2 ENHANCING PNG s CAPACITY TO DELIVER ON PPFS IN 2018 Mr. Mawe Gonapa Director, Special Projects Ministry of Agriculture & Livestock Second Workshop on Strengthening APEC Cooperation on Food Security and Climate Change June 22-23, 2017 Caravelle Saigon Hotel Ho Chi Minh City, Vietnam ENHANCING PNG s CAPACITY TO DELIVER PNG Agriculture Sector Technical Working Group [ASTWG] was established following the PNG APEC 2018 Agriculture Sector & Stakeholders Workshop on February Purpose : To coordinate the involvement of the Agriculture Sector and Relevant Stakeholders to facilitate the development of appropriate sector policies that will be part of the APEC PNG 2018 Priority Policy Deliverables. ASTWG is committed and is prepared for the following meetings: (i) Food Security Minister s Meeting [FSMM] (ii) Policy Partnership on Food Security [PPFS] (iii) Agriculture Technical Cooperation Working Group [ATCWG] (iv) High Level Policy Dialogue on Agriculture Biotechnology [HLPDAB] (v) Plus other meetings Facilitating Trade and Investment opportunities that promote sustainable climate smart agriculture, Women in Agriculture and Fisheries, Cooperating and Partnershing with Other APEC working groups, international organisations, and with private sector where interests intersect. Above meetings will promote a common approach to host 2018! 1
3 APEC PNG 2018 THEME AND PRIORITIES Theme : Harnessing Inclusive Opportunities, Embracing the Digital Future The theme takes into account the current global conditions and regional undertakings, including the post 2020 discussions. PNG s general policy overview in 2018 will be three[3] fold; (i) Advance discussions ongoing Agenda (ii) Initiate discussions based on policy proposals for the host year (iii) Support and facilitate APEC s discussions on post 2018/2020 and beyond Priority 1: [REI] Improving Connectivity, Deepening Regional Economic Integration In 2018, PNG will advance discussions in the implementation of the APEC Blueprint on Connectivity by focussing discussions to progress on the Free Trade Area of the Asia Pacific [FTAAP]; promoting deliberations on the post Bogor configurations, reviewing the Individual Action Plans [IAPS] for 2020; and focussing on removing trade barriers for REI through infrastructure investment issues and connectivity. PNG will maintain the work initiated by Peru and Viet Nam and the post-bogor conversations. 2
4 Priority 2: Promoting Inclusive and Sustainable Growth In 2018, PNG will support APEC s ongoing agenda on Sustainable and Inclusive Growth through the Government s Work on Freeing up land for economic growth regulatory and structural reforms, secured trade, developing and promoting SMEs, Women and Economy and Food Security/Safety initiatives through Health, Forestry, Fisheries and Agriculture. PNG proposes to works on APEC Vision on Sustainable Development [ ] to support APEC s ongoing implementation of the growth and post Currently, building on Viet Nam s template and experience. Priority 3: Reform Strengthening Economic Growth through Structural APEC Growth Strategy endorsed by APEC Leaders focus on five [5] attributes of balanced, inclusive, sustainable, innovative and secure growth. They further endorsed Renewed APEC Agenda for Structural Reform [RAASR] in Hence, in 2018, PNG will advance RAASR by introducing structural reform initiatives that will focus specifically on sectors that inhibit the participation of our rural based population in the economic development aspirations of the country and the region. Further, PNG will promote financial inclusion to its rural based population [including those in the Pacific Island] to ensure that they participate in economic development, business and commerce in the Asia Pacific Region. 3
5 Priority 4 : Growing People to People Connectivity to advance Human Capital Development APEC recognised the dire need for human capital development by focussing on advancing the design, development and delivery of practical and appropriate education and training, for the current and future managers, entrepreneurs and workers, in both public and private sectors, to contribute to economic growth, trade and development in the region, in support of APEC s REI agenda. In 2018, PNG will review the Baseline Report in Current Education Status in the Asia Pacific Region as directed by leaders, and work towards formulating an APEC Workplan [Blue Print] on a Regional Qualification Framework Referencing and Training. Emphasis will be on improving quality, mobility and access to education including in partnership with employers, and soft skills development. Deliverable 1: Progressing Work on Climate Resilient Agriculture PNG is amongst one of the island nations in the world under imminent threat from the impact of global warming and the effects of changing climate patterns. Some ongoing effects are; sinking of small islands/attols, penetration of malaria to Highlands, non seasonality of food yields, damaged coral reefs among others, PNG will work with Viet Nam to progress work on Enhancing Food Security and Sustainable Agriculture In Response to Climate Change. Based on the current MYAP, this will enable PNG to develop relevant and key outcomes and deliverable for
6 Deliverable 2 : Progressing Work on the Food Security Action Plan PNG like small APEC economies depend on agriculture growth to generate income for the poorest in PNG to sustain their livelihood. Further, Agriculture provides significant food to people living in the cities and towns, and is an important foreign exchange earner from cash crop-exports, thus enabling the country to support import of food items and products. Hence, PNG will support Viet Nam to coordinate its work on developing the Food Security Action Plan so that it can be progressed further. A key focus area the development of the implementation strategies and plans. Deliverable 3 : Promoting Women in Agriculture and Fisheries In PNG, women make up almost 50% of the total population, out of which 90% of them are engaged in Agriculture, Forestry and Fisheries. PNG women produce bulk of the nations food [contribution to food security] but their contributions are not recognised even though they play prominent role in the family welfare. As smallholder farmers and caretakers of children, they make daily food production and consumption decisions of the family, hence creating heathy children and families. PNG [through Dept. Of Agriculture & Livestock] plans to host a National Women in Agriculture Development Forum later this year. The objective of the forum is to promote the significant role of women to drive agriculture development. This idea will be subjected to dialogue with Viet Nam Colleagues. 5
7 FOOD SECURITY AND CLIMATE CHANGE IN PNG The main constraints to achieving Food Security in PNG include; increasing population [2.5% growth rate], impact of climate change, geography and isolation, transport infrastructure, and related constraints. The focus will be on enhancing food markets, integrating food producers into domestic and global food supply and value chains, addressing chokepoints arising from infrastructure gaps and unnecessary restrictive trade regulations, application of innovative techniques and technology to improve and support the food system and to reinforce capacity building and increase opportunities for women, youth and vulnerable groups and other domestic and region wide collaboration and coordination on enhancing regional food security. National Food & Nutrition Policy Document has been reviewed and this will be aligned with MYAP Food Security Deliverables in PNG Way Forward : Progress the current work outlined in the Food Security Roadmap towards 2020 culminating in the Food Security Action Plan Facilitate discussions through project activities to promote inclusive and sustainable agriculture, intended to promote food security in the region Work closely with Viet Nam to carry forward the latters initiatives on sustainable, innovative and inclusive growth in particular on enhancing food security and sustainable agriculture in response to climate change 6
