1 Annex 7 - Interviews Guides and Focus Group Questions Interviews Guides 1.0 National level Ministries of Fisheries Danida / Embassy 1. What are the main challenges facing the aquaculture sector over the last two decades? What have been the successes? 2. How important has the Danish contribution been to the aquaculture sector? 3. What have been the main policy changes or reforms affecting aquaculture development in Bangladesh? What are the main policies guiding the aquaculture sector now? 4. How did the Danida funded aquaculture interventions change the way the government handles the aquaculture sector and did it influence policy in general? 5. How has the aquaculture interventions been sustained after termination? Which elements of the interventions continue? 6. Have the particular methods used during the interventions been expanded to outside areas? Is there any evidence and what would be the cause of this spread? 7. Have there been other significant interventions in the aquaculture sector during the same time period ( )? 8. Are there any differences in performance between the 3 main areas and in case (Mymensingh, Noakhali and Patuakhali) why? 9. Has cooperation between Danida and the Department/Ministry been successful? What was the situation like in aquaculture in this area before the interventions started? 2. What has been the impact of the interventions? (incomes, employment, standard of living, etc) 3. Were there any difficulties that you faced in implementing the interventions? 4. How did you choose the NGO partners? Which criteria did you use? 5. What are your views on the effectiveness of the various training methods used? 6. Did the training enable people to change the way they did things? In what ways? 7. Did women participate in the training? Did they face any difficulties? 8. How sustainable is aquaculture activity promoted by the interventions? Is it able to continue without any external help? 9. Do you think that farmers have the necessary technical knowledge to continue the activity? 10. Has the interventions had any impact outside of this region? Why or why not? Private Sector acting in aquaculture (hatcheries) 1) Have you received any training about management of hatcheries? 2) Do you use filters or chemicals for water treatment in the hatchery? 3) Which species do you culture? The following questions will depend on the species in question: 4) How do you make spawn and who showed you how to do it? 5) How have the interventions affected competition among the hatcheries and has this competition resulted in any adverse effects on quality of fry/post larvae or others? 6) Have you experienced problems with disease and how do you deal with it? 7) Has it been difficult to obtain spawners and have you experienced any change in the quality of these. (hybridisation, virus outbreak) 8) How has the intervention affected your situation in general? 9) Have you been able to continue your production of fry/post larvae after the termination of the Danida funded interventions? 3.0 Local level Leaders at the District / Upazila / Union Level 1. (Received credit and training or just training) 3) Has your production in your pond changed after training? Is there a market for increased aquaculture production? 4) Have any non-group members learnt about aquaculture from you or your group members? 5) How has your income changed after entering the programme? How has your living standard changed (improvement of food consumption, house, health, assets, employment, etc.)? What do you attribute this to? 6) What proportion of household income and consumption comes from aquaculture 7) Are there external services of different organisations to improve your living standard such as Grameen Bank, BRAC etc? a. Government extension? 8) How have women s roles changed in a. Aquaculture b. The household decision making, use of resources c. The village d. Mobility of women moving outside of the household (can they go by themselves, do they need permission) Are these changes related to MAEP? 5

(refer to since the1998 flood ) How has your living standard changed (check for improvement of food consumption, house, health, assets, employment, etc.)? What do you attribute these changes to? 14) What proportion of your income and consumption comes from aquaculture? Is there a market for increased aquaculture production? 15) Have you received external support from different organisations to improve your living standards? (such as Grameen Bank, BRAC etc) 16) Have you ever heard about Danida Fisheries Project? (If yes) a. Were you interested in joining and why didn t you participate? b. Has there been any influence on you by the Danida Fisheries Project?
