1 Distribution: Restricted EB 71/2000/R.28/Add.3 6 December 2000 Original: English Agenda Item 11 English IFAD Executive Board Seventy-First Session Rome, 6-7 December 2000 PLANNED PROJECT ACTIVITIES In line with previous practice with regard to reporting technical-assistance grants for project preparation, Annex C of the Planned Project Activities document is used to summarize, in tabular form, the amounts provided for activities under the Project Development Fund (PDF) facility within the technical-assistance grant programme, as approved by the Governing Council in the of Work and Budget of IFAD. The PDF finances the costs of project development, excluding appraisal. 2. The amounts shown in Annex C, as reported in IFAD s year-end financial statements, are based on commitments rather than actual expenditures. Since project development work under the new cycle is seen as a continuum, some of the amounts listed in Annex C represent partial costs, whereas others cover full project development work (i.e., project identification/initiation and project ). Furthermore, in some cases the cost of project development in 1999 was also covered by other sources of financing (e.g., the Belgian Survival Fund; cost-sharing arrangements with the Food and Agriculture Organization of the United Nations (FAO)/Investment Centre; contributions from the FAO Technical Cooperation ; United Nations Development and World Food ; and supplementary funds). Projects selected from the pipelines of cooperating institutions, and for which some costs have been incurred, have also been identified (cofinanced). The 1999 PDF was also used to finance country portfolio reviews, design and development of grants and strategy development, but commitments for those purposes are not mentioned in the present report. 3. A number of projects for which preliminary PDF expenditure was incurred may not yet have been subject to internal review by the Technical Review Committee to ensure that such projects are appropriate for IFAD support. Thus inclusion in Annex C of one or more projects for a country does not imply a definitive judgement concerning the suitability of a given project, the amount of assistance that may be appropriate for a given country or the number of projects to be financed.
