Introduction EXECUTIVE SUMMARY PLP Accelerating the pace of capital formation in agriculture and allied sector is the main theme of Potential Linked Credit Plan for Erode district is one among the few districts known for agriculture production in the State. The total cropped area of the district constitutes 39% of the geographical area. Paddy, Sugarcane, Banana, Turmeric, Groundnut, and Cotton are major crops grown in the district. With 43% share, the district is the top turmeric producer in the State. The major sources of irrigation are by way of canal irrigation (51%), 33% by dugwells/open wells, 12% by way of borewells and the remaining 4% by tanks & other sources. In the industrial front, the district is one among the industrialized district in Tamil Nadu and it is fifth among the districts in Tamil Nadu as far as Small Scale Industries are concerned. Textile Industries, Hosiery & Readymade garments and Leather Processing Industries are not only playing vital role in the district s economy but also generates employment next to Agriculture. The normal rainfall of the district is 717 mm. Normally, semi-arid, dry sub humid climate prevails over the district. II. Bank Network and Credit flow : The Lead Bank of the district is Canara Bank. Banking and financial services are provided by 37 commercial banks with 300 branches, Erode DCCB (with 21 branches) & 163 PACS and Pallavan Grama Bank (with 20 branches). The CD ratio in the district has always been more than 100% for the last 3 years and its was 128% during , indicating the need for initiating steps for mobilization of more deposits by banks. The district could achieve the sector-wise ACP targets in the past. The Ground level credit (GLC) flow to various sectors in the district during last three years and the targets for the year are as under: (Rs. lakh) Particulars Achvt. Achvt. Achvt. Sector-wise PLP projection for the year Based on the infrastructure and natural resources available, the revised Priority Sector guidelines issued by RBI, the potential for credit flow has been assessed at Rs lakh for the year as against Rs lakh estimated for the year , thereby indicating an increase of 14.97%. The credit projection for agriculture sector is kept at Rs Of which, the crop loan component is Rs lakh, the term loan for Agri Allied sector is Rs lakh, Rs lakh for Agri. infrastructure and Rs lakh for Ancillary activities.. The credit projection for MSME is Rs lakh, Export credit Rs lakh, Education Rs lakh, Housing Rs lakh, Renewable energy Rs lakh, Other sectors Rs lakh and for Social infrastructure Rs lakh. The changes in terms of increase in cost of various agri. inputs, cultivation expenses, labour cost, inclusion of new activities, etc., were some of the reasons for increased projection over Base PLP projection. The activity-wise and block-wise assessment physical and financial programmes are presented in Annexure I. IV. Sector-wise comments on important sectors: 1) Crop loan: Crop loan accounts for major share of Rs lakh accounting for 38% of the potential for the Total Priority Sector. Improvements works along the Lower

2 PLP Bhavani Project, Kalingarayan and Thadapalli &Arakkankottai canals in the district to mitigate losses due to seepage of water have to be carried out to ensure adequate water to all farmers particularly to those at the tail ends. 2) Farm Mechanisation : Out of the term loans to agriculture and allied activities, the farm mechanisation accounts for one fourth of the potential i.e., Rs lakh, as there is a need for financing for farm implements apart from tractors/tillers, combine harvesters, transplanters, rotavator, etc. to overcome shortage of labour and to increase productivity. Departments need to popularise the use of agricultural machinery. 3) Water resources: Water resources is another important area where credit could play a major role in improving the productivity. Although 70.41% of the net sown area is irrigated, it is mainly through surface water. In the event of drought, the agriculture production will come down drastically, as majority of the area is irrigated through canal system. It calls for investment in irrigation structures and water conservation devices like drip and sprinkler are considered to be thrust areas. Accordingly, 6.67% of the credit under term loans to agriculture (Rs lakh) is projected for water resources sector. Energization of pump sets continues to be a bottleneck. 4) Animal Husbandry: Animal Husbandry is another sector which contributes to Agriculture income of the district, as the sector not only provide supplementary income to the farmers but also generate gainful employment in the rural areas. Further, the major poultry players like M/s Suguna Poultry in broilers and M/s SKM Poultry in layers promote contract farming for poultry production. Similarly, the sheep and goat also has the potential for financing in the district. Accordingly, the sector is projected at Rs lakh to take 12.2% of the total agricultural term loan. 5) Agriculture Infrastructure & Ancillary activities: The Agri. Infrastructure sector has been projected at Rs lakh (26.9% to agri. term loan) and Agri. Ancillary activities is kept at Rs lakh (26% to agri. term loan), as they have got tremendous potential for financing for Storage & market yards, land development, food and agro processing, seed production activities, etc. 6) MSE Sector: MSE / Non-farm sector plays a major role in the economy of the district along with agriculture. Establishment of SIPCOT Industrial Park at Perundurai and presence of lots of Small Scale Industries in Textile sector, Hosiery & Readymade garments, leather processing units offer lot of scope for financing to the sector. Accordingly, the sector was assessed at Rs lakh which is 19.25% of the Total Priority Sector projection. Establishment of common effluent treatment plants wherever industrial units of polluting nature are situated will ensure environment friendly units. V. Critical Infrastructure: Some of the critical infrastructures identified for realising the potentials in other sectors as projected in this document are summarized below: 1. Crop Production: Strengthening of bunds, repairs of sluices and concrete lining of Lower Bhavani Project canals and other canals may be completed on priority basis and integrated farming may be encouraged. 2. Water Resources: Construction of series of check dams across Kuranganpallam odai, desilting of seepage water collection tanks & other water bodies may be prioritized. Water saving devises like drip / sprinkler irrigation may be popularized. 3. Land Development: Promotion of Farm ponds to enable increased recharge of Ground Water and organic farming for reducing the input costs may be given top most priority. 4. Plantation & Horticulture: Crop diversification with mango, aonla, and pomegranate may be encouraged rather than concentrating only on turmeric and banana. 5. Animal Husbandry : Setting up of Disease investigation lab to test sudden outbreak of poultry diseases, postmortem facilities for poultry and cattle are need of the hour. Mobile storage of vaccine may also be established.

3 PLP Storage Godown & Market Yards: e auctioning of turmeric at one place, instead of tradional auction at 4 different places may bring transparency in marketing of turmeric. Other marketing infrastructures needs to be strengthened. 7. Informal Credit Delivery Systems: Coordination between banks, Govt. Departments /BDOs and NGOs is necessary for introducing a reliable MIS for the SHG programme and for arresting the rising trend of NPAs in SHG loans. VI. Area based scheme: Based on the needs and potential existing and support schemes available, area based scheme for promoting credit flow in the area of pomegranate cultivation, especially in the potential blocks have been furnished in this document. Adequate credit flow needs to be ensured for the area development in the selected blocks. VII. Financial Inclusion has now gained a lot of significance recently with the latest announcement of the Hon ble Prime Minister regarding the three insurance products viz., Pradhan Manthri Jeevan Jyothi Bhima Yojana, Pradhan Manthri Jeevan Suraksha Bhima Yojana and Atal Pension Yojana under PMJDY, for the benefit of all SB account holders with the ultimate objective of penetration of micro insurance, especially among rural poor in the country. Banks in coordination with the Life Insurance Corporation and other General Insurance Companies are to take special steps for enhancing the coverage of people, especially in rural areas, under these PMJDY schemes. Further, the satisfactorily operated SB account holders under PMJDY are also to be offered with simple over draft facilities upto Rs.5000, which can be categorized as weaker section loans under the revised Priority Sector. In order to further strengthen the FI initiatives in the district, all the bank branches may conduct Financial Literacy Awareness Programmes in their villages as per the directions of RBI. Conclusion: Credit support from banks plays a pivotal role in the district. Monitoring & improving of ground level credit for priority sectors under the Annual Credit Plan at various fora of bankers, such as, DCC & BLBC meetings, need to be given a lot of importance, for which all bankers have to work in tandem with each other under the guidance & support of the District Administration and Lead Bank for strengthening submission of timely data on GLC, Rupay KCC, Crop Insurance, PMJDY Insurance Schemes and JLGs.

7 A. DISTRICT PROFILE DISTRICT PROFILE AT A GLANCE PLP The total geographical area of Erode district is 5722 Sq.km, accounting for 4.38 % of the geographical area of Tamil Nadu. The district is classified into Southern Plateau & Hills under Zone X among the 13 Agro Climatic Zones in the country. The average annual rainfall of the district is 717 mm. Bhavani and Cauvery are the major rivers in the district. The major sources of irrigation are by way of canals and wells. The types of Soil available in the district are red loam, red laterite and red sandy soils. The district has 2 revenue divisions and 14 blocks and 375 villages. The district has a total population of about lakh comprising lakh males and lakh females as per 2011 census. The statistical data and district map are given in the following page. (a) Predominant Economic Activities Prevalent in the District Agriculture and Animal Husbandry activities are prominent among other economic activities. The district is one of the leading milk producers in the State. The district is the leading producer of turmeric in the State and Erode turmeric market is one of the biggest markets in India. Erode is well known for marketing of textile products of Handloom, Powerloom and Readymade Garments. The Handloom and Powerloom products such as Cotton Saris, Bed Spreads, Carpets, Lungies, Printed Fabrics, Towels, Dhotis are marketed here in bulk. Tanneries and Oil Mills are the other important industrial activities prevailing in the district. (b) Major Food, Commercial and Plantation/ Horticulture Crops Paddy, maize, cholam, ragi and cumbu are the major food crops of the district. Coconut, mango, aonla, and tapioca are some of the principal horticulture crops. Banana, turmeric, and sugarcane are some of the major cash crops grown in the district. (c) Special / Additional / Other Features of the District relevant to credit estimates The district is land locked and well connected by Road and rail. The air link at Coimbatore is just 90km from Erode city and has excellent Express highway to reach the same. A good number of industries in vital sectors exist in the district, such as, Sugar mills (Sakthi Sugars (2) & Bannari Amman), 100% EOU egg processing unit, Steel (Agni Steel), a mega integrated textile park called Texvalley,SIPCOT Industrial Estate for Textiles. The Net Domestic product of the district at current prices ( ) is Rs lakh as per Hand Book of Statistics 2014 of Government of Tamil Nadu. (d) Other factors affecting the district rural economy and development of various sectors viz., flood, drought, pest attack, hailstorm, etc. In view of continuous deficient rainfall during last 3 years, the groundwater level has been declining year after year. As a result, the net sown area has come down to a level of ha., against the normal area of ha. To take care of this, concrete lining of major canals such as Lower Bhavani Project and Kalingarayan canals (b) Strengthening of water sources of tanks of both Panchayats and PWD needs to be done urgently. (c) Establishment of computer based Design Studio cluster for help improving designs of Textile products to promote textile sector, (d) an amicable long term solution for setting up of a common Zero Liquid Discharge Systems for dyeing, bleaching & tanneries to protect the health of agricultural lands as well as human health and (e) early settlement of sugarcane arrears by sugar mills may help the farmers in getting the benefits of interest subvention & interest rebate facilities provided by Govt. of India.

8 B. BANKING PROFILE 1. The Lead Bank PLP The Lead Bank of the district is Canara Bank. The district is served by 37 Commercial banks (both in Public & Private Sectors), Pallavan Grama Bank and Central Cooperative Bank. These banks function through 321 branches in the district. Out of the same, IOB is having large number of branches (48), followed by Canara Bank with 43 branches. Pallavan Grama Bank (RRB) is having 20 branches and Erode DCCB with 21 branches. Besides, there are 163 PACCS also functioning in the cooperative three tier system in the district. The average population per branch, excluding PACS, PCARDB works out to 6604 persons and the average village served by these branches was 1.09 villages. 2. The deposits outstanding of all banks stood at Rs crore as on 31 March 2015, as against Rs crore during , showing an impressive growth rate of 17.98%. The loans outstanding increased from Rs crore during to Rs crore during CD ratio of the district, always stood more than 100% and it was 128% during , calling for more deposit mobilisation in the district. Of the total loans given, the priority sector lending during was reported at 67% thus, fulfilling the minimum level of 60%. Loans to Agricultural sector was 49% as of March 2015, which exceeds the minimum requirement of 18%. 3. As regards the performance under Annual Credit Plan, the achievement was Rs crore during the year against the target of Rs.6009 crore. The level of achievement was reported at 107%. 4. Status of SAMIS/Reporting System: The level of submission of LBR-2 and LBRU-2 Returns are 80% and 70% as on 31 March It is expected that the level of submission of LBO would improve on implementation of revised reporting system prescribed under the Revised Lead Bank Scheme. 5. Financial Inclusion Programme: Under financial Inclusion programme, all the 375 villages with the population of 1000 and above have been covered by the bank network. The banks have opened 52 new branches in the last 3 years. 98 Business Correspondents are functioning in the district. About 3 lakh no frill accounts have been opened under financial inclusion programme in the district. Two Financial Literacy Centres (FLC) are functioning in the district. One of the FLCs under Erode DCCB established with financial assistance from Financial Inclusion Fund maintained with NABARD and the same has been functioning since April 2014 and the other one was opened by Canara Bank and is in operation for the past 4 years. 6. Crop Insurance: The Modified National Agricultural Insurance Scheme was implemented in the district during Major crops viz., Sugarcane, Turmeric, Paddy, Banana& Tapioca and minor crops such as Groundnut, Maize, Potato, etc. were covered under the above scheme. Only 766 farmers with cropped area of about 1200 Ha was insured under the above scheme during Kharif and Rabi seasons of the year The premium to be paid by the farmer is subsidised to an extent of 50% by the State Government. However, the coverage was very poor due to issues like lack of awareness both at the level of bankers and farmers and high premium charged for certain crops like banana, etc. 7. CBS/PMJDY/PMJJBY, etc.: Core Banking Solution has been implemented in all the branches of Salem DCCB. In order to achieve the mission of financial inclusion through Pradhan Mantri Jan Dhan Yojana, banks may utilize the banking correspondence effectively for providing banking services to the customers at their door steps in unbanked areas. Banks may also enrol all the account holders under the Social Security Schemes of Govt. of India i.e. (i) Pradhan Mandri Bheema Suresksha Yojana, (ii) Pradhan Mantri Jeevan Jyoti Bheema Yojana and (iii) Atal Pension Yojana.
