2 The Project Development bjective is to increse smllholder griculturl production nd mrketing in the project res. C. Project Description 1.The Smllholder Agriculture Development nd Commerciliztion Project (SADCP, lso known s MSAP II in Angol) intends to scle-up ctivities being implemented under the ongoing Mrket riented Smllholder Agriculture Project (MSAP) nd will lso finnce criticl new ctivities, s per government's medium nd long-term griculture progrms. The implementtion of the new project is expected to strt on April 1, The project re is expected to cover 80 communes, which re prt of 26 municiplities in three Provinces of Bi6, Humbo nd Mlnje. The project is expected to benefit 175,000 smllholder frmers s direct beneficiries. The key outcome indictors, tht will be used to mesure the performnce t the end of the five yer project period, re: (i) incresed verge crop yields; (ii) incresed crop production; nd (iii) incresed proportion of crop production tht is mrketed. The detils for the results nd performnce indictors re provided in Annex 1 nd the detiled project description is provided in Annex The project strtegy is to enble smllholders in the project res to increse griculture productivity nd competitiveness to benefit from incresed commerciliztion nd mrket ccess. Producing for expnding food mrkets in the urbn res s well s supplying rw mteril to the emerging supply chins nd gro-bsed business enterprises will fcilitte the integrtion of the rurl economy in the overll economy of Angol. This will lso fcilitte reduction in rurl poverty tht is bout 58 percent t present s compred to 37 percent overll. The proposed project is designed to ddress two criticl constrints to griculturl development in Angol. First, it is designed to increse griculture nd institutionl cpcity through trining progrms, both ntionlly nd in the project res. Second, it is designed to increse criticl investment in irrigtion, production nd vlue chin since the griculturl sector ws destroyed nd significntly de-cpitlized during the civil wr. 4. The project will be implemented over period of five yers from April 2016 through June 30, The totl project cost is estimted to be US$ 95 million, of which US$20 million will be the in-kind nd csh contributions by the Government of Angol nd US$5 million equivlent will be in-kind nd/or csh contributions by the project beneficiries. A $70 million IBRD lon will constitute the reminder of the totl project cost. 5. The trget beneficiries (175,000) re smllholder frmers cultivting, on verge, 1-2 hectres of croplnd. About 25,000 beneficiries of the trget group (bout 14 percent) re expected to hve received initil trining from MSAP nd will be trgeted under this project to further improve their orgniztion structures. In ddition, they will benefit from trgeted interventions to further improve their specific technicl skills nd production investments to increse productivity, production nd mrkets links, through contrct frming or out-growers schemes. The remining bout 150,000 smllholders, will be new beneficiries tht re currently producing t subsistence level with high level of poverty nd food insecurity, but with potentil for incresing productivity, production nd mrketing. 6. The proposed project hs been designed to be climte smrt, gender nd jobs responsive nd nutrition sensitive. Climte smrt, refers to set of griculturl technologies nd prctices tht will be promoted by the Project to reduce the vulnerbility of frming systems to climte chnge (e.g. incresing tempertures, more errtic rinfll) while t the sme time reducing greenhouse gs

3 emissions from griculture. Most of the technologies nd prctices involved hve been round for long time, e.g. irrigtion, soil conservtion nd orgnic mtter enhncement, mesures to improve wter infiltrtion, use of environmentlly-friendly gro-chemicls nd fster-mturing, droughtresistnt crop vrieties. Relted to gender, first, the project will increse women frmers' production cpcity nd mrket ccess through FFS trining, where the im is tht t lest 33 % of prticipnts re women. Trining will include issues tht re of prticulr relevnce to women such s litercy trining nd trining in nutrition eduction Second, the vlue chin nlysis will include ssessment of the roles of women nd men in different prts of the vlue chin to be ble to design ctions tht benefit both women nd men eqully. Third, griculture investment s well s reserch component will include investments nd crops prioritized by women. The project will lso hve positive impct on employment nd job cretion in the rurl res by contributing to incresed griculturl production, mrketing, gri-business nd vlue ddition s well s incresed demnd for griculturl inputs nd services. Finlly, since the project will promote the production of food crops, bens nd vegetbles, it is likely to hve positive impct on the food security s well s humn nutrition of rurl households. 7. The project is consistent with the griculture development progrms in the country, s described in the Medium-Term Agriculturl Development Pln of Angol While brodly similr to the originl MSAP project, the new project differs in the following importnt spects. First, it is lrger in scope in terms of bsolute funding nd number of beneficiries. Second, it includes sub-component to support the development of smll-scle irrigted griculture. Third, in ddition to food crops (mize, cssv, bens nd Irish pottoes), it will emphsize the production of high vlue crops, prticulrly vegetble crops. Fourth, it will further strengthen commerciliztion of griculture, including mrket linkges nd contrct frming.. The proposed project hs three components: Component 1- Cpcity Building nd Institutionl Development; Component 2- Support for Incresed Production nd Commerciliztion; nd Component 3- Project Mngement, Monitoring nd Evlution. Component 1. Cpcity Building nd Institutionl Development (US$ 23 million IBRD nd US$20 million equivlent Government) 8. The objective of this component is to strengthen the technicl, institutionl, mngeril nd mrketing skills of 150,000 beneficiries; of which 25,000 qulified beneficiries re expected to receive investment support under Component 2 fter grdution. All frmers seeking support under this project must first orgnize themselves into frmer orgniztions (groups, ssocitions or coopertives). As prt of this process, the cpcity will lso be strengthened for government griculturl extension specilists, griculturl reserch institutions, privte griculturl service providers nd NGs relted to different spects of griculture, including vlue chin. The expected results re: (i) smllholder frmer orgniztions estblished nd strengthened; (ii) technicl nd mngeril competence of smllholder frmers improved; nd (iii) government cpcity to support smllholder griculturl production nd commerciliztion in the project re enhnced. This component entils the following three sub-components. 28. This component would focus on strengthening ntionl, provincil nd municipl institutions, develop technicl cpcity nd introduce prticiptory processes to ccelerte the decentrlized griculturl development. This component will lso im to strengthen the technicl nd mngeril skills of prticipnts nd institutions involved in griculturl production nd mrketing in the project res. This component entils the following four sub-components:

Formtion nd strengthening of Frmers' ssocitions, which would include orgniztionl nd mngeril cpcities, nd technicl skills relted to modem griculturl technologies nd gronomic prctices, griculturl production, mrketing, investment nd entrepreneurship. Trining of vulnerble groups (e.g. femle-heded households) will be given specil ttention. This will lso include trining of frmers through frmers' field schools (FFSs), s is being done under MSAP. b. Institutionl strengthening of locl, provincil nd ntionl units of the Ministry of griculture (MINAG) to ensure tht these institutions cn better ply their respective roles in the sector. This sub-component would include support for strengthening institutionl cpcity in griculturl extension services (including linkge with reserch), griculturl reserch service, smll scle irrigtion, griculturl mrketing nd griculturl sttistics. In ddition, the cpcity of MINAG stff will be enhnced to prepre nd implement pproprite griculturl progrms nd policies. There will lso be support for strengthening mrket informtion systems, linked to frmers' nd trders ssocitions. Finlly, the project will lso support linkges with reserch progrms relevnt to griculture tht re being undertken by the Ministry of Science nd Technology. c. To strengthen griculturl reserch cpcity nd globl knowledge bout the ltest technologies relted to selected crops relevnt to Angol, support to specific griculturl reserch will lso be provided. Possible collbortion with both the Interntionl Institute for Tropicl Agriculture (IITA) nd the Brzilin Corportion of Agriculturl Reserch (EMBRAPA) will be developed/further strengthened to ddress griculturl reserch nd disese mngement issues tht re criticl for existing (cssv, mize nd bens) nd emerging crops (soyben) in Angol. As prt of the CGIAR, IITA is responsible for crrying out reserch relted to cssv, mize nd bens in Afric. EMBRAPA hs been working closely with Angol in building griculturl reserch cpcity, including breeding for disese nd pest resistnce, in the context of integrted disese nd pest mngement. o Component 2. Support for Incresed Production nd Commerciliztion (US$37 million IBRD nd US$ 5 million equivlent Beneficiries) 9. The objective of this component is to provide demnd bsed mtching investment grnts to smllholder orgniztions to improve productivity, production nd mrket ccess for 50,000 eligible beneficiries. The beneficiries for investment support will be selected from the beneficiries who hve been trined through FFS under MSAP, SADCP or ny other pproprite trining progrm. This component would support three kinds of investments, including: (i) support for the rehbilittion nd/or development of smll scle irrigtion schemes; (ii) support for griculturl production nd productivity improvements; nd (iii) support for investment in vlue ddition, including storge, processing nd mrketing fcilities. 10. This component would provide demnd-bsed investment support to frmer orgniztions in need to rehbilitte/develop irrigtion schemes, increse griculturl productivity nd production or engge in griculturl vlue chin ctivities. This support would be provided by n experienced nd competent Service Provider to be hired by the project. Eligibility criteri for investment support my vry ccording to the type of support required, s described in Annex 2 of the Project Apprisl Document, but eligibility for ech subsequent investment would be contingent on stisfctory performnce in the previous investment support phse, if ny. 11. The support for vlue chin will finnce complementry set of investments tht will trget more mture frmer orgniztions to promote greter commerciliztion. Eligible beneficiries for

5 the vlue chin support will include smllholder frmer orgniztions tht hve proven cpcities for mrket-oriented production nd/or vlue chin ctivities. Therefore, the investment component will, in the first yer, consider proposls from frmer orgniztions tht received trining under MSAP or from other similr cpcity strengthening efforts. 12. The smllholder frmer beneficiries will be required to mke smll contribution (in-kind or in-csh) to the mtching grnts funded by the project. To stimulte ownership of the sub-project grnts by frmer orgniztions nd to ensure their commitment, the cost-shring requirement will be set between percent depending of the type of investment. The pprovl process for the subproject proposls seeking investment support will be s follows: (i) Project Implementtion Support Committee (PISC) will pprove sub-projects between US $50,000 nd US$100,000. The first five proposls in ech ctegory will require prior review nd clernce by the Bnk; nd (ii) Provincil Project Implementtion Support Committee (PPISC) will pprove sub-projects up to US$50,000, with the first two proposls in ech ctegory to be clered by the Bnk. o 13. The PISC nd PPISC will hve representtives of NGs/CBs nd the privte sector in order to ensure tht there is full trnsprency in the selection process for the sub-project proposls Sub-project proposls from frmer orgniztions will be evluted by specil Project Committee ginst competitive selection criteri, s outlined in Annex 2. A full set of criteri nd procedures will lso be outlined in the Project pertions Mnul. Frmer orgniztion with poor performnce record under MSAP will not be eligible for ny new investment support under SADCP. However, every effort will be mde to rech diverse nd lrge number of qulified frmer orgniztions under SADCP. In other words, selection of frmer orgniztion for investment support will focus on both equity nd efficiency criteri. This component will be divided into two sub-components: Subcomponent 2.1 will del with providing technicl support wheres sub-component 2.2 will del with providing investment support to potentil qulified frmer orgniztions nd enterprises. Provision of Technicl Support (US$7 million IBRD). 14. The implementtion modlities for providing technicl support includes contrcting of n experienced nd competent Service Provider to undertke initil fesibility work for investment support, to undertke pre-identifiction nd community mobiliztion (including the estblishment of wter user ssocitions) work, to prepre designs for the smll scle irrigtion schemes, to help prepre ll the sub-project proposls for investment support, to ensure the environmentl nd socil sustinbility for the proposed sub-project proposls (in ccordnce with the World Bnk's sfegurd policies), nd to monitor the performnce nd supervise implementtion of ll the sub-projects under investment support. The service provider will lso ensure tht improved technologies nd skills re vilble to smllholder frmer orgniztions nd their members such tht the sub-project proposls re economiclly, finncilly, socilly nd environmentlly vible nd sustinble. 15. The Service Provider will lso strengthen the cpcity of NGs nd locl griculturl service providers in three res: (i) the cpcity of selected NGs will be strengthened to help frmer orgniztions to prepre sub-project proposls for seeking competitive funding under Component 2; (ii) the cpcity of privte griculturl service providers will be strengthened in developing systems to supply criticl griculturl inputs nd services to smllholder frmers; nd (iii) the cpcity of privte enterprises will be strengthened in griculturl mrketing, post-hrvest mngement, specific

6 vlue chins nd processing so tht smllholder orgniztions hve n esy ccess to mrkets for selling their surplus produce. 16. Specific cpcity development ctivities in ech of the three provinces will include: () trining for NGs in how to prepre investment proposls for sub-projects for funding under the project s well s support for mngeril nd business cpcities of new nd existing gri-business entrepreneurs; (b) informtion wreness rising sessions with input suppliers nd griculturl production service providers; nd (c) support to service providers on how to undertke mrket ssessments nd studies or business pln development. Linking frmer orgniztion with potentil buyers of vegetbles nd other crops will be extremely importnt to fcilitte mrket linkges nd mrketing by the smllholder frmers. In this context, frmers nd frmer orgniztions need to know the qulity, pckging stndrds nd requirements s well s the criticl mrket timings of potentil buyers (e.g. sle of vegetbles to super mrkets through contrct frming rrngement) so tht they re ble to ccess this potentil mrket. 17. In coordintion with PIU, PPIU nd ADI, the Service Provider will orgnize t lest three seminrs per province per yer, to cover the following trget udiences: NGs, privte sector service providers, nd privte sector vlue chin ctors. These seminrs would rise wreness, provide trining for the NGs nd CBs interested in helping frmers' orgniztions to prepre investment proposls, nd for smll, medium nd micro gri-business enterprises to strengthen their mngeril nd business cpcities. As fr s the eligibility nd selection of NGs nd privte griculturl services providers for trining re concerned, preference will be given to those who hve the relevnt experience, skills, nd mndte to work with locl communities nd smllholder frmers nd frmer orgniztions. Provision of Investment Support (US$30 million IBRD nd US$5 million equivlent by Beneficiries). 18. The investment support will be provided for those innovtive sub-projects tht hve been selected competitively nd del with irrigtion, production or vlue chin individully or in cler nd fully justified pckge of investments for irrigtion, production or vlue chin. Further detils, eligibility criteri nd eligible expenditures in ech of the ctegory re provided in Annex 2 of the Project Apprisl Document. While the menu of investment options will be flexible, the eligibility criteri will be strictly followed. Investment will be [provided for Irrigtion system nd support infrstructure, Investments in griculturl production nd investment in griculturl storge, processing, mrketing infrstructure nd vlue Chin. () Investment in Irrigtion System nd Support Infrstructure 30. This sub-component will del with the rehbilittion of existing nd the development of new smll scle irrigtion systems. The Centrl Highlnds, prticulrly comprising lrge prts of the provinces of Mlnje, Humbo nd Bie, hve excellent conditions nd wter resources for development of smll scle irrigted griculture. Productive soils nd wter resources re bundnt. Topogrphicl conditions mke it possible to develop irrigtion by grvity. Grvity irrigtion is prticulrly fvorble for the development of smll scle irrigted griculture for smllholders. Some smllholder communities hve lredy creted nd mnged grvity irrigtion schemes. With their own resources (minly lbor nd locl mterils) they derive wter from smll strems by (temporry) weirs to network of unlined erthen cnls for irrigtion. The mngement nd opertion of these systems requires limited finncil resources (the scrcest resources of

7 o smllholders). However, the efficiency nd productivity of these systems will be improved by simple nd cost-effective mesures such s the construction of permnent weirs, the tubing nd lining of cnl stretches with infiltrtion losses, construction of culverts to cross rods nd (nturl) dringe strems etc. (b) Investment in Agriculturl Production 31. This sub-component will support investments in frm ssets. In order to ccess mtching grnts for investment sub-projects, frmer ssocitions hve to submit project proposls. This subcomponent will ssist eligible prticipnts in the preprtion of detiled proposls tht will llow n informed decision bout their fesibility from technicl, economic, finncil, socil nd environmentl perspectives. The potentil funding proposls (list will be finlized during preprtion) will consider deling with ny ctivity tht will increse crop productivity nd production. Few exmples re drft nimls, simple tools nd griculturl equipment, soil fertility/ qulity improvement, soil conservtion, seeds of improved crop vrieties, fertilizers nd integrted pest nd disese mngement. In ddition, mtching grnts will lso be provided to individul enterprises in the rurl res tht will provide criticl griculturl services to smllholders in the project res. 32. A review nd evlution of existing schemes will be crried out s prt of the project preprtion to help determine wht kind of support might be needed nd pproprite. This ssessment will lso include on-going experiences nd scope for the provision of rurl finncil services in Angol tht re currently being provided by locl nd interntionl NGs. The min gol of this component is sustinble increse in griculturl production for the smllholders. (c) Support for Vlue Addition nd Mrketing Infrstructure 33. This sub-component will support investments relted to mrket linkges nd commerciliztion, including vlue ddition, post-hrvest mngement nd mrketing ctivities for key crops nd horticulture. The criticl issues tht need to be ddressed re pckging, storge, smll-scle processing, nd mrketing infrstructure nd even contrct frming. The min focus will be on vlue ddition, reduction of post-hrvest losses nd mrket linkges. All sub-projects requesting finncing under this sub-component will prepre project proposl nd business pln tht will go through complete pprisl process to determine the economic fesibility nd sustinbility. Specific list of sub-projects tht will be supported under this sub-component will be identified during preprtion of the proposed project. Component 3: Project Mngement, Monitoring nd Evlution (US$10 million) 35. This component dels with coordintion nd monitoring nd implementtion of the project nd consists of two sub-components:. Project Mngement: The purpose of this sub-component is to ensure tht the project is implemented correctly, on time nd in ccordnce with the Lon Agreement. This would be the responsibility of Project Coordintor nd smll tem of experts locted t the ntionl, nd provincil or municipl levels. The finl rrngements for project mngement will incorporte the lessons lerned under MSAP. b. Project Monitoring nd Evlution:

8 U The monitoring nd evlution (M&E) system will be estblished tht will be responsible for collecting nd processing pproprite informtion to verify the output, effect nd eventully the impct of project ctivities over time. Bseline informtion will lso be collected t the beginning of the project. D. Project loction nd slient physicl chrcteristics relevnt to the sfegurd nlysis (if known) The Cpcity Building Component (component 1) will hve ntionl coverge in some spects, but the investment component (Component 2) will be implemented in three Provinces of Bi6, Humbo nd Mlnje, covering n re of 80 communes in 26 municiplities. E. Borrowers Institutionl Cpcity for Sfegurd Policies Though the client hs gined some good experience in implementing the ongoing MSAP the institutionl cpcity on opertionl environmentl nd socil sfegurds policies s well s ntionl environmentl regultions is still wek, especilly t the locl level. Substntil trining nd cpcity building will be required. Under the ongoing, MSAP (P093699) there ws no dedicted Environmentl nd Socil Sfegurds Focl Point (ESFP). The trining ws provided for ll monitoring nd evlution specilists, nd provincil project coordintors. Regulr supervision ws lso provided by consultnts nd Bnk stff bsed in Mputo nd South Afric Country ffices. Bulk of the work consisted in screening sub-project proposls under component 2 before they were considered for funding including monitoring during implementtion. This ws bsed on check list prepred the project sfegurd consultnt for the project tht ws clered by the Bnk. The Environmentl nd socil sfegurds under MSAP is rted Stisfctory. During the implementtion of the proposed opertion, further steps re lredy being considered to strengthen the Government's cpcity, prticulrly through the hiring of four ESFP, one t ntionl level with n overll sfegurds coordintion role nd three for ech of the provinces covered by SADCP. The forementioned ESFP will ensure complince of the proposed project ctivities with relevnt Angol environmentl lws nd regultions nd the World Bnk Sfegurds Policies triggered. They will be responsible for the screening, monitoring nd reporting on sfegurds requirements including providing needful nd timely support for the preprtion of ESIA/ESMP s required. This inititive will be coupled with series of regionl trining workshops to be orgnized for ll ctors involved, such s project coordintion tem t ll levels, beneficiry groups, contrctors nd other relevnt project prtners in the implementtion of socil nd environmentl sfegurds policy upon project effectiveness. The WBG Environmentl nd Socil Sfegurds specilists will trin the tem t ntionl nd provincil/municipl level in close issues relted to protected res, forestry. Additionlly, relevnt uthorities such s the Ministry of Environment nd its ffilites nd will be systemticlly involved throughout the project implementtion process. F. SAFEGUARD PLICIES THAT MIGHT APPLY Sfegurd Policies Triggered? Explntion (ptionl) Environmentl Assessment Yes Under Component 1 of the project there will be some P/BP 4.01 civil works (construction of buildings), nd under

9 Component 2 griculturl production nd posthrvesting sub-projects, rehbilittion of irrigtion schemes, storge fcilities nd lnd delimittion. Some of the diverse impcts could include soil erosion nd wter logging, ltertion of wter flows due to irrigtion schemes, including risks to the humn helth by those hndling pesticides. Detils nd precise loction of these ctivities will not be known until project implementtion. Socil impcts could include loss of lnd during delimittion, resource use such s wter nd helth nd sfety during construction. Consequently the B/BP4.01 is triggered to set forth the bsic principles nd prerogtives to be followed to comply with the sfegurd requirements. Detiled description of the ctivities with their footprints will be known by the Recipient during implementtion. The Recipient will prepre n Environmentl nd Socil Mngement Frmework (ESMF) tht will guide preprtion of ESIA nd EMPs s nd when needed. The ESMF will include n environmentl nd socil screening form (ESSF) for sub-projects to determine nd will guide the preprtion of ESIAs nd ESMP s nd when needed. The ESMF will lso include model ESMP nd set of Environmentl nd Socil Cluses (ESC) for project implementers tht cn be djusted to the specifics of subproject ctivities. The ESMF will be consulted nd disclosed in-country nd t the InfoShop prior to pprisl. Nturl Hbitts P/BP 4.04 No The project will not open new res s it is lrgely imed t intensifiction of griculture on lredy cultivted res to increse production nd productivity. As fr s irrigtion is concerned, ctivities will be limited to rehbilittion of smll scle grvity infrstructure. Forests P/BP 4.36 No The Project is not expected to hve ny direct or indirect impcts on helth nd qulity of forests. The project will not finnce ny chnge in mngement, protection or utiliztion of forests. The ESMF will incorporte screening tools for risks nd impcts on forests nd provisions to exclude ctivities tht would hve dverse impcts on forest nd protected res from finncing through negtive list.
