2 Grain economy and marketing Graanekonomie en bemarking Special focus on producers sustainability Spesiale fokus op produsente se volhoubaarheid Highlights 5th Grain SA NAMPO Harvest Day held Congress 216 Announcement of wheat tariff after action by Grain SA Various objectives achieved to move closer to a sustainable wheat industry Effective communication on drought and food security Hoogtepunte 5ste Graan SA NAMPO Oesdag gehou Kongres 216 Afkondiging van koringtarief na optrede deur Graan SA Verskeie doelwitte om nader aan n volhoubare koringindustrie te beweeg, is bereik Doeltreffende kommunikasie oor droogte en voedselsekerheid Industry services The past season held many challenges not only in terms of low production figures and drought, but also with respect to policy and the regulatory platform. The Industry Services Division worked hard to keep producers sustainable at various levels. The drought was a major challenge to the entire agricultural industry and Grain SA served on various platforms and committees to communicate the interests of producers including two submissions directly to parliament. An exceptional challenge in the past season was the negotiations in terms of the wheat import tariff. There were various delays in the announcement of the tariffs. This even led to Grain SA forcing the announcement of the tariff through a court order. The economists and management are constantly negotiating to ensure that essential protection is retained. Another challenge in the past season was to ensure that the great demand for imports in the short-term policy did not result in the grain industry losing its competitiveness and future export markets. The team of economists was also actively involved in negotiations on behalf of our members to ensure that disputes in terms of inputs were resolved and that diesel rebates are fairly paid and managed. The turnaround strategy of the wheat industry is an important strategic focus for Grain SA. Various objectives were achieved to move closer to a sustainable wheat industry. The wheat industry cannot progress if the producers do not possess the most recent technology. To offer support in terms of technological progress, Grain SA, in collaboration with various other role-players, submitted an application for a statutory breeding and technological levy to the National Agricultural Marketing Council. The breeding and technological levy will offer seed companies the opportunity to develop new high-yield cultivars specifically for South African conditions with open-pollinated crops, as well as to make new technology available in the country. The release criteria for wheat cultivars were also removed from the Agricultural Products and Standards Act and that is why new cultivars that are more profitable to the producer can be cultivated. The free-market system can only function optimally if sufficient market information is available to all role-players in the value chain. In addition to the daily market information that the division distributes to all members and the public, the division dealt with requests and negotiations for new market information at various levels.

3 Report, monthly processing figures at provincial level, statutory reporting on import and export contracts, as well as the statutory reporting of oilseed products information that is updated by SAGIS. As far as markets are concerned, the potential of new export markets is a high priority and the potential for sorghum exports was therefore investigated, but also to ensure that established export markets for other crops are retained at a regulatory level and to ensure that our markets for the export of maize remain accessible. The season was characterised by the high volatility and uncertainty of prices at input as well as at output level. The volatility of the exchange rate in particular made decision-making extremely difficult. The division provided the required real-time and reliable market information to producers at every possible level so that they could make the best marketing decisions. Information was therefore provided regularly in market reports, newsletters, additional reports, as well as SA Graan/Grain articles. A large number of the above variables remain of concern to the industry and will receive continued attention despite positive developments and solutions. It remains important to ensure that our producers have effective and reliable information to support them in their purchasing and marketing decisions and to ensure sustainable production. The division has a team of experts who pursue this vision. Grain SA s NAMPO Harvest Day The Harvest Day has grown over the past half century from a small beginning in 1967 to the diversified international agricultural trade expo it is today. This is emphasised by the fact that NAMPO 216 broke more than one record, in spite of tough agricultural conditions. This four-day trade show was attended by a record people, while a total of 685 exhibitors, including more than 6 foreign exhibitors, participated the highest number ever. The top attendance figure exceeded all expectations and positive feedback from exhibitors confirmed that they did good business. Ideal weather undoubtedly contributed to the extremely successful 5th Harvest Day. Compared to the 399 aeroplanes and helicopters that landed at NAMPO Park over the four days two years ago, the number this year stood at 448. The air strip is used by exhibitors, visitor groups, private pilots and agricultural producers. The smooth flow of visitors through the gates in spite of the large attendance figures was remarkable. This was made possible by an electronic access system that was introduced last year and refined further this year. A more even distribution of visitors over the four days also occurred. NAMPO 216 proved again that NAMPO Park s facilities lend themselves to handling a large number of visitors. Positive comments were received on the quality of the exhibits, the good and clean condition of the grounds and toilet facilities and the peaceful atmosphere and positive spirit that prevailed. Over the past half century the NAMPO Harvest Day has developed into a brand that portrays modern agriculture in South Africa accurately: It speaks to the general public as consumers of our agricultural products. It speaks to all producers in our country. It speaks to decision-makers in government circles and the industry. It even speaks to the international arena, which is confirmed by the growing interest from other countries. Agricultural producers did not come to NAMPO just to watch, but also to make discerning purchases. The excitement among guests of Grain SA who attended the Harvest Day for the first time was also a positive experience. 4 in the structures of agriculture-related businesses came to NAMPO to observe the extent and depth of the industry. Their feedback was, without exception, overwhelmingly positive on the image portrayed one of a competitive, technologically advanced industry. Grain SA also used the opportunity during a special event to acknowledge the contribution of exhibitors, volunteers, the agricultural leadership and staff to the NAMPO Harvest Day over the past five decades since Special recognition was given to seven of the eight exhibitors at the 1967 Harvest Day who are still exhibiting today, as well as to seventeen exhibitors who have been exhibiting continuously since 1974 at the current venue. 216s record NAMPO was a wonderful farewell present to Johan Loxton, who has managed NAMPO for the past 2 years. Toit Wessels took over the reins from 1 October 216 under Johan s mentorship. 217s NAMPO Harvest Day will take place from 16 to 19 May. Levy division Commodity Levy We would like to thank members of Grain SA who regularly paid their levies over the past year. The levy income remains the most important source of income to Grain SA. In the 215/216 marketing year the first pressure with the drought conditions was experienced in the interior and in the Swartland in the Cape. However, members can be assured that active attention was given to savings in order to compensate for the smaller income from the commodity levies. Membership of Grain SA The constitution of Grain SA makes provision for commercial as well as study group members. In terms of the Constitution, membership for commercial members is subject to the payment of a commodity levy per ton on all grain produced, with a minimum amount of R1 plus VAT payable for full membership. Study group members currently pay R3 per year (Table 1). New era farmers who produce grain can also become members of Grain SA by paying the same set levies as commercial members. Collection of levy Levies are collected in the following ways: By the collection agents Collection agents are companies to whom grain is delivered. Grain SA concludes contracts with the organisations in which they undertake to collect levies at the first point of delivery with the in die strukture van landbouverwante besighede het by NAMPO die omvang en diepte van die bedryf kom waarneem. Lidmaatskap by Graan SA Graan SA se Grondwet maak voorsiening vir kommersiële lede, sowel as studiegroeplede. Amandel Graan Frans Minnaar Direct transfers Members can also pay their levies directly to Grain SA by way of a cheque, a bank deposit or an electronic transfer. This payment method is particularly suitable where producers market their grain to parties who do not form part of the Grain SA levy structures. Employment of levy The employment of the levy is approved by members only at the annual Congress. The following graph indicates how the levy is employed (Graph 1). Ledestatistieke It is clear that half (51%) the levy is spent on research and development by the industry services department. The second biggest slice (23%) is used to support the executive function, and includes the affiliation fees for other institutions, including for Agri SA.

6 Paid-up Grain SA members Opbetaalde Graan SA-lede Paid-up Opbetaal Non paid-up Nie opbetaal Total members Totale lede At present 5% of the levy that is collected is paid to those Grain SA branches that support the branch structures. Image building, marketing and the collection of the levy account for 17% of the costs. The costs are incurred in promoting the image of Grain SA and agriculture in general. We assure members that the levy is used purely for promoting members interests, and Grain SA feels strongly that the employment of funds should be driven by the members who represent the organisation. Member statistics Grain SA During the Congress year (March 215 to February 216) R14,7 million in levies was collected, which was less than in the previous harvest season. However, in view of the current conditions in agriculture, Grain SA is very grateful for the amount that was collected. The number of commercial members who were paid-up until the end of the 216 Congress year amounted to 2 77, while the total members numbered (see Graph 2). The number of paid-up study group members were 2 581, compared to in the previous year. Grain SA thanks every member for their contribution to an organisation that plays a critical role in the sustainability of grain production in South Africa. Public Relations Grain SA s public relations strategy continued its proactive approach to communication activities on established network- and awareness platforms during the year under review. Innovative and consistent information sharing among members internally and agricultural partners and stakeholders externally, remained key with a strong focus on exposure, engagement, influence, impact and advocacy. Our focus Communicating consistently maximising positive use of social media to build image, connect with producers and role-players. Engaging effectively to actively and consistently interact with members, grain producers, stakeholders, partners, influencers and above all, the media. Demonstrating success proactively executing an overarching communication strategy maintaining message consistency to create a distinctive, enduring reputation for Grain SA. Create understanding with message-driven interactive communication defining Grain SA s value to the communities it serves and to clearly position and differentiate the organisation and the technical skills and capabilities of its employees. Influence behaviour and perceptions to raise the profile of the organisation associating with partners and stakeholders that embodies and align with the philosophy of the organisation ingevorder is, gesien in die lig van die heersende landboutoestande. 9 Media liaison Grain SA utilises various media platforms to reach its target audiences and convey messages regarding the importance of food security and sustainable grain production to the general public. Press releases issued are fully utilised by print, broadcast and electronic media houses. Due to the persistent drought experienced in most of the country s maize producing provinces, the overall published sentiment displays neutral through the reporting period (Graph 3). 4 Talking trends Gesprekstendense 479 Grain SA (Global all) Graan SA Agriculture other (Global all) Landbou ander Throughout the reporting period, Grain SA s media coverage monthon-month indicate the majority of print and broadcast coverage generated during January and February, undoubtedly as a result of the drought, totalling 19% and 13% respectively, and April due to the build-up to NAMPO with 12%. Further, Grain SA s estimated circulation on all print, broadcast and online news platforms accumulated to a combined 1,632 billion over the twelve month period with the majority of coverage generated by Grain SA mentions, followed closely by Grain SA Executives quoted in the media. In comparison to other mainstream agricultural talking trends, Grain SA performed exceptionally well on a month-to-month basis (see Graph 4). In the local press, Grain SA s publication word cloud interestingly contains mainly English keywords for the reporting period (twelve months), indicating that our targeting of especially English media platforms to promote the organisation to other non-traditional target audiences, is succeeding. The aim of the course and subsequent internship was to train the students in the effective use of social media as a medium of earning some extra pocket money in the local communities.
