Regulations and Acts of Pesticide in Developed Countries European Union (EU) s Regulations and Acts of Pesticide and its Additives: In the Environmental Quality Standard (EQS) and Licence of Operate of Environment, Aromatic Solvents are toxic substances such as Benzene, Toluene and Xylene etc. These are in the EQS list as follows:

United States of America (USA) s Regulation and Acts of Pesticides and its Additives: Regulatory and environmental criteria by US EPA crop approved excipients for pesticides additives are Volatile Organic Compounds (VOC) less than 20%. Clean Water Act (CWA), The Toxic Substances Control Act (TSCA) and Pollution Prevention Act(PPA) also to control the pesticides and its additives.
15 Part C. Environment Friendly Formulations for Neem Pesticides 3.1. Advantage of environment friendly new formulations: Research and development of water-based new pesticide formulation, such as suspension concentrate(sc), oil in water emulsion(ew), microcapsules(cs) and water dispersible granules(wg) to replace petroleum-based solvents old formulation, such as emulsifiable concentrates(ec), it took almost five decades to pollute environment.

17 The advantage of microcapsules(cs) are as follows : To prevent active ingredient (A.I.)of pesticide decomposition in the water as well as in the sunlight to save A.I. To reduce pesticide application rate and longer residual biological activity increasing agricultural production. To protect environment and ensure safety to farmers, workers, food as well as health for human race. To reduce production cost compared with EC formulation. NPFC provide data as follows:
18 Raw Material cost per ton of 30% Chlorpyrifos CS compared with 30% Chlorpyrifos EC CS Cost of Raw Material (RMB) EC Cost of Raw Material (RMB) A.I A.I Additives (including surfactant, monomer, etc.) Additives (including surfactant, solvent, etc) Total Save cost USD P.S. CS labor cost and utility cost is same as EC.
19 According above information, CS have three functions: Environmental Friendly Save petroleum resources Increase farmers income. So, CS is a cleaner production s product and to meet sustainable economic system, Therefore, the development and marketing of CS formlations in pesticide industry is on the increase.
20 3.2. New Formulation for Neem Pesticide in the 21 st Century: At present, formulation of neem pesticide is 0.3% EC. Due to A.I. of neem pesticide is not stable in water, we suggest to make a CS formulation and to protect A.I. will not be decomposed in water. This is one of the innovation project of neem industry. If it is successfully. We suggest to make WG formulation to reduce package and transportation cost as well as use conveniently.
21 Part D. Neem Pesticide to Replace Persistent Organic Pollutants (POP) Pesticides POP Pesticides Situation in China
22 According the Stockholm Convention on POP s pesticides, we must prohibite as quick as possible. 4 kinds of POP s pesticide are still production and use in China, Such as DDT 2 plant (as raw material to produce Dicofol to kill mites) BHC 1 plant, 9 Chlordane and Mirex plant. DDT total output 3236 MT in 2005 (including export 450MT) mainly as raw material to produce Dicofol. 23 factories produced Dicofol MT in 2005 as a miticide or acaricide used for cotton, fruit etc. 5-7% occupied in miticide area.
23 4.2. Neem Pesticide to replace Dicofol Neem Pesticide (Azadirachtin) is a good miticide to kill mites, so, neem pesticide can replace Dicofol.
