3 MAP OF SOUTH SUDAN
4 INTRODUCTION The Republic of South Sudan covers an area of 640,000 km 2. The country has three distinct agro-ecological zones The climate varies from extremely hot and dry to humid and rainy seasons Livestock population is estimated at 12 million cattle, 20 million sheep and 25 million goats
5 INTRODUCTION Contribution of livestock to the Country = 15 GDP Nine State Ministries of Animal Resources and Fisheries in Nine States to support National Ministry in planning
6 INTRODUCTION Overview of the Preparations LPH workshop in South Sudan: A visit was made by Dr Samuel Wakhusama, the Regional Coordinator VET-GOV Project (IGAD) to create awareness in South Sudan by meeting top Government officials in Ministry of Agriculture, Ministry Animal Resources and Fisheries and members of legislative assembly that associated with livestock policy. As follow-up, a three days workshop was hosted in Torit Town Eastern Equatoria State. It was a collaboration between AU-IBAR, IGAD/ICPALD and the Ministry of Animal Resources and Fisheries.
7 INTRODUCTION The workshop brought together 27 multidisciplinary stakeholders drawn from Civil Society, Private sector, Universities, different sectors of the Government and development partners involved in livestock policy formulation and implementation in the country.
8 INTRODUCTION Remarks made at the opening session of LPH workshop in Torit/EE State/RSS by: Hon. Hassan Urbano Alex, the State Minister of Animal Resources and Fisheries in East Equatoria State of South Sudan. Prior to the opening of the meeting, the CVO read a welcome statement The speech for the Director AU-IBAR was read by Dr Samuel Wakhusama, the Regional Coordinator VET-GOV Project (IGAD).

10 SELECTION OF THE LIVESTOCK POLICY Summary of LPH members HUB (LPH) MEMBERS MARF Minister (Chair of the LPH) LPHFP as the Secretary to the Hub Members (MARF, Agriculture, Wildlife, Health, Water, Environment, Gender, Land commission, Finance, Legislature, Interior and Security, National Bureau of Statistics; Universities, Private sector, Pastoralist association, 10 representatives from States and NGOs) LPH members are to be inclusive of gender and professional representations

12 GAPS AND ENTRY POINTS AT NATIONAL LEVELS Weaknesses and Gaps The working group limited its discussion on national issues and did not delve into regional ones. The group began by defining/refining the scope of the assignment given.
13 GAPS AND ENTRY POINTS AT NATIONAL LEVELS Entry points of the VET-GOV Project The following were identified as the entry points for the VET- GOV Project in South Sudan: Organization of national stakeholder s workshop Formation of the national policy hub Lobby the government for the enactment of the pending bills and Acts Lobby the government for allocation of at least 10% of the national budget to agriculture and rural development Conduct livestock population census/fish assessment Organization of national stakeholder s farmers associations
14 ESTABLISHMENT OF FUNCTIONAL LINKAGES WITH CAADP Participants appreciated the potential of the AU-IBAR tool for the inclusion of livestock in the CAADP compacts and investment plans and proposed that it should be used to interrogate the MARF Policy Framework and Strategic Plans ( ) in order to establish the level of inclusiveness of all aspects of livestock in the national agenda including gender perspectives.
15 POTENTIAL PARTNERSHIPS WITH RELEVANT INSTITUTIONS AND ORGANIZATIONS It was agreed that the relevant institutions would comprise Appropriate government ministries MARF, MAFCD, MWT, MH, MWI, ME Land, M Gender, MF, MISecu, Private sector Universities Pastoral associations NGOs Development partners AU-IBAR IGAD/ICPALD Well wishers
16 SUMMARY OF THE RECOMMENDATIONS/WAY FORWARD 1. Livestock Policy Hub (LPH) Recommends the establishment of the LPH as a mechanism to generate evidence on the role of livestock in the economy, to inform policy formulation and to put policy into practice. Use the AU-IBAR tool for the inclusion of livestock in the CAADP compacts and investment plans tool to interrogate the existing livestock policy implementation to ensure that livestock issues are adequately captured Ministries responsible for livestock should provide office space for the LPH secretariat within the Directorate of Veterinary services.
17 SUMMARY OF THE RECOMMENDATIONS/WAY FORWARD 2. National Livestock Policy Focal Point (NLPFP) A senior staff from the veterinary services, appointed by the Minister on the recommendation of the secretariat shall be the NLPHFP 3. Role of VET-GOV Partners Agreed that the AU-IBAR and its implementing partners will provide financial and technical support to the LPH in launching and operationalizing the identified programme activities and providing networking and capacity building on issues related to livestock policies especially when these are related to governance.
18 SUMMARY OF THE RECOMMENDATIONS/WAY FORWARD 4. Exit Strategy An exit strategy to ensure sustainability by insisting that the institutions revitalized through the AU-IBAR VET-GOV Project become permanent institutions within government by the end of the project should be designed. In this regard, there is need for a MoU to be signed between the MARF and AU-IBAR as commitment. 5. Information, Communication and Advocacy Recommended that communication strategy be developed and implemented to support the establishment and operations of LPH through existing institutions for public awareness and information sharing (Public relations).
