3 - 1 - What are we talking about?

4 Need for clear definition In SO FAR European project as well as in our regional network ASTRA, we propose the following definition and limits for social and therapeutic farming: Social and therapeutic farming is an activity of production and valorisation of agricultural products and services, which allows the hosting of people suffering social, mental or psychic difficulties, for social and professional inclusion, and therapeutic accompaying.

7 In France, blossoming of collective initiatives A majority of projects is managed by non for profit organisations A majority of projects concerns social inclusion. They are rather well organised into networks of social inclusion farms: several national and regional networks. Ex: Reseau Cocagne, ESAT. A fewer number of projects in therapeutic farming. They are dispersed. No legal recognition of what is a therapeutic farm. What is legally ruled and funded is: hosting activity, economic/social inclusion

8 Difficulties Limited hosting capacity in relation with the demand Costly investment to launch the activity and adapt the infrastructure to people Lack of professional training for those who wish to host vulnerable people. Would be very useful to propose: - basic social and educational training for farmers, - basic technical training for educators and social workers, Policy fragmentation: social farming depends of health, employment, agriculture, social affairs administrations Lack of recognition of social farming as a specific activity (so no subsidy) and lack of framing rules.

11 Rhône Alpes: a dynamic region for S.F. A provisional inventory done by ASTRA identified some 300 projects (it is a minimum) Social / therapeutic 68 % are social inclusion projects 32 % are therapeutic projects Associative / private 86 % are associative and non for profit projects 14 % are private 100 % of social projects are associative 55% of therapeutic projects are also associative

12 ASTRA: an hybrid network for social innovation 2010: the real first year of ASTRA (after SO FAR EU research project completion), with funding support of the Region, a Foundation and a county, as an outcome of SO FAR EU research project. On the long term, networking should enrol heterogeneous actors - farmers, family associatons, researchers, social workers, medical sector, as they may be all concerned by the development of this social innovation.

13 An experimental network * A mobility plateform is being conceived and tested: to stimulate mobility of users from associative farms to individual farms A resource network * informations in a data base * knowledge * films * website * contacts * etc ASTRA functions A collective learning network * organising training days for sharing practices * tackling issue of double skill: educative and technical * involved in new curriculum A policy network * on short term: trains policy makers on what is social farming * on medium or long term: should modify the policy agenda and contribute to recognition and support to social farming

15 Changing the policy agenda: a long term goal for ASTRA and its partners On short term, regional support for disability issues and sustainable agriculture projects. They support:. ASTRA coordination role.. They support a resource tool which is useful for concerned actors and policy makers; Does it mean that local actors are ready or able to change their policies? NO >> ignorance of what is social farming >> policy fragmentation and multi-level public policy making (from local to European)

16 Facing institutional difficulties How to overpass policy fragmentation? Possible solution: - showing the virtues and efficiency of coordination, of transversality connecting policies and social services, farms, users and health sector How to deal with the different levels of legislation: regional, national, European? Possible solutions: - building networks of regions at EU level to tackle SF policy issues - exploring the best institutional practices in other EU countries which aim at building transversality and coordination

17 How to increase Social farming audience? By supporting innovation and increasing ASTRA usefulness: - providing resources, - experimenting and answering needs, - encouraging collective learning, By showing that SF works and is a sustainable way for agriculture, for inclusion and for health. >> These are conditions for enrolling more partners and develop the collective dynamic around SF. It can only be a slow process.

19 Let s work on a bottom up recognition In a still very centralised country, like France, do we have to wait for a top down decision of recognition, which may come in a very long term or may never come at all? Let s build, step by step, a bottom up de facto recognition There is no curriculum for social farming training: > let s participate in the building of programmes; There is no legal recognition: > let s work on de facto recognition, by citizens and consumers, of a socially responsible agriculture, with logo, terms of references and promotion strategies; There is no yet clear evidence of the benefits: > let s do European research on the impacts of social farming for health, employment, agriculture, territories, public expenses.

20 So... Many of the answers explored in France have been tested and developed in other European regions and countries. Lessons should be learnt of the development process of organic farming in Europe: to avoid mistakes and learn positive lessons. We need research on a lot of topics: probably one of the most urgent is to work on the impacts and benefits at European scale.
