1 AFGHANISTAN, Kabul Highlights (as of 11 July 211) The price of local rice remained stable from the previous week, and has remained largely stable over the past month. However, it is up 8 percent from three months earlier (April 211). Wheat prices increased by 2.8 percent over the past week, and are 9.5 percent higher than three months ago (April 211). They are currently 2.8 percent higher than one year ago, in July 21. Maize dropped by 3.8 percent from a week earlier. 2 BANGLADESH, Dhaka Highlights (as of 11 July 211) Prices of coarse rice remain unchanged from last week, and are 3.1 percent above the levels observed a year earlier (July 21). Wheat flour prices remain stable from the previous week, at a level 23.6 percent below the peak reached in January 211 and 15.9 percent above the levels observed a year ago (July 21). Chicken prices increased significantly by 7.27 percent from last week. They remain almost 3 percent higher than the prices observed at the beginning of 211. Until this date, the public foodgrain stock stood at 57 MT of rice and 312 MT of wheat. At the same time, 342 thousand MT were distributed mainly through Fair Price cards. By the end of the financial year 21/11, 2.3 MT of foodgrain had been distributed (against 1.9 MT 29/1). (Fortnightly Foodgrain Outlook, 5 July 211)

3 BHUTAN Highlights (as of 27 June 211) Rice prices have been fairly volatile since the beginning of 211, and are currently 9.5 percent below the prices observed a year earlier (July 21). Cambodia exported 8,442 tonnes worth US$45.68 million in the first six months, compared to 17,144 tonnes worth $13.43 million in the same period last year. (Phnom Penh Post, 8 July 211) According to media reports, meat prices on Phnom Penh s markets have seen large gains over the first half of the year. In the first six months of 211, beef has increased some 12.1 percent (26, riel/kg); smoked fish has seen a 22.6 percent increase (16,8 riel/kg), and pork has climbed 25.4 percent (21,8 riel/kg) in Phnom Penh markets (Phnom Penh Post, 4 July 211).

According to a media report, China has increased its grains and edible oils storage capacity to enable the government to control food price rises and cover deficits in years of poor harvests (Reuters, 21 June 211). Ninety percent of the winter wheat crop has been harvested. (Xinhua News, 22 June 211).

6 Fiji, Suva Highlights (as of 2 June 211) Overall prices for reported staple food commodities have been volatile over the past year. Corn prices have doubled over the past five weeks, and continued to rise sharply during the most recent week reported. Prices of the main staple root crops, cassava and Dalo tausala taro spiked in June 21. (India Today, July 11th, 211) The proposed Food Security Bill envisages designating mother as the head of selected households entitled to rice, wheat and nutri cereals under the scheme (The Tribune, 3 June 211). The Ministry of Finance has urged state governments to reduce levies on diesel, kerosene and cooking gas in line with the duty cuts undertaken by the union government to provide some relief to the common man (Ministry of Finance, 28 June 211).

8 INDONESIA, national average Highlights (asof 11 July 211) Overall, staple food retail prices remained largely stable during the past week. Rice prices remain largely stable (+.67%) since last week, and are 7.5 percent above the levels observed in September 21. Wheat flour prices remain largely stable (+.1%) from the previous week, and they are 1.9 percent above the prices observed in August 21. Planted area increased by 2.4 percent, covering a total area of 313,15 hectares (Business Recorder, 3 July 211). On April 1st, rice import duties were introduced again at $45 Rupiah per kg (Global Trade Alert). In response to record rice prices the government had waived import duties on rice until the March harvest. Import duties on wheat and soybeans, however, were waived for the entire year.

9 LAO PDR, Vientiane Highlights (as of 11 July 211) Second quality glutinous rice prices have remained unchanged since November 21. Following nine months of stable prices, the price of ordinary second quality rice dropped by 7.5 percent from April 211 to May 211. (Vientiane Times, 5 July 211) Food assistance in kind has been delivered by the US to Lao: rice 1,46 MT and vegetable oil 1 MT. Donations are channeled through WFP and target more than 37, people in Khammuane, Savannakhet, Saravane, Sekong and Attapeu provinces with a three month food ration (WFP, 5 July 211). According to the Fish Farm Breeding Association, fish farmers are struggling with a second price drop since Lao New Year (Pi Mai) because of growing competition from overseas fish farmers operating in Vientiane. In April,; the price of fish bought at farms was 19, 2, kip per kg and last month it fell to 17, 18, kip. This month the price has dropped again to 12, 13, kip per kg. (Vientiane Times, June 211).

10 Wholesale Staple Food Prices MYANMAR, Yangon and Mandalay Highlights (as of 11 July 211) Prices for rice (.55%) and wheat (+.45%) remained largely stable during the past week. Prices of maize and groundnut oil experience changes above 4 percent. Maize prices soared by 4.1 percent, while groundnut oil prices dropped by 4 percent during this week. Palm oil prices are slightly stable (.36%) after dropping for four consecutive week since early June. The 15 items include alcoholic drinks, beer, juices, biscuits, cake, seasoning powder, waffles, chewing gum, tinned foods, chocolate, instant noodles and coffee mix. (Myanmar Times, 11 July 211)

12 PAKISTAN, Karachi Highlights (as of 4 Jul 211) Rice prices and wheat prices were largely stable last week. Basmati rice and IRRI rice prices are up 18.4 and 23.8 percent respectively, compared to a year ago. Wheat prices have shown a slow downward movement since late March 211. They rose slightly (+1.16%) from last week, and are down 5.7 percent from January 211. 13 PHILIPPINES, Metro Manila Highlights (as of 11 July 211) Rice prices in the Philippines remained largely stable over the past week. Maize prices rose by 3.7 percent from the previous week. Government will distribute P2 million ~US 4.5 million in loans, with minimal interest rates. Under this scheme, 1,484 farmer associations are expected to use 1,242 hectares of tobacco land for rice planting purposes (Department of Agriculture, 3 July 211). According to official sources, government will not impose a suggested retail price (SRP) for chicken and other poultry products, to provide assurance that there is sufficient supply, the poultry industry is stable, and there is no need for additional imports (Department of Agriculture, 3 June 211).

14 SAMOA, national average Highlights (as of April 211) Taro prices reached a peak in July 21 and have shown a downward movement since then, and are currently 34.3 percent lower than the peak, and by March 211 were slightly lower than they were a year earlier. Taro Palagi prices dropped sharply pyfrom September to October 21. Prices have been volatile since the beginning g of 211, and dropped by more than 5 percent from March to April 211. Ta amu prices have been volatile since June 21. 16 THAILAND, Bangkok Highlights (as of 11 July 211) Rice prices have remained largely stable in Thailand since April 211, and are at nearly the same level as last year at the same time. Chicken prices dropped by 4.3 percent from last week, but have shown an upward trend since November 21 (+24%) after declining in the summer of 21. Pork prices have been largely table since May 211, but have increased by 26.9 percent since the beginning of January 211. Soybean oil prices have been stable after rising sharply in early April. The ban does not cover exports of pork products (Bangkok Post, 3 June 211).

All catfish farmers will be required to apply the new VietGAP (Viet Nam Good Agricultural Practice) standards in the near future. In the first five months of this year, Viet Nam exported about 249, tonnes of catfish, earning nearly $6 million, an increase of 2.6 per cent in volume and 23 per cent in value (Ministry of Agriculture, 25 June 211).
