2 A. Write a brief narrative of work accomplished. Compare actual accomplishments to objectives established as indicated in the work plan. When the output can be quantified, a computation of cost per unit is required when useful. The Louisiana Department of Agriculture and Forestry (LDAF) entered into a Cooperative Agreement with the United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ) in 2017 to conduct a visual survey for 13 Citrus Commodity Pests. LDAF is conducted this survey according to survey guidelines set forth by the USDA APHIS PPQ in This Farm Bill funded project executed by LDAF has strengthened its relationships with a state wide network of cooperators that are helping to identify exotic pest threats, determining and implementing the most effective means of preventing, detecting, and responding to new exotic pests. LDAF has also communicated risks and needs to land management personnel, relevant industries and the public. LDAF Agriculture and Environmental Science (AES) inspectors were projected to inspect 30 locations in the Spring / Summer and 30 locations in the Fall with four of our seven districts located in the Southern portion of Louisiana being utilized for this survey. Things were quite busy in 2017 for LDAF and AES inspectors surveyed 167 locations. Inspectors concentrated on inspecting trees in the Spring / Summer inspections at residential and commercial groves and trees and fruit in the Fall inspections at commercial, residential and retail locations. While inspecting the 167 locations inspectors surveyed 6,381 trees and took 82 tissue samples. These samples were submitted to Dr. Singh at Louisiana State University (LSU) for identification of disease symptoms. Dr. Singh reported that 39 samples were diagnosed with Citrus Canker (Xanthomonas axonopodis pv. Citri) which originated from areas inside the current Citrus Canker quarantine and 16 samples were diagnosed with Citrus Greening (Liberibacter spp.). Fifteen of the positive Citrus Greening samples were taken from areas inside the current quarantine and one sample was positive for Citrus Greening (Liberibacter spp.) at the LSU laboratory from a new parish (Jefferson Parish) and was forwarded to the USDA APHIS PPQ laboratory in Beltsville, Maryland for further testing. This sample came back positive thus increasing our quarantine area for Citrus Greening (Liberibacter spp.) to include Jefferson Parish. LDAF also intercepted a positive sample for Citrus Canker (Xanthomonas axonopodis pv. Citri) inside one of our USDA APHIS PPQ approved structures at a production nursery in Plaquemines Parish. Numerous conference calls and meetings with the owner, counterparts in other Agriculture Departments, and USDA APHIS PPQ personnel were conducted after the find. Protocols were put into place and this structure is still under quarantine at this time. LDAF AES inspectors conducted a blitz in Tangipahoa Parish which resulted in 70 inspections out of the 167 total. This blitz was conducted based off of several tips from concerned stakeholders but did not result in any violations. Outreach efforts are continuous throughout the year and with each inspection. LDAF will be partnering with LSU and Dr. Raj Singh in conducting a research project based on finding which satsuma variety is least susceptible to Citrus Canker. This project is set to begin in 2018 and continue for 2 years. 2

Database submissions: All survey data was entered into the NAPIS database at the conclusion of the survey by Brett Laird (SSC, Louisiana). B. If appropriate, explain why objectives were not met. All objectives were exceeded at the conclusion of the survey, inspecting 167 locations. We have made good progress finding 55 positives and visually inspecting 6,381 citrus trees. C. Where appropriate, explain any cost overruns or unobligated funds in excess of $1,000. LDAF incurred cost overruns in the amount of $8,624 for this survey. 4
