2 Course Title Promoting Cross-Border Trade through Value Chain Development Duration 2 weeks (August 15 26, 2016) Location MI Residential Training Centre, Khon Kaen, Thailand with Structured Learning Visits in Northeast Thailand 1. Introduction In 2013, the Belt and Road Initiative was proposed by Chinese President Xi Jinping with the aim of promoting orderly and free flow of economic factors, highly efficient allocation of resources and deep integration of markets by enhancing connectivity of Asian, European and African continents and their adjacent seas. The Initiative is believed to positively pave the way for the economic takeoff of many countries along the ancient Silk routes, particularly for the enhancement of trade, investment, tourism and people-to-people exchange between China and the Association of Southeast Asian Nations (ASEAN), bringing China-ASEAN relations and the five countries along the Greater Mekong River, namely Cambodia, Laos, Myanmar, Thailand and Vietnam closer to one another. In support of the China Belt and Road Initiative, specifically its focus on promoting trade and investment, the Mekong Institute proposes to conduct a regional training course on Promoting Cross-Border Trade through Value Chain Development for government officials of the above five countries in the Greater Mekong Sub-region (GMS). Currently, cross-border trade in food and agricultural commodities in the region has rapidly expanded, fostered by many enabling factors ranging from regional trade agreements, strengthening connectivity in the form of economic corridors, etc. Among others, the trend in cross-border trade, especially agricultural trade, has been increasingly enhanced, contributing in a way to deepening the China-ASEAN relations in general and between China and the rest of GMS countries in particular. One of the ways to facilitate entry of agricultural producers and traders in the regional and global markets is to develop new or systematically improve existing trans-boundary production/value chains in the agriculture sector. This approach looks at the full range of activities that are required to bring a product (or a service) from conception through the different phases of production to delivery to final consumers and disposal after use (Kaplinsky 1999). It encompasses the issues of organization and coordination, the marketing strategies and geographical coverage, and the power relationships of the different actors in the chain. This training program hopes to open up more regional cooperation and improved efficiencies, dynamism and competitiveness among the GMS member countries. Likewise, it aims to enhance cooperation for better cross-border trade systems and procedures that will result in freer movement of goods, services, investment, and capital across the region, thus offering new ways of coordinating supply chains and access to market. 1

Objectives General Objective: The general objective of the training is to foster the participants awareness on the crossborder trade facilitation framework and improve their knowledge and skills on the characteristics, usefulness and benefits of Value Chain Approach to local, regional and national economic development as well as practicing the analysis of value chain development in the agriculture sector. Specific Objectives: More specifically, by the end of the training, participants should be able to: Describe China Belt and Road Initiative, its principles, framework and key areas of cooperation to enhance regional connectivity and promote international trade Understand the concept of Value Chain Approach, its roles, characteristics and benefits to economic development Have hands- on experience on analyzing value chain development in agriculture sector with special emphasis on best practices in Thailand Recognize the crucial role of public sector in promoting value chain development Enhance the awareness of public officials and the private sector on cross-border trade facilitation framework and its significance in fulfilling the requirements of China under the Belt and Road Initiative and AEC Identify problems and constraints, gaps, and provide specific recommendations to improve product movement from one country to another 3. Course Contents and Methodologies This training program on Promoting Cross-Border Trade through Value Chain Development will be tailor-made for government officials of CCLMTV countries who are involved in formulating national strategy on agriculture sector and promoting agriculture investment and value chains across national boundary. It will be delivered in two consecutive weeks with two structured learning visits to Rice and Vegetable Value Chains in Northeastern Provinces of Thailand Module 1: Overview of China Belt and Road Initiative This module provides participants an overview of China Belt and Road Initiative, its framework, key areas of cooperation, priorities and action plan in a bid to promote regional connectivity and mutual benefits for future development and prosperity of the countries along the route. It also discusses the importance of this initiative in promoting cross-border trade and investment among countries concerned. What is China Belt and Road Initiative and its development Conceptual Framework and Aims 2
4 Key areas of cooperation Cooperation mechanism and Funding Understand the Belt and Road Initiative and its cooperation priorities to enhance regional connectivity Recognize its cooperation mechanism and action plan in boosting relations between China and ASEAN, including GMS countries. Module 2: An Introduction to the Value Chain Approach This module introduces the participants to the definition, characteristics and core concepts of Value Chain Approach. It also highlights underlying reasons to adopt value chain as well as presenting the benefits and importance of value chain analysis. Topic 2.1: Introduction to Value Chain Development, Tools and Tips Introduction to Economic Development Concepts and Tools Role of Value Chain Development in promoting cross-border trade Main Concepts & Approaches to Value Chain Development Introduction to Pro-poor and Socially Inclusive Value Chain Development Points of Entry in a Value Chain intervention points Understand of role and usefulness of value chain approaches in achieving economic development objectives Understand the main concepts and tools for value chain analysis and development Topic 2.2: Value Chain Selection and Validation Developing appropriate selection criteria Including stakeholder participation in value chain selection Balancing objectives of different stakeholders & power groups Building on achievements in existing value chain support programs Develop a set of selection criteria and weightings Understand how to obtain and balance stakeholder inputs and arrive at a short list of value chains to be included in a development program Module 3: Value Chain Promotion as an Approach to Economic Development This module deepens knowledge on basics of value chain promotion. It illustrates the role of value chain analysis as a useful tool for promoting sustainable rural development and poverty reduction. 3
5 This workshop will critically look at identifying economic development opportunities horizontally as products goes through the Value Chain and suggest ways to enhance economic values to the stakeholders. Topic 3.1: Functional Value Chain Analysis The role of functional value chain analysis Developing/understanding value chain maps and setting parameters Understanding roles and relationships in the value chain Constraints and opportunities that lead to value chain innovations Understand the various functions in a value chain and roles & relationships among actors Understand and interpret value chain maps provided by technical consultants; and understand broad constraints and opportunities in value chains Topic 3.2: Functional Value Chain Analysis Qualitative and Quantitative Tools The role of governance, coordination and control in the value chain Detecting root causes to value chain constraints Introduction to quantitative tools & their usefulness How to use benchmarking and leveraging Understand and lead the analysis of root causes to value chain constraints Understand quantitative tools presented by technical consultants Have an appreciation for the role of benchmarking and leveraging in value chain development. Module 4: Analyzing Agriculture Value Chains This module translates the concepts of value chain into practice particularly with agriculture sector using different case studies. Potential intervention areas to increase competitiveness in each case study will be formulated as well as sharing best practices on agricultural value chain development in other countries. Topic 4.1: Design of Value Chain Interventions and Programs Transforming Diagnostics into effective implementation programs General tools and programming for value chain development Approaches to implementation What to consider in planning for value chain development interventions under the China Belt and Road Initiative Framework 4
6 Be able to lead the interpretation of value chain diagnostics into programming Have an appreciation of various approaches to implementation of value chain development programs and their usefulness Topic 4.2: Building Sustainable Value Chain Development Programs Implementing for sustainability Building Capacity and using partners in value chain development Diagnosing capacity constraints and building capacity for value chain actors Building linkages within the value chain in the context of cooperation under China Belt and Road Initiative Have an understanding of how to develop sustainable value chain intervention programs Appreciate the programming needed to build capacity to upgrade linkages with market actors and bring about changes Topic 4.3: Presentation of Field Case studies Drawing out lessons from other value chains and approaches what to look for and how to interpret the context Transforming lessons from one value chain to another Developing market based value chain interventions Tools for the field studies Be equipped to draw out and transform the lessons from the rice and vegetable value chains in Northeastern Thailand. Module 5: Role of Public Sector in Promoting Value Chains in Agriculture Sector An important element for promoting value chains is being able to count on a suitable enabling environment for business creation, survival and growth. The enabling environment refers, among other things, to policy and regulatory issues, to infrastructure, and to the availability of essential financial and business development services needed by enterprises. Such an enabling environment needs to be brought about and developed at the multitude of local levels that exist in any country the levels where real enterprises physically exist and operate- as well as at the national level. Topics: Why promote value chains? Using the VC Approach in designing national development policies or export strategies Enabling environment Business development and financial services 5
7 Module Objective: To recognize the role and functions of different government agencies and business development services in promoting value chain development and growth. Module 6: Role, Significance and Trends in Cross-Border Agricultural Trade between China and GMS countries under the Belt and Road Initiative This module underlines the role and significance of agriculture and agribusiness in national economy, as well as introduces the prospects of cross-border agricultural markets in the China and ASEAN markets. It will also present the status of cross-border trade and identify the associated constraints and key success factors in promoting agricultural trade in the region. Topics Importance of agriculture and agribusiness in national economy Cross-border agricultural markets in the ASEAN regional single market Cross-border trade in the GMS, focusing on China and Sister Cities Significance and proportion of cross-border agricultural trade and the key commodities promoted under ACMECS Agricultural and Industrial Cooperation and Belt and Road Initiative Framework Current constraints and key successes on cross-border agricultural trade between China and the GMS Module objectives To stress the importance of agriculture and agribusiness in national economy; To highlight the cross-border trade patterns and prospects particularly on agricultural trade in the region; To distinguish constraints and key success factors in dealing with cross-border agricultural trade between GMS countries and China 4. Structured Learning Visits For this section, participants will undertake structured learning visits to various agriculture related value chains and business development service organizations in Thailand. Study visit provides opportunities for participants to experience various entrepreneurship styles and strategies applied in business operation from small, medium and large-scale enterprises. Information from the visits is also needed for course assignments and presentation of participants when coming back. Tentatively, two sites have been identified, i.e., Hom Mali Rice and Vegetable Value Chains. Objectives: Obtain first- hand information on local entrepreneurships and critical success factors in different value chains, private enterprise networks and export consortia. Practice real value chain analysis and present the result of value chain analysis 6
8 Share and exchange lessons learned and best practices between participants, resource persons and practitioners 5. Number of Participants: 24 This is a professional learning program to develop an integrated approach to value chain analysis, development and promotion. Participants should therefore be middle to seniorlevel government officials of central and provincial government agencies who are involved in promoting regional connectivity and cross-border trade in agriculture. The training course will be conducted in English. Participants must have at least a working knowledge of English language, both oral and written. There will be four participants from each of the CCLMTV countries (Cambodia, China, Laos, Myanmar, Thailand and Vietnam) for a total of 24 participants. 7
