WATER CYCLE ACTIVITIES THAT COULD BENEFIT GWSP Rick Lawford GWSP SSC Meeting Stellenbosch, South Africa October 2009
OUTLINE 1. Brief Introduction to GEO Water activities. 2. Drought: possible GWSP links. 3. GEO Water Cycle Capacity Building and possible GWSP links. 4. GEO/Water, GWSP and GEO BON workshop. 5. Canada/US GEO activities in Central Canada 6. Properties of Water Data Centres 7. Links to the Water Cycle Community of Practice
A new framework for Earth Observations: GEOSS: A Global, Coordinated, Comprehensive and Sustained System of Observing Systems Relevant Facts: - Involves ~80 nations and ~50 international organizations who have agreed to work together to build the GEOSS. - Coordinated by the Group on Earth Observations (GEO) which implements the GEOSS work plan through the best efforts of its community. Targets Tasks The Water Target Sub Tasks By 2015, produce comprehensive sets of data, information products and services to support decision-making for efficient management of the world's water resources, based on coordinated, sustained observations of the water cycle on multiple scales.
GEO water cycle activities provides opportunities for GWSP to link with the GEO work plan and to engage in workshops that are actively promoting capacity building. Water Tasks in the Work Plan WA-06-02: Droughts, Floods and Water Resource Management a) Forecasting and Early Warning Systems for Droughts and Floods b) Impacts from Drought c) ACQWA (Water Towers/ Mountains) d) Drought Monitoring
GOAL: Evaluate and demonstrate the benefits of each step of the value chain for drought Nat Obs Pgm Nat Obs Pgm Nat Obs Pgm Spec Obs Pgm Space Agency Global/ Regional Archives NWP Centers Research Projects User Feedback Data Sys Portal 1 Data Sys Portal 2 Data Sys Portal 3 Data Sys Portal 4 USER 1 USER 2 USER 3 USER 4 USER 5 Space Agency USER 6 The value chain for information flows
How can GWSP be involved? GWSP is already involved at one level because this assessment will rely on data support from GTN-H, CEOS, the Indicators Production system at CUNY, etc. GWSP could become more involved by: Providing help in the quantification of the benefits of using information on drought during times of water stress are needed. (For e.g, GWSP could host a workshop on the assessment of the effects of drought and drought information on environmental services.)
Water Tasks in the Work Plan WA-06-07: Capacity Building for Water Resource Management a) Latin America a) Africa b) Asia These activities could be a nice entree point for the GWSP into the capacity Building component of GEO Water.
Latin and Caribbean America workshop on Earth Observations and Capacity Building (November 30 December 4, 2009) 1. Background to Water Cycle activities 2. Integrated Water Resources Management and Earth Observations 3. Climate Change impact on Water Resources and the role of Earth Observations 4. The use of Earth Observations in Adapting to Climate Change 5. Extremes (Floods and Droughts) 6. Water Quality Issues: 7. Short overviews of Water Information Needs and national data sources and services 8. Educational and Training Opportunities to enable expanded use of Earth Observations and Decision Support Systems in the Water Resources Sector 9. Accessing Earth Observations and Decision Support Tools 10. Breakout groups for individuals who wish to have more intensive training on GEONETCast and SERVIR
SERVIR: Floods Panama City Floods of September 2004 GOES IR imagery Nicaragua Flooding Through SERVIR the Panama National civil defense agency issued an advisory to two regions for evacuation. Accumulated rainfall during Panama floods as detected by the Tropical Rainfall Measuring Mission (TRMM) and included by SERVIR. TRMM image courtesy Hal Pierce, Dr. Robert Adler/TRMM Project.

A possible GEO Water/GWSP Workshop with GEO BON GEO BON will: To provide a global, scientifically-robust framework for observations designed to detect biodiversity change To coordinate the data gathering and delivery of biodiversity change information To ensure the long term continuity of data supply (i.e., operational observations) related to biodiversity To integrate in situ and remote global observation systems related to biodiversity To provide, and be known for, a set of innovative products relevant to biodiversity change, based on the integration of data sets. To provide assessments and forecasts, based on observations and models, of biodiversity change by performing integrative data analysis. This framework has the potential for identifying many needs for water information. GEO Water and some members of DIVERSITAS have substantial interest in a joint Water Cycle/ GEO BON workshop to consider the monitoring of water in support of ecosystems and biodiversity. GWSP could be a major player in making this event happen.

The next survey will be for Water Cycle data centres on two scales: - national/regional - global GWSP could help in identifying the centres and possibly could add in a question or two for the survey questionnaire.
THE IMPORTANCE OF WATER IN SHARED CANADA/US BASINS The prairies test bed will focus on soil moisture and could also be a platform for indicator work on floods and droughts. RGL
The Lake Winnipeg drainage basin is a critical area for research on Canadian Large Lakes.
US Canada Collaboration under GEO provides an opportunity for GWSP involvement. Through IISD, a Water Innovation Centre (October 2009) has been initiated. This centre which will play a major role in studies in the Lake Winnipeg Basin could have a significant role in coordinating the Canadian activities related to this project. If the relevant players are agreeable, the Lake Winnipeg Basin could be included in the list of GCI basin studies and IISD could provide a basin lead.

Upcoming Workshops with GEO Water Connections: November 11,12, 2009: GEP Workshop on Harmonization and Applications (DC). November 21: GEO Workshop on Integrated Water Cycle Data Sets (ESRIN, Frascati) November 30 December 4: Latin and Caribbean America Capacity Building workshop (Lima, Peru). December 2009: IEEE WC COP workshop on user water cycle data requirements (SF) (Potential for GWSP involvement/ sponsorship). February 22-27, 2010: IGWCO Planning meeting in New York, Workshop on global scale water cycle data needs. (Potential for a GWSP(GSI)/GEWEX workshop) May 2010: Possible workshop on Drought Monitoring: from research to operations and applications (Proposed, Winnipeg) (Potential for GWSP involvement/ sponsorship)
