(Sectoral Planning Section) Head of Food Strategy Unit (Sectoral Planning) responsible for preparation of food crop strategies, programmes and food policy analysis th June 2001 Project Coordinator, Agricultural Sectoral Management Project (World Bank Funded Project). The main objective of the project was to strengthen institutional capacity to formulate and implement Government Agricultural Development Policies, Strategies and Programs. Specifically the project focused on:- The rationalization and strengthening of Government functions in the agricultural sector. The formulation and implementation of agricultural policies. The improvement of the agricultural information systems and services required to facilitate an effective functioning of the government and the private sectors in a market oriented economy. As a Project Coordinator I was responsible for:- Supervision of the day to day activities of the project and project s staff. Reviewing and ensuring that annual work plans and budgets, proposed by the component managers were consolidated and presented for approval by Inter- Ministerial Steering Committee and the World Bank. Ensuring that quarterly progress reports including expenditure statements were prepared and submitted to the Inter-Ministerial Steering committee and the world Bank. 2

Ensuring timely release of project s funds for each component. Expediting timely procurement of equipment supplies and services for the project. Arranging annual audits of expenditures of each component and the project as a whole (viii) Participating in technical discussions of various sector policies and reform issues. At closure date, the project was rated highly satisfactory. July 2001 Dec. 2002: Participated and lead the technical team in the formulation of the Agricultural Sector Development Strategy [ASDP]. Participated in the preparation of Agricultural Sector Development Programme [ASDP]. March October 2007 Director for National Food Security Was responsible for: (iv) Formulation and reviewing policies on food security. Preparation of strategies and programmes on food security. 4 Achievements in that post include: Chaired the thematic working group on food security. Formulation of a draft National Food Security Policy awaiting approval Supervised the formulation of the national Food Security Strategy (Draft document in place). Carried out various Food crop surveys and Vulnerability assessments and provided early warning signals and advise as appropriate. Supervised preparation and dissemination of various technical guidelines for post harvest management services. Main obligation is to assist the Permanent Secretary in the execution of the following main duties and responsibilities:- Initiate and develop policies and strategies for the Agricultural Sector. Consult with and advice Minister for Agriculture and staff. Write memoranda to cabinet. Ensure the Ministerial initiatives are consistent with government priorities. Ensure that the Ministry prepares and implements its vision, mission and strategic plans for delivery of required services. Ensure that defined accountabilities and performance level are set implemented, monitored and evaluated for all levels in the sector. Ensure the establishment of appropriate organization structure, staffing levels, systems procedures and legal framework. Identify key process for the achievement of customer focused results and lead the process of their 4

5 continue improvement. Participates in the Government s standing and ad-hoc committee as a member, chairperson or any other capacity. Over-see and monitor the implementation of policy decisions.
