Objectives and outputs Capacity Building training on EX-Ante Carbon-balance Tool January 2019 Low Carbon Development Project, Ankara, Turkey

Objectives Provide participants full autonomy on the use of EX-ACT to appraise the carbon balance and mitigation impact of the project interventions. The overall objectives of the training are to build the capacity of participants to estimate GHG mitigation on project, programmes and policies Understand the role of AFOLU sectors in GHGs emissions Understand the functionalities of the EX-ACT Tool Use the EX-ACT tool for project design and monitoring & evaluation purposes

Outcomes Ensure autonomy of the participants in using EX-ACT, including the understanding of the technical aspects and logic of the tool, and its application to the projects, programmes and policies; Prepare or review the GHG analysis using EX-ACT tool based on the EX-ACT methodologies and information gathered in the project and with the different experts; and Monitor and/or report the GHG status during the project implementation(exante, monitoring and ex-post). 6 Capacity Building training on EX-Ante Carbon-balance Tool January Low Carbon Development project, Ankara, Turkey World bank and IFIs harmonized approach to project level GHG accounting

International Financial Institution framework for a harmonized approach to GHG accounting Since 2012 International Financial Institutions (IFIs) committed to assess and report GHG emissions of all direct financed investments Commitment to account for the GHG emissions of direct investment projects that they finance Commitment in relevant policies and strategy documents (publicly) IFIs engaged African Development Bank (AfDB), the Agence Française de Développement (AfD), the Asian Development Bank (ADB), the European Bank for Reconstruction and Development (EBRD), the European Investment Bank (EIB), the Global Environment Facility (GEF), the InterAmerican Development Bank (IDB), KFW Development Bank, the Nordic Development Fund (NDF), the Nordic Environment Finance Corporation (NEFCO), the Nordic Investment Bank (NIB), & the World Bank Group (WBG)

Harmonised Approach to GHG Accounting Net emissions compared to baseline scenario Reference scenario may be either a without project scenario or an alternative scenario Reporting At a minimum, each IFI shall report annually on the aggregate net GHG emissions for screened-in mitigation projects, estimated to arise from the previous year s approved or signed investments
