyle would result in benefits for both health and sports performance. Interrelated to this, is the knowledge on the lifestyle characteristics of the general population, because this is a prerequisite essential to have established, before carrying out effective strategies for awareness changes. Hence, the project redefines Mediterranean Lifestyle.

23 Heritage for Health: Mussels for Muscles H4H2M4M INTERREG Adriatic-Ionian ADRION WP Mediterranean Lifestyle-based Tourism Strategies To implement Mediterranean Lifestyle-based tourism To valorize the redefined Mediterranean Lifestyle as a natural and cultural heritage package that includes Mediterranean Diet, consumption of local marine foods, including aquacultured shellfish, and regular physical activity. Thus, re-appreciation of the natural environment and the products and services provided and enabled therein. Key is the transfer of the obtained knowledge to, and educating different targeted populations on the benefits of the lifestyle package. Implementation of Mediterranian Lifastyle as a strategy in cultural, health and sports tourism.

25 Preserving natural and cultural heritage by capitalizing health Heritage for Health : Mussels for Muscles H4H2M4M AIMS of project submitted to INTERREG Adriatic-Ionian ADRION To enhance the public's awareness that shellfish grown for human consumption in marine aquacultures, are a food source of safe and high nutritional quality. To preserve and capitalize the natural environment and cultural heritage aspects of a newly defined Mediterranean Lifestyle. Emphasis on the marine aquaculture sector. Where Mediterranien Lifestyle comprises the Mediterranean Diet including aquacultured shellfish, combined with regular outdoors physical activity: a specific Adriatic-Ionian cultural heritage package. Laboratories of safety diagnostics, marine, and kinesiology research, tourist organisations, together with aquaculture production enterprises, will collect data to feed into a public promotion campaign of scientific substantiation, to spread and promote the benefits and added values of shellfish consumption, thus using a direct dissemination of research and development output to raise public awareness for these novel assets of cultural heritage.
