1 GOVERNMENT OF KARNATAKA Watershed Development Department FIRST DRAFT ( ) Terms of Reference For Consortium Partners to Support Improved Program Integration in Rainfed Areas (Under Component 1) 1.1 Project Background The Government of Karnataka, Govt. of India and World Bank, have designed a new Watershed development model to strengthen the GOI sponsored IWMP and its link to other programs, particularly NREGS. Such a project would contribute to deeper and more sustainable improvements in productivity and livelihoods of small farmers in rain fed areas. Accordingly GOK proposes to implement the World Bank assisted Karnataka Watershed Development Project-II (KWDP-II) at an estimated cost of million USD. The Project will be implemented over a period of six years from to in seven districts of Karnataka State viz Bidar, Gulbarga, Yadgir, Koppal, Gadag, Davanagere and Chamrajnagar in selected 935 Micro-watersheds in two Phases covering 4,56,000 Ha. Phase I 335 Micro-watersheds (.. Ha), Phase II 600 Microwatersheds (.. Ha) spread over nearly 200 Gram Panchayaths. 1.2 Project Objective The proposed Project Development Objectives (PDO) is to demonstrate more effective watershed management through greater integration of programmes related to rain-fed agriculture, innovative and science based approaches, and strengthened institutions and capacities. The project would strengthen the science base of watershed management in IWMP by enhancing the understanding of hydrological dynamics and climatic variability, and developing tools for measuring them within the planning process. It would also merge innovations and decision support information to help address the needs of rain fed farmers and feed these into the watershed planning and implementation system. The project would strengthen the bottom-up engagement of small farmers in existing delivery extension systems, agriculture schemes and value chains, to increase opportunities to adopt new technologies. The project would also strengthen the financial and technical convergence between IWMP and NREGS through more integrated watershed planning and monitoring and developing innovative tools and processes in sub- and micro-watersheds. Better convergence is expected to result in more science-based targeting and higher quality of soil and water conservation interventions. While the project would not have direct control of soil and water conservation investments under IWMP and NREGS, the adoption of enhanced systems and new tools should result in measurable incremental investments and subsequent benefits in watershed development outcomes in project areas. If these are successful, it is expected that the systems and tools could be mainstreamed into the overall IWMP in the State, and in time, throughout other IWMP operations in India. 1

2 1.3 Project Components The details of the components are as given below Component 1: Support for Improved Program Integration in Rain fed Areas Component 2: Research, Development and Innovation Component 3: Institutional Strengthening Component 4. Strengthening Horticulture in Rain fed Areas 1.4 Project Stakeholders Watershed Development Department (WDD) under the Ministry of Agriculture Directorate of Horticulture and Agriculture State Agriculture and Horticulture Universities, ICAR Institutions namely NBSSLUP Karnataka State Remote Sensing Application Centre (KSRSAC), IISc District and Taluk Watershed Teams and Watershed Committees, and Community Institutions such as, Farmer Groups Producers Groups, HOPCOMS and Self-help Groups etc., Local Self Government Institutions like Gram Panchayaths and Zilla Panchayaths Raitha Samparka Kendra (RSKs) and Krishi Vignana Kendra (KVKs) 1.5 Project Implementing Agency Watershed Development Department (WDD) and Horticulture Department (HD) of Government of Karnataka (GoK) are the implementing agencies and they are responsible for achieving the goals and objectives of the project. 3 2.0 Assignment Background: The Component 1: Support for Improved Program Integration in Rain fed Areas: is central to the realization of Project goals and objectives. Under this component the Natural Resource base of the Micro-watersheds will be Characterized and delivered through Portal as Digital Library enabling DSS. The Final Product of this component is to facilitate Community based Micro-watershed Master Planning with the help of new scientific tools and planning processes. It also encompasses community based concurrent M & E. The Natural Resource Characterization is a Broad based activity involving the Consortium Partners. The Project will cover totally 935 Micro-watersheds in two Phases. 13 6.0 SERVICES AND FACILITIES TO BE PROVIDED BY THE CLIENT (WDD) The WDD will support the CONSORTIUM PARTNERS by assisting in the following activities - a) It will provide a frame work and the guidelines to facilitate effective implementation of the KWDP - II b) It will provide Financial and Logistic, Equipments and Manpower support for successful implementation of the project c) It will enable a conducive and working environment for collaboration between various stakeholders involving Line Departments, Consortium Partners of the Project d) WDD will develop framework and issue Guidelines facilitating participation of district and taluka WDT, Watershed Committees (EC) and Various Community based organizations (CBOs) User Groups, SHGs, including the IWMP-NGO participation in all the activities of the consortium partners. It will also develop framework and Guidelines for effective participation of District Training Coordinators of IWMP with the Consortium Partners e) It will get involved in the project inception activities like State / District stakeholders workshop and awareness programmes and provide the necessary information and clarification f) For convergence of IWMP III and KWDP II, time to time necessary modifications in the Operational Manual will be made based on the innovative learning g) It will undertake for periodic Project Progress Review with various groups of Stakeholders & Consortium Partners h) It will monitor the project progress periodically i) It will maintain transparency at all s in financial transactions. j) It will continuously evolve and update the guidelines and recommendations for project implementation, based on the experiences generated by the CONSORTIUM PARTNERS and other institutions at the project k) It will hold periodic workshops and other consultation process for Mid Course correction 7.0 COMPOSITION OF REVIEW & CO-ORDINATION COMMITTEE A Review & Co-ordination Committee consisting of members from the Head Office of the WDD will also include representative officials from, SAUs, SHU, KSRSAC, KSNMDC, IISC and ISRO (Antrix) to monitor and to undertake mid-term review and to suggest modification and refinements as and when required. Confidentiality shall be adhered to while sharing the same with agencies other than the partners unless and otherwise desired by the WDD PROJECT SCIENTISTS: SAUs/SHU shall make available an exclusive team of scientists (4-5) for this project consisting of disciplines: Soil science, Remote sensing & GIS applications, Agronomy/Soil and water conservation Engineering / Hydrology / Horticulture / Agro-Forestry/ Agricultural economics/ Agri-Extension and any other discipline as deemed necessary for the effective execution of the project. 14

15 11.0 CONTRACT STAFF: Categories of contract staff are provided in the project: Graduate Assistant, Senior Research Fellow, Research Associate, Consultants etc., WDD shall hire Manpower Agency for providing the required staff. The Qualification and Eligibility criteria will be prescribed by WDD / Consortium Partners from time to time PROCUREMENT OF ASSETS/TOOLS/EQUIPMENTS: WDD shall procure all the major Goods & Equipments. Minor equipments / tools, and Field work Contingency shall be procured by respective partners as per the requirement of the project by following the standard government procedure INSTITUTIONAL CHARGES: The project shall provide 15 % institutional charges on all the recurring costs/charges as per the norms followed/fixed for all the World Bank assisted R&D projects in India SCHEDULE OF FUND RELEASE FROM WDD: WDD shall release the funds on quarterly (once in 3 months) basis or as per the renewed guidelines issued by the world bank after the submission of progress report, utilization certificates and other documents as required by the WDD OWNERSHIP OF TOOLS AND EQUIPMENTS/INFRASTRUCTURE PROCURED FOR THE PROJECT: During the project period the WDD shall be the owner of these assets. After the completion of the project, these shall be handed over to respective institutes where ever they were installed. However, the institutes shall maintain the equipments/assets and provide services from such assets to the WDD for a total period of at least 10 years as and when required by the WDD FORCE MAJEURE: It means an event which is beyond the reasonable control of a consortium partners and which makes the performance of its services and obligations impossible or so impractical at a reasonable period of time. Force majeure shall not include any event which is caused by the negligence or intentional action of the partners. The failure of a partner to fulfill any of its obligations shall not be considered to be a fault provided that the Partner takes all reasonable precautions, due care and reasonable alternative measures to mitigate the constraint with the objective of carrying out the services TERMS: Confidentiality of non-public information that the Consortium will be privy to the project, GOK, WDD and the World Bank will be maintained. The services shall be initially for duration of project period (six years). The service period could be extended in case the WDD decides to do so. 15
