3 CBMS Network The Network aims to: provide a good information base for policymaking, program design and impact monitoring build and strengthen the capacity of planners and program implementers at the national and local level for more improved and transparency system of resource allocation and governance 3

4 What is CBMS? CBMS intends to fill in the gap for: Diagnosing extent of poverty at the local level Determining the causes of poverty Formulating appropriate policies and program Identifying eligible beneficiaries Assessing impact of policies and programs CBMS is an organized way of collecting household level information at the local level CBMS intends to promote evidence-based decisionmaking 4

5 The Standard CBMS Local government unit (LGU)-based while promoting community participation; It taps existing LGU personnel and community volunteers as monitors; It has a core set of indicators; It involves a census of households; and It establishes databanks at each geopolitical levels. 5

6 The CBMS Initiative CBMS work involves the design, pilot-test and implementation of a methodology for data collection and data processing, validation and utilization of CBMS data Methodology development: pilot-test, expansion and scalingup of CBMS Capacity building: trainings and technical collaboration Use of CBMS data: multidimensional poverty analysis, impact monitoring, local planning, budgeting and governance, MDGs, targeting Dissemination and advocacy: conferences, databases, publications and field/study visits 6

8 CBMS Database The CBMS database has been developed and improved to meet stakeholder s, particularly LGU s, needs for information Manual/computerized encoding and processing Database management, indicator generation and (poverty) mapping 8

9 CBMS Database The CBMS database contains all the information gathered from the data collection. The CBMS database is lodged in the community or local government. The data produced in the CBMS is used for needs identification, design and monitoring of program interventions at all geopolitical levels, research 9

23 CBMS Network Data Repository Work is on-going for the development and maintenance of the CBMS Network data repository which would store poverty indicators generated from CBMS across countries where CBMS is being implemented. The CBMS Network Database will be made available to researchers, poverty analysts, policymakers and program implementers subject to authorization from partner institutions.
