1 UNEP-UNITAR Collaboration in the Framework of the Rio+20 Conference At the 2012 United Nations Conference on Sustainable Development (UNCSD, also known as the Rio+20 Conference) held in Rio de Janeiro June, world leaders, along with thousands of participants from governments, the private sector, NGOs and other groups, come together to discuss ways and means to reduce poverty, advance social equity and ensure environmental protection to get to a Future We Want. UNEP and UNITAR, in partnership with other organizations, including African Development Bank, Ethos Institute, New Economics Institute, Stakeholder Forum for a Sustainable Future, the UN Department of Economic and Social Affairs, the UN Development Programme, the UN Economic Commission for Africa and the World Resources Institute, have been collaborating in a series of events during the preparatory process and will continue to do so at the Conference itself. Rio de Janeiro 23 June 2012 Deliver as One UNITAR s inter-agency partnerships with other UN entities United Nations Environment Programme United Nations Institute for Training and Research Being a UN Institute specialized in training for Member States and research on training methodologies, UNITAR contributes to the United Nations system as a whole. Although many UN entities offer training on themes of relevance to their respective mandates, none of them offers the expertise on how to best deliver this training, capture and retain knowledge, and build upon it. This is why the Institute s raison d être is closely tied to methodology, responding to where the UN system needs it most, and on which it can deliver based on its particular strengths. Common Vision and Strategic Partnerships on Environment The Institute is sensitive to the necessity of developing synergies with other UN entities, and of sharing its capacities on research on learning methodologies and approaches. UNITAR is keen to increase collaborations with other UN agencies which, in turn, enhance knowledge transfer through training. Delivering these services as one applies as much to research and training activities as it does to any operational branch of the UN. For more information on Environmental Training at UNITAR, please visit: Joint e-learning Course on the Green Economy Launched in 2012 In May 2012, UNITAR and UNEP launched an interactive e-learning course Introduction to the Green Economy. The course is timely, as the Green economy in the context of sustainable development and poverty eradication is one of the main themes of the Rio+20 Conference. Participants learn about different concepts and facets of the green economy, as well as global, national and sector-specific challenges and opportunities to advance low-carbon, resource efficient and socially inclusive development. Additionally, participants begin to develop basic skills for applying the green economy concept in a real world economic, policy and/or personal context. A second edition of the course is planned for the second half of Negotiators Gear Up for the Rio+20 Conference with the Support from UNEP-UNITAR In support of the preparatory negotiation process for the Rio+20 Conference, UNEP and UNITAR have organized four workshops during the first half of 2012 in New York. The workshops covered a range of topics discussed at the Rio+20 Conference, ranging from the Green Economy to institutions and governance for sustainable development, and negotiations skills for diplomats. 2 UNEP and UNITAR A Strong Partnership in Caring for the Environment UNEP and UNITAR have been collaborating in the area of environmental training and capacity development for more than two decades. Photo credit: UNEP Joint UNEP-UNITAR projects have assisted more than 100 countries and 15,000 beneficiaries with UNEP contributing its expertise in environmental issues and UNITAR contributing its expertise in training and adult learning. The Rio+20 Summit in June 2012 offers an opportunity to evolve this partnership and collaboration onto an even higher level in order to realize the opportunities likely to arise from this event. A Green Economy in the context of sustainable development and poverty eradication is one of the Summit s overarching themes and many countries are in part already making such a transition. The Rio+20 offers the opportunity to accelerate and to scale-up this transition to a low carbon, resource efficient economy while also generating significant numbers of green and decent jobs. However, if the full social potential is to be realized then capacity building and skills development will need to go hand in glove with a rapid evolution of the Green Economy in developing as well as developed economies and across a suite of sectors, from fisheries and sustainable agriculture to clean energy systems and forestry. The decision of our two organizations to jointly deliver e-learning on the Green Economy and to support implementation of Principle 10 of the Rio Declaration and the UNEP Bali Guidelines will also contribute to a positive post Rio+20 world. UNITAR and UNEP stand ready to play their part in supporting the full range of outcomes of The Rio+20. In doing so, we jointly can play a collaborative role in enhancing the prospects and livelihoods of millions of people likely to move into new areas of employment and the determination of a family of nations and the international community to transform sustainable development from patchy implementation to a 21st century reality. This was possible because the work of the Institute is, in many ways, complementary to that of UNEP. The two main areas of its mandate include innovative training and research on knowledge systems to develop the capacity of beneficiaries. Photo credit: UNITAR The goal of UNITAR is to become a centre of excellence recognized within and outside the United Nations system for standard-setting learning methodologies, high-quality training, and research capacity on knowledge systems. The partnership with UNEP is an important strategic and operational alliance for the Institute to achieve this goal. It brings together the respective expertise of the two entities in their efforts to tackle challenges of global significance. The close collaboration with UNEP over many years reflects the commitment of both institutions to support countries in reaching their environmental goals through knowledge, learning and skills development. Joint UNITAR-UNEP activities cover diverse areas such as climate change, greening peacekeeping operations, participatory environmental governance, and chemicals and waste management. In the run-up and during the 2012 UN Conference on Sustainable Development in Rio de Janeiro alone, UNEP and UNITAR are working together to support no less than 10 events. UNITAR will be most pleased to take our partnership with UNEP beyond the Rio+20 Conference to address the growing need for human resources and skills in the context of the transition to a green economy. 3 Over Two Decades of UNEP-UNITAR Partnership In 1989, UNEP and UNITAR began to collaborate the goals to raise awareness and strengthen skills in developing countries in two important areas of environmental management: Training and skills development to apply Geographical Information Systems (GIS), through the UNEP/Global Resource Information Database (GRID)/UNITAR Training Programme Implementation of the UNEP London Guidelines on the Exchange of Information on Chemicals in International Trade, through the joint UNEP-UNITAR London Guidelines Training Programme Both partnerships targeted decision-makers and technical experts in developing countries with the goal to bridge the knowledge gap between developed and developing countries in important areas of environmental management. Climate Change UNEP-UNITAR Collaboration to Advance a Territorial Approach to Climate Change (TACC) TACC is a global initiative to increase resilience to the impacts of climate change and to reduce emissions in sub-national territories in developing countries and countries with economies in transition. It is a collaboration involving the UN Development Programme (UNDP), UNEP, UNITAR, the UN Human Settlements Programme (UNHABITAT) and more than 1,000 subnational governments. Under the TACC initiative, UNEP has led the implementation of six regional awareness-raising workshops for sub-national and local authorities. With support of UNEP, UNITAR prepared a comprehensive set of climate change training modules in support of these workshops. Collaboration in UN CC:Learn UNEP and UNITAR were among four founding UN organizations who launched the One UN Training Service Platform on Climate Change, UN CC:Learn in With a Secretariat provided by UNITAR, UN CC:Learn is a partnership of 32 multilateral organizations that supports Member States in designing and implementing results-oriented and sustainable learning to address climate change through One UN collaboration. UNEP was instrumental in supporting the inclusion of UN CC:Learn in the One UN Climate Change Action Framework of the UN System Chief Executives Board for Coordination (CEB) and has provided valuable technical support over the past two years. Achievements of UN CC:Learn include the establishment of a knowledge-sharing platform with over 1,200 UN materials relevant for climate change learning, and the initiation of multi-sectoral and multi-stakeholder country projects in Benin, the Dominican Republic, Indonesia, Malawi and Uganda to support a strategic approach to climate change learning. A One UN Climate Change Learning Package is under development. Disasters and Conflicts In response to the UNEP report Greening the Blue Helmets: Environment, Natural Resources and UN Peacekeeping Operations, UNITAR has partnered with UNEP and the International Institute for Sustainable Development (IISD) to prepare a Training in Environmental and Natural Resource Management in Post-Conflict Countries. This training aims at: Increasing general awareness of key environmental and natural resource concepts among peacekeeping staff; Building the capacity of peacekeeping personnel in specialized topics such as natural resource links to conflict management and disarmament, demobilization and reintegration; and Encouraging effective implementation of the Environmental Policy for UN Field Operations

4 Environmental Governance UNEP-UNITAR Initiative to Support Capacity Development to Implement Rio Principle 10 and the Bali Guidelines In early 2012, UNEP and UNITAR agreed to develop a joint initiative to support capacity development for the implementation of Principle 10 of the Rio Declaration and the UNEP Guidelines for the Development of National Legislation on Access to Information, Public Participation and Access to Justice in Environmental Matters (Bali Guidelines). Activities planned include joint development of guidance and training materials, regional workshops and national capacity development projects. The collaboration builds upon and strengthens a long-standing partnership of UNEP and UNITAR in matters of environmental governance, including the 2010 UNITAR-Yale Conference on Environmental Governance and Democracy and national SAICM governance projects in many developing countries. Harmful Substances and Hazardous Waste For over two decades, UNEP and UNITAR have collaborated closely in tackling a wide range of issues related to the safe use of chemicals in developing countries. Joint projects have involved more than 100 countries and 10,000 beneficiaries. Under the Strategic Approach to International Chemicals Management (SAICM) alone - for which UNEP is providing the Secretariat - UNITAR has served as the executing agency for 81 projects since 2006 to prepare National Profiles, develop and implement Integrated National Programmes for the Sound Management of Chemicals. UNITAR and UNEP also work together to enhance capacities to implement the Stockholm Convention dealing with POPs (persistent organic pollutants) and the Rotterdam Convention. As a member of the UNEP Global Mercury Partnership, UNITAR has provided technical support in developing mercury emissions inventories and risk management plans in Africa, Latin America, and Mongolia. In the area of Pollutant Release and Transfer Registers (PRTR), UNITAR is the executing agency of a global UNEP implemented PRTR project involving six countries. As a contribution to this work, UNITAR launched in 2011 the virtual tool PRTR:Learn ( to facilitate on-line training and discussions.
