1 RURAL FINANCE General Useful Resources Organizations and events Rural Finance Learning Center Rural Finance is about providing financial services for people living in rural areas. This Learning Centre aims to assist organisations in developing countries to build their capacity to deliver improved financial services which meet the needs of rural households and businesses. Rural Finance Group The Ohio State University Rural Finance Program is a recognized world leader in the analysis of rural financial markets and other finance and development questions. Consultative Group to Assist the Poorest CGAP is a consortium of 28 public and private development agencies working together to expand access to financial services for the poor in developing countries. Rural Poverty Portal Powered by the International Fund for Agricultural Development (IFAD), the Rural Poverty Portal is a website where rural poor people, policy-makers, donors, research institutes, nongovernmental organizations and other development partners can share information about eradicating rural poverty. FAO- Rural Finance Group The FAO Rural Finance Group is dedicated to promoting improvement in rural financial services in developing and transition countries. World Bank - Rural Development Department (ARD) In collaboration with colleagues in the Sustainable Development Network and across the Bank, ARD works to reduce poverty through sustainable rural development. To this end, ARD provides analytical and advisory services to the Bank's regions on a wide range of agriculture and rural development topics.

2 IFAD Rural Finance Rural finance is considered by IFAD as a vital tool in poverty reduction and rural development. Two thirds of IFAD s current projects have a rural finance intervention. International Conference on Rural Finance Research To begin this debate and reflection we are pleased to announce that the Food and Agriculture Organization (FAO) of the United Nations, the Ford Foundation and the International Fund for Agriculture Development (IFAD) have teamed up to host an International Conference on Rural Finance Research: Moving Results into Policy and Practice at the FAO headquarters in Rome, Italy, from 19 to 21 March General information Financial Services for the Rural Poor CGAP, 2003 The majority of the world s poor live in rural areas. Yet most lack access to the range of financial services they need. Financial services available to them are relatively costly or rigid, whether from formal or informal financial providers or traders and agricultural processors offering input credit. Financial institutions seeking to work in rural areas face numerous constraints, such as poor infrastructure and low education levels. Moreover, the main products of many microfinance institutions short-term working capital loans with frequent expected repayments are not wellsuited to seasonal or longer-term agricultural activities. Financial Access 2009: Measuring Access to Financial Services around the World CGAP, 2009 Financial Access 2009 introduces new data from a survey of financial regulators in 139 countries. It presents indicators of access to savings, credit, and payment services in banks and in regulated nonbank financial institutions reviewing some policy initiatives that support financial inclusion. As the first in an annual series documenting access to financial services around the world, it is intended for a broad audience of policymakers, researchers, practitioners, and multilateral and bilateral investors. Rural Finance and Poverty Alleviation IFPRI, 1998 This report presents information on the credit constraints that poor rural households face, derived from detailed rural household surveys conducted by IFPRI and its collaborators in nine countries of Asia and Africa. It uses this information to make the case for appropriate public intervention in strengthening rural financial markets and draws conclusions about areas where public resources may best be spent. It describes how informal, often indigenous institutional arrangements from savings clubs and lending networks to small retail shops and input dealers have succeeded in tailoring savings, credit, and insurance services to the poor.

3 Rural Finance: Recent Advances and Emerging Lessons, Debates, and Opportunities The Ohio State University, 2005 Twelve key themes covering institutions, products, services, processes and enabling environment are studied in this literature review of rural finance in developing countries. Advances made and emerging lessons are examined for these themes, and the challenges and remaining gaps in knowledge that limit the expansion of the rural finance frontier are identified. Innovative Products and Adaptations for Rural Finance USAID The paper is about innovations in rural finance. It presents financial products and innovations which improve the management of these products. It gives some details on products designed to finance farmers, such as agricultural investment loans or loans against warehouse receipts, and on products geared to serve rural households in general that include adapted micro-enterprise loans, savings and remittances. It explores innovations in processes based on new technologies like credit scoring or the use of handheld computers in loan analysis and design. Rural Finance Innovations -Topics and Case Studies The World Bank, 2005 This study of innovations in agricultural finance seeks to educate policy makers, task managers, and practitioners by highlighting major themes in agricultural finance from around the world and give some examples where these themes are being applied in attempts to extend agricultural finance. Because many of these case studies are in the nascent stages, a full analysis of their success cannot be made at this point in time. The paper attempts to address the outcomes to date, and where the case studies are sufficiently advanced, give an indication of their results. EastAgri Region Challenges of Agricultural and Rural Finance in CEE, NIS and Baltic Countries University of Minnesota, 1997 Initially we explore the attitudes and perceptions of farmers and low farm profitability as potential constraints to rural financial intermediation and investment in agriculture. second we summarize recent changes in agricultural finance and credit conditions in the CEE, NIS and Baltic countries. Third, we consider how banks are adapting to the new farming structures. Fourth, we review the primary modes of government intervention in financial markets.

4 Agricultural Finance and Credit Infrastructure in Transition Economies Focus on South Eastern Europe OECD, 2001 What has been achieved in rural finance and institutional reform during more than a decade of transition and what challenges remain? - What are the special needs of South Eastern European countries to attract agricultural credit and finance to their troubled agro-food sectors? - What should be the role of governments to facilitate the development of sustainable rural finance and credit systems? - How should the banking sector innovate to respond to significant transformations in farm ownership and production structure? - What are the advantages and perspectives of rural credit co-operatives? - What is the role of trade and manufacturer credit? - Can micro-finance be successful in helping to reduce rural credit constraints and stimulate rural development? Technical Assistance for Rural Finance in Central Asia ADB, 2002 The overall goal of the proposed technical assistance (TA) is to promote viable and sustainable rural financial systems in the Central Asian republics (CARs). This goal will be achieved by developing approaches and modalities for efficient intermediation of rural financial resources specifically by (i) diagnosing the current state of rural financial systems, identifying constraints and issues and potential approaches and institutional mechanisms for delivering financial services; (ii) examining approaches through which the banking system can deliver services more effectively, while considering viable, alternative institutional mechanisms that have served well in other countries; and (iii) discussing approaches, modalities and best practices for efficient intermediation in delivering rural financial services at the international, national, and regional levels. Building Inclusive Rural Financial Markets in Central Asia ADB, 2006 This book focuses on rural finance development issues in a set of countries about which little current literature on the subject exists. It also represents an attempt to redress a serious imbalance in the attention paid to rural financial market development that has been created by the overwhelming interest in and emphasis on microfinance during the last 2 decades. The use of Structured Finance instruments in agriculture in Eastern Europe and Central Asia FAO, 2009 The document introduces and illustrates the leading products and innovations in SF in the region. It also strives to analyze the results and make recommendations from the lessons learned in the region and elsewhere. Structured Finance for agriculture has shown promise for wider replication in the Eastern European and Central Asian region, but a lot more research, innovation and improvements in the enabling environment are needed before it can be universally implemented across the region or elsewhere. eb.pdf&refid=68500

5 Rural Finance Gap Analysis in Albania EFSE In order to help market participants better understand the current status of the provision and access to rural finance in Albania, and to draw conclusions on how to ultimately promote the access of agricultural and rural micro and small enterprises in Albania to finance, the EFSE Development Facility conducted an analysis of the gap between supply and demand of financial services in three rural regions of Albania. Rural Credit and Finance Overview in Armenia Like in many transitional countries of Europe and Central Asia (ECA) a major problem in Armenia during the transition period was the breakdown of the relationships of farms with input suppliers and output markets. The result is that many farms and rural households face serious limitations in accessing essential inputs (feed, fertilizer, seeds, etc.) and selling their output. Current Situation of Rural Finance in Bosnia and Herzegovina Faculty of Agriculture and Food Sciences Sarajevo, Bosnia and Herzegovina Innovations in Rural and Agricultural Finance in Moldova USAID, 2006 This case study analyzes the innovations and performance of bank and non-bank financial institutions sustainably expanding access to demand-driven rural and agricultural financial (RAF) services in Moldova during the last five years (December 1999 September 2004). The main objectives of this case study are to explore how RAF programs in Moldova have overcome the challenges of improving access to financial services for rural communities and the agricultural sector and to extract lessons applicable to other less-developed countries. _Moldova.pdf&refID=56494 Kyrgyzstan and Tajikistan: Expanding Finance in Rural Areas FAO/EBRD, 2006 This feasibility study was undertaken on behalf of the EBRD during the period August 2005 to April Its objective is to assess the different option of increasing the engagement of commercial banks receiving support under the Kyrgyz Micro and Small Enterprise Finance Facility (MSFF) in agricultural lending. 6 Rural Financial Institutions: Restructuring and Post Restructure Results -The Agricultural Bank of Mongolia USAID/BASIS, 2003 The Agricultural Bank of Mongolia (Ag Bank) is the main provider of financial services in the rural areas of Mongolia. This paper describes the results and impact of the reform process, its loan and deposit strategies and the challenges faced during the reform. It concludes with a review of the lessons learned and recommendations for others involved in a similar process. One key lesson learned by Ag Bank was the importance of marketing: focused research, strong brand promotion, and products responsive to customer demand to provide an income stream to sustain the organization. Ag Bank's managers used a combination of local knowledge from their branch managers, formal market surveys, and experience from working in other developing countries. Financial markets, credit constraints, and investment in rural Romania World Bank, 2001 The report assesses the performance of financial markets in rural areas of Romania, based on three - rural household, rural enterprise, and financial intermediary - surveys, carried out in 1998, and other official data covering The study finds that rural financial markets perform rather poorly in three key dimensions: the degree of access to financial services by rural economic agents (enterprises and households) is very limited; this limited access hinders the ability of these agents to take advantage of the investment opportunities available in rural areas; and, these markets failed to allocate flows of credit to those agents with the most profitable investment opportunities. Rural Finance in Serbia Ministry of Agriculture, Serbia Rural Finance in Tajikistan ADB, 2004 A private banking and microfinance system is emerging and financial services are becoming more widely available to urban people. However, per capita income levels are among the lowest in Central Asia, and poverty levels are high. The economy is heavily dependent on agriculture, especially cotton, which is bogged down with heavy indebtedness. Serious problems exist in the land privatization process, the irrigation system is badly in need of repairs along with much of the public infrastructure, and the stock of farm equipment is dilapidated. Commercial bank services, especially loans, are scarce in rural areas, and microfinance institutions (MFIs) have not developed enough to fill the gap.

7 Rural Finance without Markets in Ukraine, FAO, 2003 Three institutional pillars form the foundations of sustainable financial markets: The existence of a pool of profitable and diverse rural clients with the ability to service loans, well-run financial institutions which are financially self supporting and an enabling policy environment.
